Check our website for updates at: www.moabcity.org Page 4 of 73 Agenda MOAB CITY COUNCIL REGULAR MEETING November 12, 2013 The Moab City Council held its Regular Meeting on the above date in the Council Chambers at the Moab City Center, located at 217 East Center Street, Moab, Utah. Mayor David L. Sakrison called the General Election Canvass to order at 6:15 PM. In attendance were Councilmembers Jeffrey Davis, Kyle Bailey, Gregg Stucki and Kirstin Peterson; City Manager Donna Metzler and City Recorder/Assistant City Manager Rachel Stenta. Councilmember Bailey moved to accept the Final Audit of the Moab City General Election held on November 5, 2013 — including those who voted absent and provisional. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. Mayor Sakrison called the Pre -Council Workshop to order at 6:30 PM. Also in attendance were Councilmember Doug McElhaney; Planning Director Jeff Reinhart, City Treasurer Jennie Ross, City Engineer Rebecca Andrus, City Manager Donna Metzler and City Recorder/Assistant City Manager Rachel Stenta. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM and led the pledge of allegiance. Twelve (12) members of the audience and media were present. Councilmember Peterson moved to approve the Regular Council Meeting Minutes of October 22, 2013. Councilmember McElhaney seconded the motion. The motion carried 5-0 aye. There were no Citizens to Be Heard. A Community Development Department Update was not given. An Engineering Department Update was not given Under Planning Department Update, Planning Director Reinhart reviewed the next Planning Commission agenda. A Police Department Update was not given. Councilmember Peterson moved to approve a request by Grand County for a Fee Refund/Waiver for the Lions Park Transit Hub Project in the amount of $473.26. Councilmember McElhaney seconded the motion. The motion carried 5-0 aye by a roll -call -vote. Approval of a Petition to Vacate, Alter or Amend a Subdivision Plat for Lot 1 and 2 of the Pear Tree Estates in the RA-1 Residential -Agricultural Zone was withdrawn by the applicant. Councilmember Stucki moved to Send Solicitation of Potential Projects for Community Development Block Grant (CDBG) Small Cities Program for Program Year 2014 to Public Hearing on December 10, 2013. Councilmember Bailey seconded the motion. The motion carried 5-0 aye. There was no Correspondence to be Read. Under Mayor and Council Reports, Councilmember Bailey stated that he had received complaints regarding the directional lighting on the new bathrooms at Rotary Park and that the Canyonlands Healthcare Special Service District was in the process of creating a Request for Proposals for management leasing services of the care center. Mayor Sakrison stated that he had attended a gateway community conference the previous week at Sundance Resort and that he had received some good information. November 12, 2013 PRESENTATION RESOLUTION #19-2013, APPROVED RESOLUTION #20-2013, APPROVED GRAND COUNTY FEE REFUND, APPROVED PETITION WITHDRAWN CDBG SOLICITATION OF POTENTIAL PROJECTS, SENT TO PUBLIC HEARING READING OF CORRESPONDENCE MAYOR AND COUNCIL REPORTS Page 2 of 3 Page 6 of 73 Agenda Under Administrative Report, City Manager Metzler stated that there would be a Joint City/County Council meeting on November 21, and that the City Christmas Party would be on December 14. City Manager Metzler then stated that staff was preparing for the mid -year budget opening process. A Report on City/County Cooperation was not given. In attendance were Councilmembers Kirstin Peterson, Doug McElhaney and Gregg Stucki; City Manager Donna Metzler, City Recorder/Assistant City Manager Rachel Stenta and Economic Development Coordinator Kenneth F. Options: Depends on CDBG funding requests. Grand County is also applying for CDBG funds to improve Courthouse or County ADA facilities. Staff Recommendation: Apply for CDBG funds for HASU to replace many Virginian Apartment HVAC units and to re -roof several apartments. Recommended Motion: Approve the HASU request as presented in their attached letter. Other: To be included with the minutes: Mayor Sakrison opened a public hearing on Solicitation of Potential Projects for Community Development Block Grant (CDBG) Small Cities Program for Program Year 2014 at 7:_ PM. David Olsen, the Moab Community Development Director explained that the grant money must be spent on projects benefiting primarily low and moderate income persons. He further explained, the South Eastern Association of Local Governments in which Moab City is a member is expected to receive approximately $250,000 in this new program year. Moab City would potentially be competing with four other counties for that funding. All eligible activities that can be accomplished under this program are indentified in the CDBG Application Policies and Procedures Manual and interested persons can review it at any time. High priority projects include low to moderate income housing, food banks, water projects and sewer projects. No activity will displace low to moderate income individuals. Community Development Director David Olsen listed several CDBG grant Page 9 of 73 Agenda projects that the City has administered: Cinema Court infrastructure, reroofing and replacing HVAC units at the Virginian Apartments, replacing the existing 10" diameter water transmission line, Center Street Ballpark bleachers, fencing and lighting , installing the East Center Street median and sidewalks, building the Moonstone Gallery mini park, improving the Virginian Apartments, tuck pointing mortar and landscaping Star Hall, building Sun Court, developing the Mill Creek Flood Control and Parkway Project, buying property for the Seekhaven Family Crisis Shelter, providing financial assistance for the Grand County Housing Authority Affordable Housing Project, installing Rotary Park playground equipment and paths, installing the 400 East tree medians and paying for surveying and City digital mapping. The City provided copies of its project priority list. Parts of the project list, housing plan and general plan are included in the regional "Consolidated Plan." The list and plans show which projects the City has identified as being needed in the community. He further explained, the South Eastern Association of Local Governments in which Moab City is a member is expected to receive approximately $250,000 in this new program year. Moab City would potentially be competing with four other counties for that funding. All eligible activities that can be accomplished under this program are indentified in the CDBG Application Policies and Procedures Manual and interested persons can review it at any time. High priority projects include low to moderate income housing, food banks, water projects and sewer projects. No activity will displace low to moderate income individuals.
