SUBJECT: Bal Harbour Police Department Weekly Report for the week of
April 24, 2015 through April 30, 2015
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

Grand Theft Auto
10160 Collins Avenue (Admiralty Condominiums)
Narrative / Comments
Bal Harbour police officers were summoned to the parking lot of the Admiralty Condominiums regarding the theft of a
vehicle. The victim/owner of the vehicle advised that her passenger is a resident of the building and needed
assistance walking to her apartment. She stated that she left the doors of the vehicle unlocked, with the keys in the
ignition; however the vehicle was not left idling. Upon her return to the parking lot she discovered the vehicle had
been stolen. The vehicle was tracked through victim's cell phone which had also been left in the vehicle. The GPS
system in the cell phone placed the vehicle in the area of the City of Hollywood. Bal Harbour police officers
communicated this information to the Broward County Sheriff's Office; but the cell phone was deactivated by the
subjects before the exact location could be determined. Nevertheless, because of BHPD's efforts the victims' vehicle
was located unoccupied in the City of Ft. Lauderdale. Bal Harbour Police officers requested the vehicle be processed
for finger prints by the Ft. Lauderdale Police Crime Scene Unit, and was returned to the victim. A BHPD detective is
assigned to the case, and shall conduct an investigation in an attempt to identify the perpetrator of this crime.

9909 Collins Avenue (Sea View Hotel)
Narrative / Comments
During the Collins Avenue patrol sweep, Bal Harbour police officers observed a gray Hyundai Sonata improperly
backing on Collins Avenue, in front of the Sea View Hotel. The gray Hyundai then entered the parking lot of the Sea
View Hotel and slowly drove around the parking lot and exited the property. Bal Harbour police officers conducted a
traffic stop on the vehicle due to the traffic violation, and found the driver's actions suspicious. It was noted that the
driver was not a guest at the hotel or a resident of the Village. A records check of the driver revealed a criminal past
for Aggravated Burglary; however he did not have any outstanding warrants for his arrest. The driver of the vehicle
was cited for the traffic violation and officers created a bulletin with the driver and vehicle information which was
furnished to all neighboring agencies.

Pedestrian Crosswalk Detail
99 Street/Collins Avenue
Narrative I Comments
In an effort to ensure the safe passage of pedestrian traffic, a Bal Harbour police officer was assigned to the
pedestrian crosswalk at the 9900 block of Collins Avenue. The officer deployed the fluorescent pedestrian warning
signs in order to increase awareness of the crosswalk and assisted residents to cross the street. Enforcement details
are being planned for the upcoming weeks.

700 Block/96 Street Bridge
Narrative / Comments
An anonymous caller advised of an individual which was observed jumping over the railing of the 96 Street bridge.
The caller advised that the individual appeared to head under the bridge and was possibly attempting to vandalize the
area. Bal Harbour police officers responded and canvassed the area under the bridge as well as the surrounding
grounds; however no one was located. The officers did discover graffiti on the Surfside area of the bridge. The BHPD
officers notified the Town of Surfside Police Department, and the incident was documented by both agencies.

Inclement Weather Conditions
Bal Harbour Village
Narrative I Comments
Bal Harbour Village endured a brief moment of inclement weather conditions during the early evening hours. The
inclement weather consisted of heavy precipitation and windy conditions. As a result, a large tree was uprooted in the
West Municipal Lot, no damage to any persons or vehicle was reported. Additionally, a total of four palm trees on
Collins Avenue were damaged and 1 Village light fixture across from 9701 Collins Avenue. Public Works was notified
and responded immediately to remove the debris and clean the areas affected by the weather. The conditions did not
adversely affect the normal flow of traffic.

Damaged/Sinking Pavers
North Municipal Parking Lot /Sea Wall
Narrative / Comments
While conducting routine checks of the North Municipal Lot, a Bal Harbour police officer discovered brick pavers on
the walkway near the fishing pier were damaged and sinking. The Public Works Department was notified. The
incident was documented by under Bal Harbour Police Case # 15-1996

Traffic Mitigation Meeting

Narrative / Comments
Command staff members from Bal Harbour, Surfside and Bay Harbor Islands Police Departments met in order to
discuss the furtherance of the traffic mitigation plan. The plan calls for all three agencies to address traffic congestion
as a coordinated effort, with officers from each agency responding to pre -designated intersections upon the activation
of the plan by an on -duty supervisor. The effort would ensure that traffic congestion is addressed regionally rather
than solely within a specific jurisdiction.

Suspicious Incident
9999 Collins Avenue
Narrative / Comments
Bal Harbour police officers were summoned to the location by the security director in reference to a suspicious
incident. The security director advised that on the night of April 291h 2015, an unknown individual placed electrical
tape over the sensor for the parking garage. The tape did not allow the garage door to close. The tape was
discovered at 8:00 A.M. on April 30th 2015. An inspection of the parking garage was conducted and neither damage
nor thefts were discovered. The building is equipped with security cameras which captured a description of the
individual. The incident is being followed up by Detective Gonzalez.
