RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING
APPLICATION FOR PROPOSITION 1 GRANT PROGRAM FOR PHASE 2 OF
RICARDO LARA LINEAR PARK
WHEREAS, the San Gabriel and Lower Los Angeles Rivers Mountain
Conservancy has been delegated the responsibility by the State of California for the
administration of Proposition 1 grant program, setting up necessary procedures governing
the application; and
WHEREAS, said procedures established by the San Gabriel and Lower Los
Angeles Rivers Mountain Conservancy require the Applicant to certify by resolution the
approval of application to receive and manage the project before submission of said
application; and
WHEREAS, successful Applicants will enter into a Grant Agreement with the San
Gabriel and Lower Los Angeles Rivers Mountain Conservancy to complete the project.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. The City Council for the City of Lynwood finds and declares that the
foregoing recitals are true and correct, and incorporates said recitals fully into this
Resolution as substantive findings.
Section 2. The City Council authorizes and directs staff to apply for and submit to
the San Gabriel and Lower Los Angeles Rivers Mountain Conservancy an application for
Proposition 1 funding.
Section 3. The City Council certifies that if the project is awarded the Applicant
has, or will have sufficient funds to operate and maintain the project.
Section 4. The City Council certifies that Applicant has reviewed, understands
and agrees to the General Provisions contained in the Grant Program Guidelines.
Section 5. The City Council delegates authority to the Lynwood City Manager
or his/her designee to conduct all negotiations, sign and submit all documents, including,
but not limited to applications, agreements, and payment requests, which may be
necessary for the completion of the Grant Agreement.
Section 6. The City Council agrees to comply with all applicable federal, state
and local laws, ordinances, rules regulations and guidelines.
Section 7. This resolution shall take effect immediately upon its adoption.
PASSED, APPROVED, AND ADOPTED THIS 20th day of November 2018.
