The regular meeting of Town Council was held today at 4
P. M. in the Council Room and was attended by Mayor Dutton, who
presided, Councilmen Meddin,. Peters, Lovell, Strong, Hosti, Brown,
Town Attorney Bolms, Supt. Reed, Lt. Durden and Mgr. Lang.
The minutes of the meetings held March 10th and April 5,
1954 were read and adopted.
The Mayor informed Council that the FHA had given a firm
committment for the erection of thirty (30) houses in Palm Ter- .
race to the Paim Terrace Company.
It was moved, seconded and passed that the Department of
Public Works proceed with the work that was planned for Paim Terr-
ace.
Councilman Strong stated that quite a number of streets
need to be repaired and that the present asphalt mixing machine
is not large enough and suggested that the Town acquire a larger
machine, he also stated that the parking areas should be repaved
entirely but that this work should be done by a private contract-
or, it was moved, seconded and passed that the Mayor and Council-
men Meddin and Strong be appointed a Committee with power to act
to have the parking areas repaved.
It was decided that the H. D. Motorcycle used by the
Police Department be sold. The Clerk was instructed to advertise
it for sale in the newspapers.
It was moved, seconded and passed that the Surf Club,
located in Ft. Screven be granted a whiskey and beer license for
1954.
The Mayor instructed Lt. Durden that ifany of the whiskey
licenses had not been paid by the 17th of April that the place be
closed and the Owner and /or Operator be placed on the docket.
Supt. Reed stated that the water consumption was getting
high and that a new pump is needed. It was moved, seconded and

passed that a Committee consisting of Councilmen Lovell, Meddin
and the Mayor get costs, etc., of a new pump and that they be
given power to act.
It was moved, seconded and passed that beer licenses
for 1954 be granted to Kents Place, by S. R. Kent, at Jones
Avenue and let Street and also to the Drive In Diner, by L. V.
Davis, located at Butler Avenue and 15th Street.
The new contract with the Dual Parking Meter Company
covering the purchase of additional parking meters was held
up as the Town Attorney stated that it did not provide for a
trial period.
A petition was presented by the Opti -Mrs. Club calling
for the fluoridation of the Town's water supply. Councilman
Lovell said that he had a letter from Dr. Henderson, the Health
Officer, relative to this.
Councilman Lovell stated that he had a protest from the
Est. of Charles J. Richards that the cost of water was too high
to their property.
The request was presented from Mr. E. C. Bull and W. W.
Sprague requesting that a water line be laid between their
property to be used only for fire protection, they would pay
for it. Referred to Councilman Hosti and Supt. Reed to handle.
Councilman Hosti informed Council that Mr. Alva Jones
at Chatham Avenue, whose place is on Tybee Inlet, requested
permission to sell beer and operate a boat livery at this lo-
cation. It was decided that the matter must be presented to
the Planning Board, the Mayor asked that if this area was not
zoned should the Town issue him a license, it was decided that
if this was so the license be granted.
Councilman Hosti brought up the matter of discontinuing
charging property owners for prorated improvements on November
1st of each year, Councilman Brown also stated that this prac-
tice should be eliminated as it is a nuisance tax Ind the prop-
erty owners do not like it, after some discussion no action
was taken.
Councilman Brown stated that someone should be on duty
at Police Headquarters to answer the telephone, Councilman
Peters asked Lt. Durden if he could keep a man on duty to an-
swer the telephone, he stated that he could not. No action was
taken.
The Mayor informed Council that an application had
been filed with the Federal Government to close a portion of

St. Augustine Creek in connection with the proposed new road to
Tybee, if the Government OKs this work will start.
Lt. Durden asked about the new Police Officer to em-
ploy on a temporary basis, he was instructed to handle the matter
with the Police Committee.
A petition was presented by,the Beall Realty Company for
permission to build on Section 3 of Lots 19 -20, Ward 1, this lot
being 40' x 501, this seotion being zoned against a lot this
small. Referred to the Town Attorney.
It was moved, seconded and passed that bills for the
month of March for General Government amounting to $2,404.12,
for the Water Department, *2,815.67, for the Groin & Seawall
Account, 033.18, be paid.
