A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A
CONTRACT TO SULLY MILLER CONTRACTING CO. AS THE LOWEST RESPONSIBLE
BIDDER, IN THE AMOUNT OF $1,553,000 FOR THE STREET IMPROVEMENT FOR THE
LOUISE AVE STREET IMPROVEMENT PROJECT (CIP #4011.67.912); AUTHORIZING THE
MAYOR TO EXECUTE THE AGREEMENT; AND APPROVING THE APPROPRIATION
WHEREAS, the Louise Avenue Street Improvement Project (CIP 4011.67.912)
("Project") is included in the City's Capital Improvement Program for FY19; and
WHEREAS, on September 18, 2018, the Notice Inviting Bids for the Project was
advertised in the Lynwood Daily Journal, Bid America, F.W. Dodge and on the City's web
site; and
WHEREAS, the bid opening took place in the Council Chambers on October 17,
2018 at 10:00 A.M; and
WHEREAS, staff received seven (7) bid proposals; and
WHEREAS, Sully Miller Contracting Co. is the lowest responsible bidder; and
WHEREAS, the use of Measure R BANS and future Measure M Bonds was
approved by the Los Angeles County Metropolitan Transportation Authority ("Metro") for
this Project;
WHEREAS, the revenues from the Measure M Bonds is not yet available; and
WHEREAS, the 2017 Lease Revenue Bonds can be used for this Project to be
later reimbursed from the Measure M Bonds once the Bonds are issued and revenues
received; and
WHEREAS, Lynwood Municipal Code (LMC) Section 6-3.15(d) allows the City
Council by resolution to authorize the City Manager to exceed the specific dollar amounts
or percentage limitation under LMC 6-3.15(a).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the City Council authorizes the Mayor to execute the agreement
between the City and Sully Miller Contracting Co. for the Louise Avenue Street
Improvement Project (CIP No. 4011.67.912).
Section 2. That the City Council approves the following additional appropriation:

Section 2. That the City Council authorizes the City Manager or his designee to
reimburse the 2017 Lease Revenue Bonds (Fund 9053) as soon as the revenues from
the Measure M Bonds are received.
Section 3. The City Council authorizes the City Manager under LMC 6-3.15(d) to
exceed the specific dollar amounts or percentage limitations under LMC 6-3.15(a) and
authorizes the City Manager to approve consultant, vendor agreements, modifications,
change orders or agreement amendments related to the Project up to the available
Project Budget.
Section 4. This resolution shall take effect immediately upon its adoption.

Section 5. The City Clerk shall certify as to the adoption of this City Council
Resolution.
PASSED, APPROVED and ADOPTED this 6th day of November, 2018.
