HomeMy Public PortalAbout02/08/77 CCMThe Council of the City of Medina met in special session on Tuesday, February 8, 1977, 1 01 after adjournment of the regular Planning Commission meeting to discuss with Planning Comm- ission members the Vo Tech School report. Members present: Mayor, Wayne Neddermeyer; Councilmembers, Nancy Laurent, Arthur Theis, William Reiser, Thomas Crosby; Clerk, Donna Roehl Meeting was called to order at 8:40 P.M. Mayor Neddermeyer thanked the Planning Commission members for their year of work on the application. Robert Linkenheil, Chairman of the Planning Commission, reported that the Planning Commission report covers the questions that were asked by the council resolution and that they are asking that appropriate action be taken. Tom Anderson, Planning Commission member, felt that the report presents everything within their power to safeguard the city, ecogically and financially and that he felt that 2 areas of thought had been presented: 1. The Vo Tech school does not belong in an R A district 2. The School is equivelent to a high school or university. George Wyse, Planning Commision member, stated that the Planning Commission had been divided as to whether the Vo Tech is an appropriate use in that area. Thomas Crosby felt that separate reports, as a group, or individually, could be presented for or against tIle schools being located in the area. Emil Jubert, Planning Commission member, felt that because thezeport deals only with the Council resolution the Planning Commission should be charged with further work, as the application is still tabled. John Lobben of Vo Tech felt that the pending issue is amending the zoning code. Anne Dorweiler reported that the Planning Commission had not dealt with theapplication and lad not made a distinction between a specialty crops building and fully campus, but had dealt mly with a full campus in their report. She felt that the Planning Commission could determine if the specialty crops building fit in with their report. Tom Anderson pointed out specific references to a specialty crops building in the report. Wayne Neddermeyer asked if Vo Tech would use the entire 170 acres plus the 20 acres recently purchased or if some property would be disposed of. John Lobben stated that the Orono property had been purchased to gain access to Co. Rd. 6 and Old Crystal Bay Rd. and that all property would be utilized for agricultural or environmental purposes. He also felt that news medial and residents were misinformed as to numbers of students. They do not plan on having capacity enrollment on day 1 of operation. He also explained that the layout of the campus would be similar to the north and south campus' but not a duplicate as the plans would need to be engineered to fit the particular terrain. Robert Linkenheil felt that the Zoning Code should identify what may be constructed on the site as neither a specialty crops building nor full campus are specified. Motion by Thomas Crosby, seconded by Arthur Theis to acknowledge receipt of report and request for action under B-4 of the report; Also aeknowlddge that discussion was held and that their is supplemental material in city files documenting the report. lotion carried unanimously Thomas Crosby asked if there were additional items to be submitted by Vo Tech or the Planning ;ommission that will become part of the record. John Lobben stated that at a public hearing specific items would be presented and identified. Thomas Crosby stated that Council would need to discuss whether or not a hearing should be held regarding rezoning of the property. Motion by Arthur Theis, seconded by William Reiser to adjourn.
