The regular meeting of Town Council was held today at
4 P. M. in the Council Room and was attended by Chairman of
Council Meddin, who presided, Councilmen Peters, Hosti, Brown,
Strong, Lovell, Town Attorney Solms, Superintendent Reed, Chief
McCutchen, Manager J. W. Lang, and Mr. C. H. Cobb.
Mr. Cobb stated that during periods of high spring tides
and heavy rains the water over flows from the street on to his
property which is located on the N: W. corner of the Strand and
17th Street, which is damaging his property, he wants to raise
the sidewalk to suffickent height to keep the waters back, and
requested that the Town assist him id this work. Mr. Cobb was ex-
cused. The matter was referred to Councilman Strong and Supt. Reed
to handle.
Supt. Reed had nothing to report except that work was pro-
ceeding on the beach erosion at South End and he expects to start
work on the Lovell Station groins in about two weeks.
Chief McCutchen stated that the repairing of the parking
meters is about complete, he requested that R. J. Lucas be kept
until the meters are finished. Councilman Peters asked if they
could do without him now, Chief McCutchen said that his men will
finish the meters. Chief McCutchen requested a used type writer
for the Police Department, Councilman Meddin said he had one
that they could use. Chief McCutchen stated that the Duncan meters
had been returned and he had a call from the Representative of
the Duncan Parking Meter Co., he informed him to see the Town
Attorney or Council. Mr. Solms had a call from Mr. Sherwood of
Duncan Parking Meter Co. from Chicago, I11., Mr. Solms informed
him that the meters did not hold up, some of them froze, the
meters were in the freight depot in Chicago, he suggested that
they accept delivery there so as to stop the accumulation of stor-
age charges, and that they return same to the Town, they will be
tried out as suggested by the Duncan Parking Meter Co.
The minutes of the meeting of November 18, 1953 were read
and adopted.
-/ It was moved, seconded and passed that bills for General
Government for the month of November amounting to $
be paid, bills for the Groin and Seawall amounting to $627.39
be paid, bills for the Water Department amounting to $
be paid.
It was moved, seconded and passed that the discount on
the 1952 taxes of J. A. Brown be allowed.
It was moved, seconded and passed that cigarettes and to-
baccoes be given to the guards and prisoners for Christmas.

A petition was read from Rev. G. Reid Smith requesting
that a street sign be placed on the street on which his home is
located. Referred to Councilman Strong to handle.
It was moved, seconded and passed that $481.74 on deposit
in the Citizens & Southern National Bank for the Water Department,
Construction Fund be transferred to the Water Department, Revenue
Fund in the Liberty National Bank & Trust Company.
Mrs. Mollie K. Cohen rotested against the assissment on
her property Lots 187, 188, Ward 4, it was decided that the ass-
essments were fair and also that if she paid her taxes now she
would be allowed the discount for the year.
It was moved, seconded and passed that the services of
R. J. Lucas, repairing the parking meters, be terminated as of
December 31, 1953. He was employed on a temporary basis.

It was moved, seconded and passed that the following
Resolution be adopted.
R E S O L U T I O N
WHEREAS, SAVANNAH BEACH, TYBEE ISLAND, desires to tear
down and use certain concrete forts and bunkers' for the construc-
tion of groins along the sea wall; and,
WHEREAS, FORT SCREVEN DEVELOPMENT COMPANY, desires to
grant said municipality the right to tear down and use said forts
and bunkers, and also the said FORT SCREVEN DEVELOPMENT COMPANY
desires the ground in Blocks 37 and 38, Fort Screven Ward, to be
leveled.
NOW, THEREFORE, BE IT RESOLVED, that SAVANNAH BEACH,
TYBEE ISLAND, enter into a contract and agreement with FORT SCREVEN
DEVELOPMENT COMPANY whereby it is provided;
• 1. FORT SCREVEN DEVELOPMENT COMPANY grants permission
to SAVANNAH BEACH, TYBEE ISLAND, to tear down and use Three (3)
connected gun emplacements in their entirety, including all con-
crete walls connected therewith, but excluding the pavements, all
of which are located in lots One (1), Two (2), Three (3), Four (4),
Five (5), and Six (6), in Block 36, Fort Screven Ward, Savannah
Beach, Tybee Island, Chatham County, Georgia; together with all
standing concrete walls located on lot One (1), Block Forty (40)
Fort Screven Ward, Savannah Beach, Tybee Island, Chatham County,
Georgia.
2. In consideration of said rights, SAVANNAH BEACH,
TYBEE ISLAND, agrees to level off the ground in Blocks 37 and 38,
Fort Screven Ward, Savannah Beach, Tybee Island, Chatham County,
Georgia, for said FORT SCREVEN DEVELOPMENT COMPANY.
BE IT FURTHER RESOLVED that the Mayor is hereby authorized
and empowered to execute said contract and the Clerk of Council to
attest said contract.
There being no further business, Council adjourned,
subject to the call of the Mayor.
