Savannah Beach, Tybee Island, Ga.
March 10, 1954
The regular meeting of Town Council was held today at 4
P M. in the Council_ Room and was attended by Mayor Dutton, who
presided, Councilmen Peters, Brown, Meddin, Lovell, Strong, Town
Attorney Solms, Chief McCutchen, Supt. Reed, Mr. J. W. Lang, Mr.
Stanley Stark, Mrs. Elizabeth Hunter, Mrs. E. M. Carpenter, and
Mrs. Eula Stark.
Mr. Stark was one of the Committee protesting against the
new location of the garbage dump to be located just west of the
Ft. Sc-reven line in Bay Ward, Mrs. Hunter asked what the Town was
going to do, stating that the Health Officer had condemned the
previouc location near the old incinerator, she stated that they
will fight any effort to dump the garbage at the present location,
she also asked if raw sewerage was being dumped into South Channel.
She was informed that it was not. Councilmen Strong informed the
Committee that Council did not anticipate any objection to the
Bay Ward location as the area to be used is now low swampy land
that could be improved by filling in with garbage and covering
over with sand which is known as "the dig and fill method", the
- Committee was excuse -ed.
The minutes of the meetings of January 13th and February
10th were read and adopted.
Supt. Reed stated that the work on the jetties on let St.
is now completed, the guard rails are being put up on the Board
Walks in front of the parking areas, also 6th St. is now open
to Camp Hammock.
The Mayor called attention to the need of having water to
the 4 H Club by May 1st, he was informed that it would be there
in time.
The Mayor informed Council that Chief McCutchen would be
away from March 19th thru June 14th attending F. B. I. School
in Washington, D. C., and that Lt. J. N. Durden would be Acting
Chief of Police for that time.
Chief McCutchen requested that two ploice cars be furnish-
ed the Police Department for use in Police work. The Mayor asked
if the Police Department needed two cars, Chief McCutchen stated
that if he could not ge the second car then trade in the present
car on a new one, Councilmen Lovell asked what was to be done
with the motorcycle. The Chief suggested selling it.
It was moved, seconded and passed that the new survey and
map made by S. P. Kehoe, C. E., of Camp Hammock be adopted as
the official map.

Councilman Lovell stated that as Supt. Reed does not heve
time to read the water meters each month that the Town employ
some one else to do it, it was suggested that 0. S. Blair be
employed aside from his other duties. It was moved, seconded and
passed that he be paid $10.00 per month, effective April 1, 1954
for doing this work aside from his other work.
A petition of A. R. Levenson for permission to operate a
Liquor Store at 15th St. and the Strand was denied.
Mr. Solms stated that Mr. T. B. McCerroll wanted a War-
ranty Deed from the Town for one lot on Camp Hammock on which
the model house is to be located, he understood that all of the
lots were to be sold to the same party.
Councilman Brown called attention to the Town charging
for prorated improvements for the last half of the fiscal year
on improvements thPt have been finished up to that time and stat-
ed that this half years tax should be eliminated. No action was
taken at this time.
It was moved, seconded and passed that bills of General
Government for the month of February amounting to $3,822.25 and
bills of the Water Dept. for $1034.51 and for Groin & Seawall
amounting to $1,060.73 be paid.

It was moved, seconded and passed that the following
Resolution be adopted.
A RESOLUTION
WHEREAS, the Chatham County Commissioners have recently
loaned to the Town of Savannah Beach, Tybee Island, a drag -
line for the opening and development of Sixth Street, which
leads to 4 -H Club, and the use of said dragline has been of
great service to said Town and has saved it considerable
expense;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen of
Savannah Beach, Tybee Island, in council assembled, that the
thanks of the Mayor and Councilmen be extended to the Chatham
County Commissioners for the loan of said dragline.
BE IT FURTHER RESOLVED that a copy of this resolution be
sent to the Chatham County Commissioners.

A RESOLUTION
18 -B
WHEREAS, Section 5 of an Act of the General Assembly of Georgia,
approved by His Excellency, the Governor of said State, on the 19th day
of August, 1922 (Georgia Laws, 1922, page 988) and the laws amendatory
thereof require that the General Election provided for under the Charter
of Savannah Beach, Tybee Island, Georgia, shall be conducted and held
under the jurisdiction and authority of three(3).impartial and disinterested
freeholders, who shall act as election managers,and who shall be selected
by the Mayor and Councilmen of the Town of Savannah Beach then in office,
and who shall further arrange and provide under the laws aforesaid the
impartial operation of said election and declare the result of said elec-
tion to their best skill and power; and,
WHEREAS, the said Charter and Ammendments of the same hereinabove
mentioned require that the general election of a Mayor and six (8) Council-
men shall be held on the first Monday in April, 1954; and,
WHEREAS, said Municipality now desires to name our (4) impartial and
disinterested free- holders, three (3) of whom shall act as managers of
said election, and one of whom shall act as an alternate manager, as afore-
said}
NOW THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of the Town
of Savannah. Beach, Tybee Island, Georgia, in Council assembled, that T. B.
McCarroll, Mrs. Maude McGinn, and J. G. Burke be and the, same are hereby
named as impartial and disinterested managers who shall arrange, provide,
conduct and declare the results of the General Election to be held on the
first Monday in April, 1954, for the election of Mayor and Councilmen of
the Town of Savannah Beach, Tybee Island, Georgia, and,
BE IT FURTHER RESOLVED that Mrs. Mary Reed be and she is hereby named
as an alternate manager in_the event of a failure to act by one of the
above named managers; and she is hereby empowered with all the authority
hereinabove set forth for a manager of the said General Election to be
held on the first Monday in April, 1954, for the election of Mayor and
Councilmen of the Town of Savannah Beach, Tybee Island, Georgia.
