Subject: Bal Harbour Police Department Weekly Report for the week of
October 9, 2015 through October 15, 2015
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Possession of Marijuana Arrest

Narrative / Comments
While conducting speed radar enforcement, a Bal Harbour Police Officer made a traffic stop on a
vehicle. The officer detected a strong odor of marijuana emitting from the vehicle. The subsequent
investigation led to the arrest of the driver for misdemeanor possession of cannabis and drug
paraphernalia. The driver had no outstanding warrants; therefore, was allowed to sign the promise
to appear affidavit and released on the scene. The contraband was impounded and placed in the
Bal Harbour Police Department property evidence locker.

Narrative / Comments
Bal Harbour Units were dispatched reference smoke emitting from the backyard of 121 Camden
Drive. Upon arrival, Police Officers discovered smoke coming from a concrete FPL wire junction
box. Miami -Dade Fire Rescue responded and secured the box. No fire was detected; however,
FPL responded and took over the scene.

1 Cruelty to Animal Arrest (felony)

Narrative / Comments
Bal Harbour Police Officers were dispatched regarding a male abusing a small dog at the entrance
of the jetty. The investigation revealed the male had walked the dog for over six miles. The male
began to drag and beat the dog after it collapsed from exhaustion. The abuse was witnessed by
the Public Works Supervisor and two construction workers. The dog sustained possible internal
injuries and had visible cuts on one paw pad. The dog was convulsing, but still responsive. A
Miami -Dade Animal Control Officer responded and transported the dog to the shelter. The male
was arrested for cruelty to animals — a third degree felon — and transported to County jail.

9909 Collins Avenue Sea View Hotel
Narrative / Comments
A tourist staying at the Sea View Hotel reported he was missing U.S. currency, which he had left
inside his hotel room safe. The case has been turned over to the Bal Harbour Police Department
Criminal Investigation Section for follow-up.

While patrolling the Intercostal Waterways, the Bal Harbour Marine Unit was notified by Miami -Dade
County Dispatch of a human body located on the shoreline near the Haulover Beach. Bal Harbour
and Sunny Isles Police Marine Units responded to the area. Bal Harbour Marine Officers, along
with other local and state marine officers, conducted a coordinated grid search of the Atlantic Ocean
waterways in an effort to locate a vessel or persons in distress. After an exhaustive search, no other
persons or vessels were located.

Narrative / Comments
While conducting a mandatory beach check, Bal Harbour Police Officers located a male sleeping
on the beach. Bal Harbour Police Officers conducted an inquiry to determine if the male required
medical attention. The male informed the Police Officers he was homeless and laid down to rest for
the evening. The male was offered homeless shelter assistance; however, he declined any
assistance. A background check of the male did not reveal any open warrants or violent criminal
history. The Officers provided the male with a Homeless Trust pamphlet, and he voluntarily left the
area.

Narrative / Comments
While conducting the pedestrian crosswalk/traffic enforcement detail, a Bal Harbour Police Officer
observed a motorist commit a traffic infraction. The Officer initiated a traffic stop on the violating
motorist and upon approaching the driver, requested the vehicle's documents and drivers' license.
The driver told the Officer he did not have his driver's license with him and provided the police
officer with his name. While conducting a records check the Officer determined that the driver had
provided him with a false name. The driver's true identity was discovered, revealing that his driver's
license was suspended. The driver was arrested,issued citations for the violations, and suspended
driving privilege.

Narrative / Comments
The Bal Harbour Police Department received several calls from passing motorists and pedestrians
regarding a female with a small toddler lying partially in the street. Bal Harbour and Surfside Police
Officers responded and located the female staggering West of 96 Street dragging the toddler by
her arm. The arriving Police Officers determined the female was inebriated and in no condition to
properly care for her small toddler. The subsequent investigation revealed the female was dining
with her husband at the Bal Harbour Shops, when a verbal dispute erupted between the female
and her husband. The female left the Shops walking, dragging the toddler along. The toddler's
clothes were soiled and muddy from the inclement weather conditions and from the mother dragging
the toddler on the ground. Bal Harbour Police Officers were able to locate the female's husband
and contacted the Department of Children and Family Services (DCF). After an interview with the
DCF Investigator, the toddler was released to the female's husband (stepfather). The female was
arrested for child endangerment and transported to jail. DCF will continue their investigation once
the mother is released from jail.

Saks Fifth Avenue
Narrative / Comments
An employee of Saks Fifth Avenue observed and recorded on CCTV a subject removing several
items from a store shelf. The subject walked out of the store without paying for the items and was
detained by store security. The subject was arrested, issued a trespass warning by Bal Harbour
Shops security and transported to County Jail.

Narrative/ Comments
Bal Harbour Police Officers, along with Miami -Dade Fire Rescue were dispatched to the Bal
Harbour 101 reference a fire. Upon arrival, personnel discovered that the fire had been
extinguished by construction personnel. The fire occurred when sparks from a saw ignited some
old insulation in the construction area. Miami -Dade Fire Rescue personnel ensured that the fire
was extinguished. There were no injuries or damages reported.
