SUBJECT: Bal Harbour Police Department Weekly Report for the week of
May 8, 2015 through May 14, 2015
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

Report of an Overturned Vessel
Ocean Side and 99 Street
Narrative / Comments
The Bal Harbour Police Department received a 911 call advising of an overturned vessel on the ocean side
and the 9900 block. Officers arrived on the beach and observed a kite surfer clinging to his surfboard
approximately 300 yards from shore; the kite surfer did not appear to be in immediate danger. The Indian
Creek Police Department marine patrol vessel responded and rescued the kite surfer from the water. The
individual was not injured and advised that he had become exhausted due to the heavy surf. He was
transported back to shore.

Security Assessment
Condominiums West Side of Collins
Avenue
Narrative / Comments
In response to recent activity along the west side condominiums, officers inspected every building along
the west side of Collins Avenue. The assessment focused on any areas which could be inviting for
persons looking to commit crimes of opportunity. The shift lieutenants will continue to be proactive in this
area and are planning future visits and crime prevention meetings. In addition, all Bal Harbour Police
Department officers, as well as our neighboring agencies, have been provided with informational flyers on
the subjects who have been recently apprehended for loitering or prowling in this area.

Slip and Fall
10295 Collins Avenue by the Jetty
Narrative / Comments
While patrolling the jetty, an officer observed an elderly male on the ground that had just fallen. The male
lost his balance as he stepped up onto the jetty from the beach. Miami -Dade Fire Rescue was summoned
for the individual who had sustained a bruise on his forehead from the fall. The gentleman stated that he
was fine and did not want to be transported to a hospital for further treatment. The individual, who is a Bal
Harbour resident, was transported home by the Bal Harbour Beach Shuttle.

Grand Theft Arrest
9700 Collins Avenue Saks Fifth Avenue
Narrative / Comments
An officer was patrolling the parking lot of the Bal Harbour Shops for handicap parking violators when he
observed an individual running through the parking lot from Saks Fifth Avenue, pursued by loss prevention
officers from the store. The officer chased the suspect as he ran into the town of Surfside and observed
him throw the stolen property under a parked car. The suspect entered a restaurant and was located
hiding in the establishment's restroom. He was taken into custody without further resistance. The stolen
property (totaling $1700,00) was recovered and returned to the store. The suspect has a lengthy criminal
history and was on probation for Grand Theft. He was arrested and transported to jail.

10295 Collins Avenue (Ritz Carlton)
Narrative / Comments
While patrolling the North Municipal Lot, an officer observed two dumpsters in the loading dock of the Ritz
Carlton Hotel which were visible from the roadway and jetty entrance. The dumpster's lids were open and
unsecured. Ritz Carlton personnel were advised and moved the dumpsters to the enclosed garbage
container storage area. The police officer documented the incident and forwarded the information to Code
Enforcement for follow-up.

Haulover Beach Inlet
Narrative / Comments
Officers were patrolling the jetty when they noticed beachgoers from Haulover Park jumping into the inlet.
Officers notified the Miami -Dade Police Department of the incident; however they did not have a marine
patrol vessel or officer in the area. The Indian Creek Police Department Marine Patrol Unit responded and
remained in the area along with the Bal Harbour police officer in order to prevent any other beachgoers
from entering and swimming in the inlet.

Narrative / Comments
Pursuant to speeding complaints along the Collins Avenue corridor, officers assigned to the traffic
enforcement detail initiated a traffic stop on a vehicle. A background check revealed the driver had a
suspended drivers license and two outstanding Bench Warrants. The driver was issued multiple traffic
citations, arrested and transported to jail.

Power Outage
Bal Harbour Yacht Marina
Narrative I Comments
The Yacht Marina experienced a power outage caused by a transformer that became non-functional. The
power outage affected only the southern half of the marina. FPL crews responded and discovered that the
transformer would have to be replaced. An FPL supervisor on scene advised that the repairs would be
completed by 3:00 AM. There were no suspicious circumstances surrounding this outage.

1 Damaged Irrigation System
10101 Collins Avenue
Narrative / Comments
A Bal Harbour resident notified the police department of damage to the swale and irrigation system in front
of The Palace. It appears that the damage may have been caused by a vehicle exiting the Palace's drive-
way exit. Traffic cones were placed in the area in order to prevent further damage, and the Public Works
Department was notified. The affected area did not pose any immediate danger to pedestrian or vehicular
traffic.

Narrative / Comments
A call was received from an alarm company advising of a fire alarm activation in apartment 7E of the
Carlton Terrace. Officers were dispatched and the communications center contacted the building's
security office to alert them of the situation. The security personnel advised they had contacted the
resident by telephone and she had stated that everything was under control; however upon the arrival of
the officers a strong smell of smoke was emanating from the apartment. The officers received no answer
from the resident at the door nor by telephone, therefore out of concern for the resident, the fire
department dismantled the lock to the service door and gained entry. The elderly resident was located
asleep in her bedroom; she stated that she had accidently burned food in the kitchen and that she had not
heard the telephone or the knocks at the door. Officers were advised that building's maintenance
department would conduct the necessary repairs to the door lock.

Suspicious vehicle
North Municipal Lot
Narrative / Comments
While patrolling the North Municipal Lot, a suspicious vehicle was observed with two occupants. The
occupants consisted of an adult male and a juvenile female; however no criminal act was observed nor
committed. The juvenile's parents were contacted and responded to take her home. A criminal records
check on the adult revealed that he had no history of criminal activity. The incident was documented by
the officers in accordance to the department's protocols.
