M. in the Council Room and was attended by Mayor Dutton, who presided, Councilmen Meddin, Lovell, Peters, Strong, Hosti, Brown, Supt. Reed, Acting Chief Durden, Mgr. Lang and Mr..and Mrs. Jno. B. Mock. Mr. Mock petitioned for a change- in the Planning Board Rules to permit him to build on Section 3 of Lot 19, Ward 1, the size of the lot being 401 x 501, the Code calls for a lot 501x501 in this area, the Mayor stated that the Supreme Court does not permit the zoning laws to be changed, and informed them that the matter would be referred to the Town Attorney. They were excused. It was moved, seconded and passed that ten (10) truck cas- ings, ten (10) ply and tubes be purchased to cost not over $400.00. Councilman Strong will handle. Councilman Strong stated that about 3,0001 of sewer pipe to be used in Palm Terrace will be needed next week, he had also spoken to Mr. Fulton of the County Commissioners who has agreed to lend the Town a drag -line to be used on this job. Councilman Lovell stated that a new pump needed for the Water System installed will cost about $1,084.00. It was moved, seconded and passed that the action of Councilman Lovell in con- nection with installation of this new pump be confirmed. It was moved, seconded and passed that the action of the Mayor in having both of the parking areas and 13th Street repair- ed and repaved at a cost of $18,816.00 be confirmed. Acting Chief Durden requested permission to have the 1953 Mercury Police Car repaired at an estimated cost of $63.00. It was moved, seconded and passed that this be done. Alva Jones petitioned for permission toy. ~sell beer and oper- ate a boat livery at 61 Chatham Avenue. Referred to the Town Attorney. The minutes of the meeting of April 14th were read and adopted. It was moved, seconded and passed that bills for the month of April for General Government amounting to $7,350.76, for the Water Department, $1,009.23, for the Groin and Seawall, $73.70, be paid. Mr. Lang stated that the Developers of Palm Terrace do not want to sign permits using water, the normal charge being $2.50 24 per month for each house, Councilman Lovell suggested that $25.00 per month for the over -all operations be charged for construction purposes until each house is completed. Councilman Brown asked Mr. Lang if he charged for permits for repairs to houses caused by such as termites and etc., Mr. Lang stated that he did. Mrs. Edith Carter filed a protest against the sale of beer and whiskey at the S. W. corner of Butler Avenue and 2nd Street. No action was taken. The Clerk called attention to several pictures of former Mayors that he had in the safe, and since it has been the policy of Council to assemble pictures in the Council Room of former Mayors and the work had been done previously at the expense of the Town that he would like to be authorized to have these pictures prepared so that they could be placed in the Council Room, he was authorized to have it done. it was moved, seconded and passed that the printed forms required by the State Highway Department for the cutting and cross- ing of Highway 80 at the entrance to Palm Terrace be approved. The Byers family at Estill Station presented three (3.) tracings of surveys made of part of the old Central of Georgia Railroad Right of Way adjoining their property and requested that this property be quit claimed to them. Referred to the Town Attorney. A petition from Wilson 0. Metts to sell beer at the 8. W. corner of Butler Avenue and 2nd Street, and also a petition from the Beach Soda Shop to sell- beer was presented. It was moved, sec - oned and passed that the petitions be granted. "Councilman Strong infromed Council that he had negotiated a years lease with Wilson 0. Metts, subject to Councils approval for part of the property of the old Tybee Water Works, located at Butler Avenue and 2nd Street, with a frontage of 801 on Butler Avenue and a depth of 1051 on 2nd Street, at a rental of $50.00 per month. The Town Attorney would draw up the lease. • Councilman Brown oalled attention to the unsafe and haz- ardous condition of several buildings on the Island that should be repaired or condemned as follows: T. 8.. Chu, located at Jones Avenue & 1st St., R. H. Seay, located at Horsepen Hammock, Wm. J. Dyer, located at Section 10, of Lot 10 & 11, Ward 6. The Building Inspector and the Fire Chief will check on the buildings and report on their condition. The Mayor informed Council that Hotel Tybee has not taken out its 1951. Whiskey License and suggested that the matter be held open until it can be ascertained if they want it. 1 1 214—A 1 2k-A It was moved, seconded and passed that the following Resolution be adopted. A RESOLUTION WHEREAS, Captain A: J. Mason was preparing to pump out the-bilges-of his' craft, known as "Santon . II " on April 4, 1954, because his ship was listing badly to one side; and, WHEREAS, Captain Mason went aboard and was trying to crank the motor in order to get the water pumped out of the bilges and the starter mechanism caused an explosion to occur which set fire to the boat from bow to stern; and, WHEREAS, D. D. Hankins of Savannah Beach, Tybee Is- land, Georgia, was standing on the dock and saw that Captain Mason had not come out of the cabin after the explosion and fire, went aboard ship and ran through the flames to him. When he reached Captain-Mason, his hair aid all clothes were burning severely and Mr. Hankins carried the captain to the shipside and lowered him-into the water and swam -with him to the nearby mud bank; and, WHEREAS, the courage and heroic action of D. D. Hank- ins were displayed in the complete disregard for his own per- sonal safety in an effort to save his fellowman and friend, BE IT THEREFORE RESOLVED, by the-Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia,'.ln Council assembled , that D. D. Hankins be commended for his courageous and heroic acts displayed in an effort to rescue Captain Mason from the burning ship, BE IT THEREFORE RESOLVED, that a copy tion be spread upon the minutes of Council. A RESOLUTION WHEREAS, Henry M. Buckley, of Savannah Beach, Tybee Island, Georgia, has been awarded the Carnegie Hero Medal; mod' 195 WHEREAS, by resolution of council dated May 12', the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia, have already commended Henry Buckley for the outstanding feat of heroism, NOW THEREFORE BE IT RESOLVED by the Mayor and Councilmen of Savannah Beach, Tubee island, Georgia, in council assembled that Henry M. Buckley be further commended and recognized for being awarded the Carnegie Hero Medal. BE IT FURTHER RESOLVED that a copy of-this resolution be sent to Henry M. Buckley of Savannah Beach, Tybee Island, Georgia. BE IT FURTHER RESOLVED that a copy of this resolution be spread upon the minutes of council.
