A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVING THE STREET CLOSURES OF MARTIN LUTHER KING, JR.
BOULEVARD BETWEEN BENWELL DRIVE AND WRIGHT ROAD AND THE
CLOSURE OF BULLIS ROAD BETWEEN MARTIN LUTHER KING, JR.
BOULEVARD AND PLATT AVENUE FOR THE PURPOSE OF HOSTING THE 2018
CANDY CANE LANE CHRISTMAS PARADE AND CARNIVAL AND AN
APPROPRIATION OF $95,000 FOR PARADE AND ROUTE ENHANCEMENTS AND
AN APPROPRIATION OF $7,000 TO SUPPORT A COMMUNITY "SNOW DAY"
EVENT
WHEREAS, the City wishes to host and produce the 2018 City of Lynwood Candy
Cane Lane Christmas Parade and related holiday events; and
WHEREAS, the California Vehicle Code Section 21101(e) requires an
ordinance or resolution prior to the temporary closing of a portion of a street for
celebrations, parades, local special events and other purposes; and
WHEREAS, the costs associated with the street closures and parade
production are included in the 2018 Candy Cane Lane Parade event budget; and
WHEREAS, a request was made by LA Fusion Marketing, Inc. (LAFM) to host
a parade-supporting carnival on designated areas of Martin Luther King Jr., Blvd.
December 7 through 9, 2018; and
WHEREAS, the City of Lynwood has previously approved these types of
festivals in order to offer varied, cultural and family-oriented programming to the
community; and
WHEREAS, the City of Lynwood wishes to enhance the 2018 event by adding
various transportation and supporting elements, as well as, future parade events
through the purchasing of holiday street decorations and other enhancements to
support holiday activities; and
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL AS FOLLOWS:
Section 1. The City Council for the City of Lynwood finds and declares that
the foregoing recitals are true and correct, and incorporates said recitals fully
into this Resolution as substantive findings.
Section 2. That the City Council approves the street closure of Martin Luther
King, Jr., Blvd. (between Benwell Drive and Wright Road, inclusive), and Bullis
Road (between MLK and Platt Avenue) as described in the staff report, for the
purpose of the annual 2018 Candy Cane Lane Christmas Parade and its
supporting activities.
Section 3. The City Council approves a supporting carnival conditional to LA
Fusion Marketing, Inc. providing appropriate insurance documentation as
requested by the City's Risk Management Office; facility use agreements as
determined by the Office of the City Attorney and Department of Recreation &
Community Services, as well as the paying of all associated special permit fees.
Section 4. The City Council approves the appropriation of $95,000 from the
unappropriated Lease Revenue Bonds ($90,000 to Account
#9053.45.415.65020 and $5,000 to Account #1052.60.701.64020) for parade
route, decorations and parade enhancements.
Section 5. The City Council approves the appropriation of $7,000 from the
unappropriated General Fund to Account #1052.60.701.64020 to support a
community "Snow Day" event.
Section 6. The City Council further finds that the request serves the important
public purpose of providing a community activity to Lynwood residents.
Section 7. This resolution shall take effect immediately upon its adoption.
PASSED, APPROVED AND ADOPTED THIS 20th day of November 2018.
