SUBJECT: Bal Harbour Police Department Weekly Report for the week of
August 14, 2015 through August 20, 2015
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.
Also attached are various emails which have been received from the public which provide
positive feedback regarding efforts by the Bal Harbour Police Department. We will continue to
share this type of information in the future.
Should you have any questions or require additional information, please feel free to call the
Chief or me directly.

FPL Transformer Fire
121 Camden Drive (Rear)
Narrative / Comments
Bal Harbour Police officers responded in emergency mode to the rear of 121 Camden Drive
reference a call of smoke emitting from a transformer and possibly igniting into flames. Officers
arrived and ensured that the homeowner was evacuated and the surrounding areas were
secured. The Miami -Dade Fire Department arrived and extinguished the flames from transformer.
FPL responded and temporarily disabled the power to 121 Camden Drive until the repairs were
completed. No other homes were affected and no injuries were reported.

Narrative / Comments
While conducting a watch -order of this residence, Bal Harbour Police officers discovered an
unlocked door at the home. Bal Harbour Police officers conducted a search of the residence to
ensure the home had not been burglarized. Bal Harbour Police officers determined there were no
signs of forced entry or any other evidence of a burglary. Bal Harbour Police officers secured the
door and contacted homeowners and advised them of the unlocked door.

Bal Harbour Police officers were flagged down by a Taxi Driver regarding an unruly customer who
was refusing to pay the cab fare. When the officers arrived, the customer had exited the cab and
was walking South on Collins Avenue. Bal Harbour Police officers located the customer/suspect
who immediately became loud and aggressive towards the officers. The customer/subject refused
to pay the cab fare and continued yelling obscenities at the officers. This resulted in his arrest,
and he was charged accordingly and transported to Miami -Dade County Jail.

Narrative / Comments
While conducting a mandatory beach check, a Bal Harbour Police officer located a disabled
vehicle on the beach in the Town of Surfside. The Bal Harbour Police officer remained on scene
until a Surfside Police officer arrived. The vehicle was subsequently removed from the Beach. No
injuries were reported.

Bomb Threat
10295 Collins Avenue(Ritz Carlton)
Narrative / Comments
Security personnel from the Ritz Carlton Hotel and Condominiums requested Bal Harbour officers
to provide law enforcement assistance and guidance regarding a Bomb Threat that was received
at the Ritz Carlton's corporate offices. Ritz Carlton security personnel advised that a Bomb Threat
was received via email indicating there was a explosive device at one of their properties. Bal
Harbour Police officers coordinated a precautionary bomb threat response with Ritz Carlton
security personnel. Bal Harbour Police officers along with personnel from Ritz Carlton inspected
all common, service, and public access areas of the property. The coordinated response did not
reveal any suspicious items, devices, or activity at the Bal Harbour Village Ritz Carlton property.

Collins Avenue Corridor
Narrative / Comments
In an effort to discourage speeding and increase driver awareness, Bal Harbour Police officers
conducted a Traffic Safety and Speed Enforcement initiative on the Collins Avenue Corridor.
During the Safety and Enforcement Initiative, Bal Harbour Police officers conducted radar speed
enforcement details, pedestrian crosswalk details and a motorist educational activites.

Narrative / Comments
Bal Harbour Tower security personnel called the police department to report a suspicious male
who had attempted to climb the fence and enter their pool area from the beach side. The suspect
walked away via the beach access when confronted by security. Bal Harbour units responded
and conducted an extensive area canvas, however the suspect was not located. A description of
the suspect was broadcasted to our neighboring agencies and a report of the incident was
documented. This information will be disseminated and added to our Security Check Logs.

E RTMENT
The Bal Harbour Police Department as been receiving positive feed back from citizens
regarding the comportment of our officers. I believe this is evidence of the fact this
organization is embracing the philosopy of community policing and the training intiavtives
under taken over the past 20 months are beginning to have a positive impact. Therefore, I
would like to share some of the emails the administration has received recently from people
who were impressed with our officers.

Dear Chief Overton,
I just wanted to express my sincere appreciation to you and Officer McClams. I live in Surfside
and my car broke down in Bal Harbour on Collins at 97th. Officer McClams arrived on scene to
provide protection from the potential of getting rear -ended during rush hour traffic. He stayed
with me, for over an hour, awaiting the tow truck that never arrived. At this point, he offered to
physically push my car, a Land Rover, to a safe location. Thinking that this would be going
above and beyond his call of duty, I attempted once again, after many prior attempts, to get my
car started. Miraculously, it did somehow start and Officer McClams then insisted on following
me home to ensure my safe arrival. My car hasn't started since.
I believe our community is very fortunate to have someone like Officer Braxton McClams here to
serve and protect. He certainly did that for me and I can't thank your department enough for his
service. I believe he's not only an outstanding officer, but an outstanding human being as well.

I am writing regarding officer Matthews and his professionalism in his
traffic stop when i was pulled over doing 57mph. in a 30 mph. At the time
of the stop I expressed my situation as this was my first citation ever.
Officer Matthews is not an exception because most police officers handle
themselves right but what made me want to commend him for his act of duty
was how he assessed my needs by informing me how I could fix my problem and
got back to business righting me the ticket and telling me how was just
doing his job. Working in sales I know this is the toughest part of dealing
with a customerjust like this is the toughest part of officer Matthews job
communicating with criminals/citizens/convicts etc... and maintaining a
professional demeanor. Since I had such a positive experience and learning
the consequences of speeding I have reduced my speed when driving and am
excited to visiting Miami again with my girlfriend. --

It is always a pleasure Sir and hope all is well with youLlyours.
I take this opportunity to expand the purpose of this electronic message, as a Letter of Appreciation for
the excellent service rendered by Officer DeStefano who helped my colleague & I yesterday afternoon
during rush hour traffic. Unfortunately, our motor vehicle died northbound on Collins Avenue across the
Kenilworth Condominium. A few minutes later, Officer DeStefano assisted my associate by pushing the
automobile down the corridor until safely placed under the Haulover Bridge where we exchanged a
wholesome introduction, extended our appreciation as he then proceeded to attend to his duties.
