M. in the Council Room and was attended by Mayor Dutton, who presided, Councilmen Peters, Brown, Strong, Meddin, Lovell, Town Attorney Solms, Supt. Reed, Chief McCutchen, Mrs. Ethel Sponseller, Mrs. Elizabeth Hunter, Mrs. Eula Stark and Mrs. Agnes Ericksen. Mrs. Hunter acting as spokesman for the Committee protest- ed against the razing of the old gun battery near their property and wanted to know what the Town was going to do, that if there were any damage to their property they would hold the Town liable. The Mayor informed them that dynamite would not be used but air hammers would be used, Councilman Strong stated that just the walls would be torn down now, the heavy part would not be handled by or- dinary dynamiting. Mrs. Sponseller stated that the old Fort pro- tected them from the prison camp located in that area, Mrs. Hunter requested assurances that no damage would occur to their property during the demolition of the Fort. They were assured that this would not happen. The Committee was excused. The minutes of the meeting of December 9th were read and adopted. Supt. Reed reported that approximately 3,3+4 feet of-gal. pipe, plus the fixtures, would be needed for the railing for the walks at the parking areas. The cost would be about $1,600.00, Councilman Strong moved that it be done which was seconded and passed. Councilman Strong stated that Supt. Reed requested a larger asphalt mixing machine with a capacity of five cubic feet, the present machine which is three cubic feet be traded in. It was decided to hold up on this at the present time. Councilman Strong stated that the prison camp is burning twice as much coal as formerly, he believed that converting to gas would save money and that to convert he had gotten an estimate of $257.00 to do the work, it was moved, seconded and passed that the work be done. Councilman Strong was requested to ascertain the cost of installing a water main and also sewerage line on Camp Hammock. Supt. Reed informed Council that the fishing pier adjacent to Tybrisa Pavillion is in a bad condition and that it should be repaired at once, Councilman Brown stated that the fishing pier is an asset and is needed and the Town should take it over and operate it, he believes that the owner, T. S. Chu, would give it to the Town. The Town Attorney was instructed to write to Mr. Chu informing him of its bad condition and n@tifying him that it must be repaired or the Town will have to condemn it. Chief McCutchen wanted three tires recapped on the police car, he also stated that it was necessary to have nineteen win- dow panes replaced at the jail due to a small fire that had fill- ed -the building with smoke, two prisoners-who were locked up' broke out the glasses to let the smoke out. It was moved, second- ed and passed that the tires be recapped and the panes be replac- ed, Chief McCutchen also requested several prisoners from the Kamp to paint the new room at the jail, this was authorized. The Mayor informed Council that the Span Construction Company and others were negotiating with the Town with a view of acquiring Camp Hammock from the Town, they propose to build sixty houses under a government approved loan of $340,000.00, under _Section 1 of the F. H. A., the houses will sell for ap- proximately 6,000.00 each on a basis of $300.00 down, monthly payments of $37.00, plus 0150.00 for tappint and sewerage fees, the Town must agree to install water and sewerage mains and con- nect to 6th Street, Supt. Reed estimated it would cost $650.00 for the water main and $6,000.00 for the sewerage line. They request the Town to give a ninety day option until the Govern- ment approvee, loan, the question came up as to what the Town should sell the property for and after some discussion it was moved, seconded and passed that the Mayor handle the matter and that the minimum price be $3,500.00 and the maximum $6,000.00. The Mayor informed Council that it was necessary to have a change in the personel of the Police Department, at the present time Wiley Entrekin is on trial as an Officer, he has not proven satisfactory, H. H. Summerlin, formerly employed, has applied for a position as policeman, Chief McCutchen is leaving in March to attend F. B. I. School in Washington, he will return in June, Lt. Durden has requested that he be given other duties other than police duties he is willing to take a reduction in salary. I1 was moved, seconded and passed that Lt. Durden be placed in charge of parking meters and at times be a guard at the jail at a salary of $150.00 effective January 16th, that Police Officer Entrekin be given two weeks notice of his release from the Police Depart- ment which will be on January 31st, that H. H. Summerlin be em- ployed as a Police Officer as of January 16th. It was moved, seconded and passed that. bills for General Government for December amounting to $1'307. &1be paid, likewise bills for the Water.Department amounting to $370.75 be paid, bills for the Groin and Seawall amounting to $272.00 and also that 41,000.00 be paid to Spence M.
