SUBJECT: Bal Harbour Police Department Weekly Report for the week of
August 21, 2015 through August 27, 2015
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Armed Robbery

Narrative / Comments
Bal Harbour Police officers were summoned to the 300 block of 96 th Street regarding an armed
robbery. The responding officers located the victim near Abbott Avenue and 96 Street. The victim
told the officers that at 5:40 AM she was walking east on 96 Street when she was approached by
a black male who brandished a firearm and demanded the victim give him her back pack. The
victim complied with the suspect who then entered an awaiting vehicle described as a black
sedan. The vehicle then fled the area travelling west on 96 Street. Bal Harbour police officers
immediately conducted a strategic area canvass of the surrounding area and broadcasted the
description of the perpetrators to the local municipalities and throughout Miami -Dade County.
Moments later the Miami Beach Police Department advised of an Armed Robbery in the 6300
block of Collins Avenue. The suspect, vehicle description and manner in which the robbery was
committed were similar to this robbery. Bal Harbour Police detective responded and is actively
investigating the crime. Bal Harbour Police Department and the City of Miami Beach Police
Department have been investigating this incident together, and have located what we believe to
be the vehicle used by the perpetrators of these crimes abandoned in the City of North Miami.
The investigation continues. Bal Harbour officers will increase police presence throughout the 96
Street corridor during the early morning hours.

Narrative / Comments
While conducting a mandatory security check of the Bal Harbour Beach area, Bal Harbour police
officers discovered a male sleeping on a lounger behind the Majestic Condominiums. Officers
conducted an inquiry to determine if the male needed medical assistance. The male told the
officers he is homeless, and he stopped to rest. The officers provided the male with homeless
shelter information and offered transportation to the nearest shelter. The male declined the social
assistance and immediately left the area. The male did not have a violent criminal history or
active warrants.

10275 Collins Avenue (Harbour House)
Narrative / Comments
Bal Harbour Police officers were summoned to the Harbor House Condominiums regarding a fire;
Bal Harbour officers arrived and observed a small fire contained to the kitchen inside the Harbour
House Market located on the 1st floor. At the direction of Miami —Dade Fire Rescue, Bal Harbour
officers assisted with evacuating the occupants on floors 1-5. Bal Harbour police officers directed
the evacuees to a designated safety zone area. In the interim, officers provided hydration for the
evacuees, and periodic public service announcements in an effort to keep the residents informed
of the status of the fire incident.
Due to the suspicion and origin of the fire, Miami -Dade Fire Rescue requested a fire Investigator
to respond, the investigator deemed the fire as accidental/non-intentional.
Miami -Dade Fire Rescue determined it was safe for the residents to re-enter the building, at which
time the Bal Harbour police officers coordinated an organized systematic plan to allow the
residents to safely re-enter the building.
No injuries were reported.

Narrative / Comments
At the request of the Town of Surfside Police Department, a Bal Harbour police officer responded
to assist Surfside Police with a security check of an unsecured door at a business establishment.
Officers from both jurisdictions conducted the check and no evidence of a burglary was observed.
The business was secured and the Bal Harbour police officer returned to the village.

While patrolling the 96 Street corridor Bal Harbour police officers discovered a suspicious male
sleeping on the bus bench on the Northwest corner of 96 Street. Bal Harbour officers approached
the male to determine if he was in need of medical attention. The male did not require medical
attention. The male told the officers he fell asleep while waiting on the bus to arrive. A routine
criminal history check did not reveal any active warrants or a violent criminal past. Once the bus
arrived, the male boarded the bus and left the area.

Bay Harbour Island/96 Street Corridor
Narrative / Comments
In an effort to ensure the safety of students and parents commuting to and from school, Bal
Harbour Police officers assisted the Bay Harbour Island Police Department with vehicular and
pedestrian traffic control during the arrival and dismissal of students attending Ruth K. Broad K-8
School. Additionally, Bal Harbour police officers were strategically assigned to areas along the 96
Street corridor to increase police presence and assist with the flow of pedestrian and vehicular
traffic traversing through Bal Harbour's jurisdiction.

Narrative / Comments
At the request of the town of Surfside Police Department, a Bal Harbour police officer responded
to assist Surfside Police with a security check of a residence. Upon the officer's arrival, the
audible burglar alarm was sounding. The Surfside and Bal Harbour police officers conducted a
check of the property which revealed no evidence of a burglary.

Narrative / Comments
A Bal Harbour police officer detected smoke emitting from the Fleet/Public Works Building. The
officer discovered a fire inside the truck bay on the south side of the structure. Miami Dade Fire
Rescue was immediately requested and the fuel pump emergency shut off valve was turned off.
The fire department responded and extinguished the flames. Police units from Bay Harbour
Islands and Surfside assisted with crowd control and traffic control.
The Miami -Dade County Fire Inspectors conducted a thorough investigation of the incident, and
determined that the fire originated from the engine of the 2012 Ford Pickup truck that was parked
inside the building's fleet bay area. The fire spread from there and caused extensive damage to
the entire south east portion of the building.
