OTHERS PRESENT: B.MURHPY, ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; D.WOLD, ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; M.GARRIGAN, PLANNING SUPERVISOR; D.MARQUEZ, BUILDING SUPERVISOR; T.PLECKHAM, MANAGEMENT SERVICES DIRECTOR; AND J.KONOPEK, CHIEF OF POLICE. CALL TO ORDER, ROLL CALL, PLEDGE Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were present. Mayor Collins led the pledge to the flag. There were approximately 12 persons in the audience. PRESIDENTIAL COMMENTS Mayor Collins warned everyone to stay off the ice. TRUSTEES COMMENTS Trustee Fay: • Asked Chief Konopek for an update on warming centers. Chief Konopek informed everyone of the resources available. • Asked staff about purchasing fuel in bulk considering the price is so low. Mr. Persons stated that the Village does purchase fuel in bulk and does get a savings per gallon. PUBLIC COMMENTS (3 – 5 Minutes) None. BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Fay moved to approve the Agenda. Second by Trustee Peck. Vote by roll call. Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes. 5 yes, 0 no. Motion carried. 2) CONSENT AGENDA Trustee Fay moved to approve the Consent Agenda to include: a) Minutes of the Board Meeting held on December 15, 2014. b) Bills Paid and Bills Payable Reports for January 5, 2015. c) Ordinance No. 3198, amending the Class “S” Liquor License Classification. Second by Trustee Racich. Vote by roll call. Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes. 5 yes, 0 no. Motion carried. 3) ADVENTIST HEALTHCARE SIGN VARIANCE (ZBA CASE #1668-111214.V) Trustee Fay moved to adopt Ordinance No. 3199, granting approval for a sign variance to permit a ground monument sign of up to 15 feet in height and 64 square feet in sign area at 15728 S. Route 59. Second by Trustee Lamb. Vote by roll call. Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes. 5 yes, 0 no. Motion carried. Village of Plainfield Meeting Minutes – January 5, 2015 Page 2 4) CRASH CHAMPIONS Trustee Fay moved to open a Public Hearing regarding a stormwater variance for the Crash Champion auto body shop and to continue the Public Hearing to a special meeting scheduled for January 12, 2015. Second by Trustee Lamb. Vote by roll call. Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes. 5 yes, 0 no. Motion carried. 5) VINTAGE HARVEST COMMERCIAL Trustee Fay moved to direct the Village Attorney to draft an ordinance approving a variance for the height and square footage for a monument sign located at the Vintage Harvest Retail Center on Route 59. Second by Trustee Lamb. Trustee Lamb suggested making the sign larger. The applicant stated that he would be willing to make the sign larger. Trustee Fay removed his previous motion. Trustee Fay moved to direct the Village Attorney to draft an ordinance approving a variance for the height and square footage of a monument sign, not to exceed 150 square feet, to be located at the Vintage Harvest Retail Center on Route 59. Second by Trustee Lamb. Vote by roll call. Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes. 5 yes, 0 no. Motion carried. 6) ROSS VARIANCE Trustee Bonuchi moved to direct the Village Attorney to draft an ordinance granting a variance for wall signage at the proposed Ross Store located on Route 59 and 127th Street. Second by Trustee Racich. Trustee Lamb suggested a smaller sign. Chuck Zenn, a representative from North Shore Sign, reviewed and described the sign. Vote by roll call. Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes. 5 yes, 0 no. Motion carried. ADMINISTRATOR'S REPORT Administrator Murphy stated that due to the weather, Waste Management missed a couple of routes today and will pick them up tomorrow. MANAGEMENT SERVICES REPORT Mrs. Traci Pleckham stated that the proposed Resolutions abate (eliminate) the 2014 property tax levy for the Village’s outstanding bond issues. By abating these levies, the debt amounts are not passed on to the Village residents’ property tax bills. Trustee Fay moved to adopt the 2014 Tax Levy Abatement Resolutions by omnibus vote. Second by Trustee Lamb. Vote by roll call. Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes. 5 yes, 0 no. Motion carried. Village of Plainfield Meeting Minutes – January 5, 2015 Page 3 Trustee Fay moved to adopt: • Resolution Number 1697, Abating the 2014 Tax Levies for the General Obligation Bonds, Series 2005A. • Resolution Number 1698, Abating the 2014 Tax Levies for the General Obligation Refunding Bonds, Series 2005B. • Resolution Number 1699, Abating the 2014 Tax Levies for the General Obligation Bonds, Series 2007. • Resolution Number 1700, Abating the 2014 Tax Levies for the General Obligation Refunding Bonds, Series 2010. • Resolution Number 1701, Abating the 2014 Tax Levies for the General Obligation Refunding Bonds, Series 2012. • Resolution Number 1702, Abating the 2014 Tax Levies for the General Obligation Refunding Bonds, Series 2013. • Resolution Number 1703, Abating the 2014 Tax Levies for the General Obligation Refunding Bonds, Series 2014. BUILDING DEPARTMENT REPORT Mr. Dean Marquez presented the Operations Report for December, 2014. PUBLIC WORKS REPORT No Report. POLICE CHIEF’S REPORT Trustee Bonuchi moved to authorize the purchase of one (1) new Ford F-350 service body truck from Rod Baker Ford in the amount of $39,046.00 with the additional purchase of emergency equipment from Fleet Safety Supply in the amount of $8,771.03 and the installation from Nick’s Emergency Lighting and more in the amount of $4,000.00 for a total expenditure of $51,817.03 as identified in the staff report. Second by Trustee Lamb. Vote by roll call. Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes. 5 yes, 0 no. Motion carried. ATTORNEY’S REPORT No Report. EXECUTIVE SESSION Trustee Fay moved to adjourn to Executive Session as permitted under the Open Meetings Act under Section 2 (c)(3) to discuss the appointment of a public official.
