SUBJECT: Bal Harbour Police Department Weekly Report for the week of
April 17, 2015 through April 23, 2015
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

1 Vessel W/Mechanical Issues
Bal Harbour Marina
Narrative / Comments
An anonymous complainant called -the Harbour Police Department regarding a large White and Silver Yacht
docked by the Marina Sea Wall. Bal Harbour Officers made contact with the Yacht's Crew members and Marina
owners. The 130 foot Private Yacht was experiencing electrical issues and was authorized to dock at the Marina
Seawall over the weekend while repairs were made.

Stolen Tag Decal Recovery
North Municipal Parking Lot
Narrative I Comments
While patrolling the North Parking Lot, a Bal Harbour officer observed a vehicle parked there after hours. A computer
check revealed the tag was expired and the decal attached was reported stolen. The tag was impounded and placed
in the property and evidence facility. The vehicle was towed and impounded by Beach Towing.

Disorderly Conduct Arrest
9900 Block of Collins Avenue
Narrative I Comments
While conducting a pedestrian crosswalk detail at the 9900 Block of Collins Avenue, a Bal Harbour police officer
observed a road rage incident. A Yellow Taxi driver was aggressively tailgating a motorcycle and excessively
honking the vehicle's horn as they drove southbound on Collins Avenue. The Taxi driver passed the motorcycle and
blocked its path as the officer pulled up to the scene. The Taxi driver exited his vehicle and began yelling threats at
the motorcycle driver and even charged towards him several times. The taxi driver's actions disrupted traffic and
disturbed the peace. He was ordered by the officer to calm down and to stop yelling; however he ignored the officer's
command and was subsequently arrested for disorderly conduct. The two drivers did not know each other and there
was no evidence of any prior history between them. The Taxi was towed and impounded by Beach towing.

Haulover Bridqe
Narrative I Comments
The Bal Harbour Police Department received a call from the Miami Dade County Police Municipal Channel regarding
an anonymous 911 call advising a female was possibly attempting to jump off the Haulover Bridge. The anonymous
caller advised that they could hear a male and female involved in an argument. When our units arrived, they made
contact with a male and female walking south on the bridge approaching Bal Harbour Village. After interviewing both
parties, it was determined that the female was not attempting to jump off the bridge. There was no evidence or
admissions that violence had occurred during the argument. The officers summoned a taxi in order to transport the
couDle home safely and documented the incident.

Hit &Run/Bicyclist

Narrative I Comments
An Off- Duty Bal Harbour Officer working the Consultatio detail was alerted by a passing motorist of a bicyclist that
had fallen off his bicycle and was possibly injured on Collins Avenue. The off -duty Bal Harbour Officer located the
injured cyclist. The cyclist told the officer that as he was traveling Northbound on Collins Avenue, he was struck by
the side view mirror of a passing vehicle. The cyclist said when he was struck, he fell and collided with another
cyclist. It is unknown if the passing vehicle was aware the cyclist was stuck. The cyclist was subsequently treated by
fire rescue and transported to Aventura Hospital. An on -duty Bal Harbour officer responded and completed a traffic
crash report; furthermore an area canvass was conducted to determine if there was surveillance video of the incident.

AOA/ Florida Fish and Wildlife
10210 Collins Avenue (Lanai Condominiums)
Narrative I Comments
The Bal Harbour Police Department received a request for assistance from the Florida Fish and Wildlife Commission
due to individuals fishing from the Haulover Bridge. FWC Officer Washington requested Bal Harbour Officers stand
by as he conducted clearance checks on the individuals. Once the checks were completed the males were warned
not to fish from the bridge and released. The incident was documented by the Bal Harbour officers.

Mischief/Crayon Drawing
Beach Jetty (Wall)
Narrative I Comments
While patrolling the jetty, a Bal Harbour Police Officer discovered that an unknown person had drawn, what appeared
to be tree branches on the barrier wall with a crayon. Public Works was notified and removed the drawing. The
officer also documented the incident.

Industrial Accident
10275 Collins Avenue
Narrative I Comments
An employee for Progressive Waste Solutions was in the process of emptying a garbage dumpster onto the garbage
truck, when a steel door on the dumpster opened and struck the employee on the back of the head, and he lost
consciousness. Miami -Dade Fire Rescue responded and upon assessing the victim, airlifted him to the Ryder Trauma
Center due to the severity of his injury. The Bal Harbour Police Department investigated the incident and the
Occupational Safety and Health Administration (OSHA) was notified and responded. The victim is expected to survive
from his injuries.

Power Outage
Saks Fifth Avenue
Narrative I Comments
Saks Fifth Avenue had a total loss of electrical power inclusive of their back-up generator which failed to power up.
Bal Harbour Police Officers responded and provided a presence as the store staff escorted patrons out of the
building. The officers also provided security at the fine jewelry department as the items were secured; the usual
manner in which the items are secured was not possible due to the power loss. FPL responded in order to address
the power loss.
