SPECIAL MEETING MINUTES
February 20, 2018
Item #1. CALL TO ORDER
The City Council of the City of Lynwood met in a special meeting in the Council
Chambers, 11350 Bullis Road, Lynwood, CA on the above date at 5:45 p.m. The City
Council Special meeting was opened jointly with the Lynwood Public Financing
Authority.
Item #2. CERTIFICATION OF AGENDA POSTING BY CITY CLERK
City Clerk Quinonez announced the agenda had been duly posted in accordance with
the Brown Act.
Item #3. ROLL CALL OF COUNCIL MEMBERS
PRESENT: COUNCIL MEMBERS ALATORRE, CASTRO, SANTILLAN-BEAS AND
MAYOR SOLACHE
ABSENT: MAYOR PRO TEM HERNANDEZ
STAFF PRESENT: City Manager Martinez, City Attorney Tapia, City Treasurer
Camacho and City Clerk Quinonez
Item #4 PLEDGE OF ALLEGIANCE
Moved to 6pm regular meeting of the City Council.
Item #5. INVOCATION
Moved to 6pm regular meeting of the City Council.
LYNWOOD PUBLIC FINANCING AUTHORITY
MOTION: It was moved by Council Member Santillan-Beas, seconded by Council
Member Alatorre to open the special meeting of Lynwood Public Financing Authority at
5:55 p.m. Motion carried by unanimous consent. City Attorney Tapia suggested the
LPFA special meeting be jointly opened with the City Council Special meeting. A motion
to open the City Council meeting and LPFA jointly was made by Council Member Castro
and seconded by Council Member Santillan-Beas. Motion was passed by unanimous
consent.

Item #6. RECONSIDERATION OF A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF LYNWOOD APPROVING THE FINANCING OF CERTAIN
STREETS AND ROADS IMPROVEMENTS AND AUTHORIZING
OFFICIAL ACTION IN CONNECTION THEREWITH
Council Member Castro spoke on the details regarding bond money that will be used for
street repairs, and her concerns with borrowing money and cost incurred for borrowing.
Director of Finance Ometeotl provided elaboration on the reasoning for moving forward
with the bond measure.
It was moved by Council Member Castro, seconded by Mayor Solache to cure and
correct numbers on resolution.
City Attorney Tapia stated a motion is not necessary due to it being a cure and correct
based on what council approved at the last Council meeting.
ADJOURNMENT
Having no further discussion, it was moved by Council Member Castro, seconded by
Council Member Santillan-Beas to close the joint meeting of Lynwood Public Financing
Authority and the City Council Special meeting. Motion carried by unanimous consent.
