February 10, 1954
The regular meeting of Town Council was held today at
4 P. M. in the Council Room and was attended by Mayor Dutton,.
who presided, Councilmen Peters, Hosti, Meddin, Brown, Lovell,
Strong, Town Attorney Solms, Supt. Reed, Chief McCutchen, Mr.
J. W. Lang, Mr. Walter Carson, Mr. Lovell Schirm and Mr. Scott.
Mr. Carson petitioned for permission to install in the
proposed sixty units to be built in Palm Terrace a Thulman type
chimney, which is a pre - fabricated flue and asked that the Build-
ing Code be changed to permit this type of installation. Mr. Car-
son and Mr. Schirm were edcused. Mr. Solms stated that the Town's
Building Code does not allow the installation of this type of
chimney, Mr. Lang stated the Code requires either brick or flue
block, Councilman Meddin wanted to know if the S. E. P. U. Assn.
approved it without an increase in fire insurance rates, the May-
or stated that F H A approved it. It was moved, seconded and pass-
ed that if the S. E. P. U. Assn. approved it and it doesn't in-
crease the fire insurance rated that the Code be amended. Mr.
Solms was requested to check on this.
Mr. Scott of the Pure Oil Company requested thet they be
given some of the gas, oil and tire business. Mr. +Scott was ex-
cused.
Supt. Reed reported that work would soon start on bridg-
ing the creek at 6th Street. Councilman Strong stated that the
garbage dump will have to be moved from this area to a location
up at Estill Station, he also stated that to bridge the creek at
6th Street it will require two 36" lengths of reinforced concrete
pipe and to put in the pipe and make the necessary land fill it
will cost about $1145.00. It was moved, seconded and. passed that
the Mayor and Councilman Strong purchase the pipe and use their
discretion 6n the new land fill area in the disposal of garbage.
Supt. Reed stated that the pipe for the guard rails in
the parking areas has been ordered but that it would take about
three weeks to get some of the fittings.

Councilman Lovell informed Council that Mr. Henry M.
Dunn and Mr. Taylor Smith are planning to open a subdivision
on the South side of the automobile road in an area known as
"Salt Meadows," this area is out of the Town limits, and re-
quested that the Town furnish water there. At the present time
there is a main adjacent to this location that was installed by
Mr. W. E. Brewer that could probably be utilized if he agrees
to it, the Mayor stated that the subdivision would have to be
approved by tne County Commissioners.
The Mayor informed Council that Mr. Wiley Entrekin who
had been on the Police Department was now working with the D. P. W.
and that he would be needed probably thru March. Councilmanr
Hosti suggested that he be kept on until the work is caught up.
The Chatham County Commissioners informed Council that Mr.
W. E. Brewer had applied to them for permission to operate a
Trailor Park adjoining his property on Polk Street and the auto -
obile road they wanted to know if the Town had any objections.

tions provided that the trailors are provided with sanitary
facilities.
Councilman Strong reported that to install a 6" water
line of Transite pipe, also three fire plugs, dig a ditch 15001
long also to install 24001 of 8" pipe for a sewerage line in
Palm Terrace would cost about $8,650.00. The Mayor stated that
nothing be done relative to this matter at the present time,
Councilman Lovell asked what price will the Town get for thie
lots, the Mayor stated it had not been decided yet but it will
be something between $3500.00 and $4000.00, Councilman Meddin
wanted to know if the developers cannot go thru with the project
what will happen.ICouncilman Strong stated that the Savannah
Electric & Power Company is holding up on it at the present
time,( Councilman Meddin suggested that the Town can get a guar-
antee or bond that thirty (30) houses or more would be built
then the Town would go ahead with the work. It was moved, second-
ed and passed that a surety bond for $10,000.00 be given to the
Town guaranteeing that thirty (30) or more houses would be built
by the developers in Palm Terrace within one year from its date.
The question of what to do in connection with the Duncan
Parking meters was discussed, it was decided that the meters
were not suitable for use here. The Town Attorney was requested
to so notify the Duncan Parking Meter Company.
It was moved, seconded and passed that bills for the
month of January for General Government amounting to $1727.37,
for the Water Department $220.35 and for the Groin & Seawall
$513.52 be paid.
It was called to the attention of Council that the muni-
cipal dock on the river was in need of repairs. Referred to
Councilman Strong.

It was moved, seconded and passed that under the recent
act of the Georgia Legislature increasing the payments into the
fund of the Peace Officers Annuity and Benefit Fund of Georgia
to 320 of the officers salary and that this was effective on
March 11, 1953 that the additional fee required of the police
officers be paid by the Town as from that date.
It was moved seconded and passed that discounts on 1953
taxes be allowed on the following; Sol and Ann Lesser, Sam,
Evelyn and Joe Goldberg, Leon Friedman, C.E.Williams,jr.,
Tybrisa Co., Evelyn P.Haar and Est. E.J.Haar.

It was moved, seconded and passed that the following
Resolution be adopted.
A RESOLUTION
WHEREAS, an offer has been received from T. B. McCarroil, A. P.
Solomon, III, and Harry T. Schur doing business under the name of
Palm Terrace Company, for the purchase of Sixty (60) lots in Camp
Hammock, Ward One, Savannah Beach, Tybee Island,_Georgia; and,
WHEREAS, said purchasers offerred the sum of $3,500,00 for said
property and state that they plan to build Sixty (60) residences,
that is, One (1) residence upon each of said lots; and,
WHEREAS, said purchasers desire the Municipality to lay water and
sanitary mains down Lewis Avenue for the accommodation of the said
Sixty (60) residences.
NOW THEREFORE, BE IT RESOLVED, by the Mayor and Councilmen of
Savannah Beach, Tybee Island, Georgia, in Council assembled that the
Mayor of said Municipality be empowered to negotiate for the sale of
said Sixty (60) lots in Camp Hammock, Ward One, Savannah Beach, Tybee
Island, and that he be instructed to endeavor to secure the sum of
$6,000.00 for said Sixty (60) lots or not less than the sum of $3,500.00
for said lots, with the understanding that the said lots will be used
for the purpose of the erection of Sixty (60) residences and upon such
understanding, the Municipality will lay water and sewerage mains down
Lewis Street for the said Sixty (60) residences.
BE IT FURTHER RESOLVED, that the Mayor be authorized to execute
and tEg Mork of Council be authorized to attest a Deed of Conveyance
on said Sixty (60) lots owned by said Municipality in Camp Hammock,
Ward One, Savannah,Beach, Tybee Island, Georgia.

It was moved, seconded and passed that the following
Ordinance be adopted.
AN ORDINANCE
AN ORDINANCE TO AMEND THE ORDINANCE CREATING FIRE
LIMITS WITHIN THE TOWN OF SAVANNAH BEACH, AND TO
REGULATE TBE TYPE AND LOCATION OF BUILDINGS T1 ,`RE»
IN: TO PRESCRIBE REGULATIONS :CONCERNING ROOFING,
ELECTRICAL INSTALLATIONS, CHIMNEYS, AND FOR OTHER
PURPOSES.
BE IT ORDAINED by the Mayor and Councilmen of .Savannah
Beach, Tybee Island, and it is hereby ordained by the author-
ity of the same, as follows:
Section 1. - That Section 6 of an Ordinance creating
fire limits and prescribing regulations for chimneys and for
other purposes is hereby amended by adding to the said Section
6, said Ordinance, a subparagraph "(i) ", which is as follows:
"The Thulman Chimney consisting of a heavy -gauge steel flue,
double - coated with acid - resisting vitreous enamel, impervious
to the action of flue gastis and surrounded by an "inner duct"
and an "outer duct" of aluminum, may be installed provided
that installation meets with the requirements of Re- examination
Service Laboratories, Inc. The said Thulman Chimney is an
exception to those regulations herein above set - forth in this
said Section provided it is installed satisfactorily."
Section 2. - All ordinances and parts of ordinances in
conflict herewith are hereby repealed.
