HomeMy Public PortalAbout01-12-2015 COW MinutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on January 12, 2015 In the Boardroom Trustee Fay called the meeting to order at 7:03 p.m. Present were: Trustee Fay, Trustee Lamb, Trustee Peck, and Trustee Racich. Board absent: Mayor Collins and Trustee Bonuchi. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Michael Garrigan, Planning Supervisor; Traci Pleckham, Management Services Director; and John Konopek, Police Chief. There were approximately 8 persons in the audience. Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop held on November 24, 2014. Seconded by Trustee Peck. Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS Trustee Fay commented about snow removal by Settlers’ Park. TRUSTEES COMMENTS No Comments PUBLIC COMMENTS No Comments WORKSHOP MEETING #1 24103 W. LOCKPORT STREET FAÇADE GRANT REQUEST Mr. Pat McKeown stated that he and his wife have purchased the property at 24103 W. Lockport Street. They recently made some improvements to the property and inquired as to whether or not they would be entitled to reimbursement from the TIF Fund. Mr. Garrigan stated that the property has previously received a façade grant. Mr. Garrigan pointed out that typically the Board has not approved maintenance as part of a façade grant and has not reimbursed retroactively. The improvements are approved by the Board prior to the work being done. The Trustees did not indicate support for reimbursement. #2 VISTA POINTE SOUTH SUBDIVISION Mr. Garrigan stated that the applicant is proposing a concept for a 114-acre development south of Walker Road, and east of Ridge Road that would contain 214 single family homes and 271 townhomes. The subject site was annexed to the Village as a part of the Vista Pointe Development. Under the original concept plan, attached to the Annexation Agreement, this portion of the property was previously approved for 216 duplex units and 299 townhomes. The applicant is now proposing 214 single family and 271 townhomes. Mr. Mike Shoppe reviewed the design. Mr. Shoppe pointed out that that they are seeking Board input on the lot sizes and the density and then they will prepare plans for approval. Mr. Tom Small, applicant, stated that they felt that the Board would prefer single family compared to duplexes. Trustee Racich, Trustee Lamb, and Trustee Fay expressed concern regarding the lot sizes and the setbacks. Village of Plainfield Meeting Minutes – January 12, 2015 Page 2 After some further general discussion, Mr. Garrigan suggested taking a look at the property as a whole and reconfiguring the lot sizes. Mr. Tom Small stated that he felt it would be beneficial to start from scratch and look at the overall development. Trustee Lamb indicated support and there were no objections raised from the Board. Staff will work with the applicant. #3 STREETS DIVISION 2015-2016 FISCAL YEAR BUDGET Mr. Allen Persons, Public Works Director, gave a presentation on the 2015-2016 Streets Division proposed budget. Mr. Persons reviewed the planning and organizational analysis; public works personnel; cost savings initiatives including vehicle maintenance, fuel station, street light maintenance, electrical savings, street sign production and installation, village property landscaping maintenance, street maintenance, employee scheduling, and technology. Mr. Persons then gave an update on maintenance for Lockport Street, ash tree removal, and vehicle and equipment replacement. Mrs. Pleckham reviewed the proposed expenditures of the Street Division proposed budget and pointed out that there is a 1.8% increase. There was some general discussion regarding contracting out maintenance on Route 59. Administrator Murphy stated that staff will provide additional information to the Board at a future meeting. Trustee Fay moved to adjourn. Seconded by Trustee Racich. Voice Vote. All in favor, 0 Opposed. The meeting adjourned at 7:40 p.m. Michelle Gibas, Village Clerk
