HomeMy Public PortalAbout11-24-2014 COW MinutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on November 24, 2014 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee Lamb, Trustee Racich, Trustee Rippy; Trustee Bonuchi, and Trustee Fay. Board absent: Trustee Peck. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Doug Kissel, Wastewater Superintendent; Michael Garrigan, Planning Supervisor; Traci Pleckham, Management Services Director; and John Konopek, Police Chief. There were approximately 4 persons in the audience. Trustee Fay moved to approve the Minutes of the Special Meeting and Committee of the Whole Workshop held on October 27, 2014. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS Mayor Collins: • Congratulated the Plainfield Moose for donating 1,146 turkeys. • Stated that Rizzi’s, on Route 59, is being torn down and they are working on cleaning up the site. • Congratulated Trustee Rippy on being elected Circuit Court Judge and announced that Trustee Rippy has resigned his position as Trustee effective November 24, 2014 at 11:59 p.m. Mayor Collins presented a plaque to Trustee Rippy recognizing him for his years of service. TRUSTEES COMMENTS Trustee Fay stated that the new Ridge Road alignment is now open. Trustee Bonuchi congratulated Trustee Rippy. Trustee Lamb congratulated Trustee Rippy. Trustee Racich congratulated Trustee Rippy. Trustee Rippy stated that it is a bittersweet day and thanked the Village Board, staff, the citizens, and his wife, Debra. PUBLIC COMMENTS None WORKSHOP MEETING #1 WATER AND SEWER FISCAL YEAR 2016 BUDGET DISCUSSION Administrator Murphy stated that the City of Chicago has increased their 2012, 2013, and 2014 water rates by 25%, 15%, and 15% respectively. The City also approved a 15% rate increase for 2015 and passed an ordinance that calls for future rate increases to be tied to the Producer Price Index (PPI). With this is mind, staff is proposing rate adjustments to the water rate only, both the sewer and capital charge remain the same for fiscal year 2015 and reflect a reduction in capital charge beginning 2016. Administrator Murphy suggested that the Village Board consider a multi-year rate ordinance. There were no objections from the Board. Village of Plainfield Meeting Minutes – November 24, 2014 Page 2 Traci Pleckham reviewed a 3-year analysis of the water and sewer revenue and expense summaries, one with a rate increase and one without. Administrator Murphy thanked the Village Board. Mayor Collins read the reminders and invited everyone to join the Village Board for refreshments as we congratulate Trustee Rippy. Trustee Fay moved to adjourn. Seconded by Trustee Racich. Voice Vote. All in favor, 0 Opposed. The meeting adjourned at 7:40 p.m. Michelle Gibas, Village Clerk
