A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING
AN AMENDMENT TO THE CONTRACT WITH AVANT GARDE FOR LABOR
COMPLIANCE SERVICES IN AN AMOUNT NOT TO EXCEED $85,080 AND
AUTHORIZING THE CITY MANAGER TO APPROVE AN ADDITIONAL 25 PERCENT
OF THE CONTRACT PRICE FOR ADDITIONAL SERVICES
WHEREAS, on February 7, 2017, the City Council approved an Agreement with
Avant Garde to provide consulting services for implementation of Housing and Urban
Development (HUD) housing rehabilitation and first-time homebuyers programs,
miscellaneous housing programs and projects, grant administration, project and
construction management, and other related activities as requested such as training of
assigned City staff; and
WHEREAS, for Fiscal Year (FY) 19, the City Council approved a Capital
Improvement Program (CIP) Budget of $34.9 Million; and
WHEREAS, Public Works Department does not have the staffing resources to
adequately perform the functions labor compliance given its current CIP work load; and
WHEREAS, Avant Garde is able to perform labor compliance work on certain CIP
projects.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the Mayor is authorized to execute an Amendment to the 2017
Agreement between the City and Avant Garde, attached hereto as Exhibit A, in the
amount not to exceed $85,080 and in a form approved by the City Attorney.
Section 2. That the City Manager is authorized to amend the contract price for
additional services not to exceed 25 percent of the contract price.
Section 3. That the City Council authorizes Avant
Garde to start immediately as soon as this resolution is adopted to be followed by an
executed agreement and approved purchase order.
Section 4. This resolution shall take effect immediately upon its adoption.
Section 5. The City Clerk shall certify as to the adoption of this City Council
Resolution.
PASSED, APPROVED and ADOPTED this 6th day of November, 2018.
