HomeMy Public PortalAboutResolution 22-33 Youth Advisory CouncilCity of McCall RESOLUTION NO. 22-33 ADOPTING BYLAWS ESTABLISHING THE MCCALL AREA YOUTH ADVISORY COUNCIL, DESIGNATING THE MAYOR AS THE COUNCIL LIAISON AND PROVIDING AN EFFECTIVE DATE. WHEREAS, many issues arise in City government and the community as a whole that may be of interest to youth or may affect youth in the community; and WHEREAS, it is beneficial for the community and the youth to develop the citizenship skills of youth in the community by working with local government on such issues; and WHEREAS, the City government can directly benefit from the advice and efforts of youth in the community on the issues that confront the City; and WHEREAS, the McCall City Council desires to establish a McCall Area Youth Advisory Council. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF MCCALL THAT: Section 1. The City of McCall hereby adopts the attached Bylaws, Practices and Procedures Establishing the McCall Area Youth Advisory Council; and Section 2. The Mayor or his designated representative shall provide support for the McCall Area Youth Advisory Council. Section 6. This Resolution shall take effect and be in force immediately upon its passage and approval. Giles, Mayor Page 1 of 1 ATTACHMENT TO RESOLUTION 22-33 BYLAWS, PRACTICES AND PROCEDURES THE McCALL AREA YOUTH COUNCIL ARTICLE I. INTENT The intent in preparing and adopting these By -Laws is to provide a framework for organization of the McCall Area Youth Council (hereinafter called the MAYC), its actions and agenda. It is not the intent of the City, or the officers and members hereinafter described to create a legal entity of any sort including without limitation, a corporation, non-profit corporation, limited liability company, partnership nor any other business, public or quasi -public entity. ARTICLE I ESTABLISHMENT Section 1. Establishment: MAYC is established by authority of Idaho Code. The office shall be located in the McCall City Hall Building at 216 E. Park Street, McCall, ID 83638. Telephone (208) 634-7142 ARTICLE II MEMBERSHIP AND OFFICERS Section 1. Membership: The MAYC shall consist of no less than five (5) voting members and five (5) alternate members appointed by the City Council. The term of office for each appointive member shall be one (1) year. Committee members need not be a resident of the City of McCall, but shall be members of the greater McCall Area School District population, between the ages of 14 and 18 upon appointment and be enrolled in a McCall -Donnelly Joint School District School or other accredited School within the District, for the School Year term of the year of appointment. Representation from students and Youth able to commit a minimum of 4 hours per month to meetings, and 4 hours per month to independent research/meeting preparation, and those youth with a particular interest in government and public change -making shall be preferred. Termination of Membership. Any member of the MAYC may resign at any time, provided, however, that for courtesy and efficiency purposes, notice of resignation shall be in writing and copies given to the chairperson and the Mayor. Any member of the MAYC shall be deemed to have voluntarily resigned his/her membership automatically upon the occurrence of any of the following: 1) failing to be present at any four (4) or more regular meetings, unless a reasonable excuse acceptable to both a majority of the Executive Committee and the Mayor is provided; 2) failing to be enrolled at an accredited school with in the District or a home school program; and 3) failing to maintain good standing at the school in which such member is enrolled; provided, however, that a graduating senior may retain membership on the MAYC through August following such senior's graduation. Application/Letter of Interest Required (Attached as Exhibit A) - Application Form/Permission Slip McCall Area Youth Council Bylaws, Practices and Procedures 2022 Page 1 of 5 - Letter of Interest/Personal Statement Recommendations or Refences Preferred - While not required, A list of Personal/Professional Reference(s) and associated contact in formation and/or Letters of Recommendation are recommended and preferred in the application process to better understand the character of applicants as understood by prior mentors. Areas of Interest Identified: Each prospective MAYC member shall submit a selection of 5 Areas/Topics of Interest from the annual list of selected topics provided by the McCall City Council, to act as the options for their personal projects and duties as MAYC Members. MAYC Advisors and Mentors will strive to match each MAYC Member with a minimum of one (1) project, task, committee assignment, or other initiative per school semester with the identified interest areas of the appointed member. Section 2. Officers, Number, Qualifications and Duties: The officers of the MAYC shall be a Chair and a Vice -Chair. The Chair and Vice -Chair shall be elected by and from among the members of the MAYC The duties of such officers shall be such as are usually performed by such officers in similar organizations and as defined by the parliamentary authority adopted by the Committee in Article IV, Section 1, of these Bylaws, as well as the following: A. Chair: 1. Preside at all meetings of the Committee. 2. Sign documents of the Committee. 3. Assure that all actions of the Committee are properly taken. B. Vice -Chair: During the absence, disability or disqualification of the Chair, the Vice -Chair shall exercise or perform all duties and be subject to all the responsibilities of the Chair. Co -Chair positions are permissible with reason given during the election process or by a subsequent election among MAYC members - reasons include but are not limited to: sharing of responsibilities based on area of expertise, time flexibility between members, ability to work as a team to accomplish Chair tasks outside of meeting time, etc. Section 3. Election and term of Office, Vacancies: Officers shall be elected by majority vote of the members of the MAYC annually at the first MAYC meeting of each Calendar Year and shall serve a term of one year or until their successors are elected. Vacancies in officer's positions shall be filled by election whenever they occur, at the meeting next following the occurrence of the vacancy in the manner provided for election of officers in this section. Section 4. Resignation of Office, Resignation of Membership: McCall Area Youth Council Bylaws, Practices and Procedures 2022 Page 2 of 5 Any officer may resign at any time by giving written notice of such resignation to the Committee. Unless otherwise specified in such written notice, such resignation shall take effect upon receipt by the MAYC, and the acceptance of such resignation shall not be necessary to make it effective. Section 5. Removal: Any officer may be removed, with or without cause, upon a vote of a majority, but no fewer than three, of the voting members of the MAYC; a successor may be elected as in these Bylaws provided for the filling of vacancies at any time. Officers and MAYC membership are encouraged to seek assistance in conflict resolution from Administrative Staff when necessary to maintain healthy meeting conduct and relationships. Section 6. Secretary: "Liaison'' Roles that should be mentioned/identified here: "City Staff Liaison" "Council Liaison" "Educator Advisor" (Or however MDSD refers to Club Advisor?) "Volunteer Mentor" The MAYC will be staffed by the Mayor, or his/her/their designee and the Education Advisor, or his/her/their designee. In addition to providing customary technical support, staff will perform the following duties of Secretary: 1. Keep the minutes of all meetings of the MAYC in an appropriate minutes' book. 2. Advertise all legal notices required by the Idaho State Code or these bylaws. 3. Prepare the agenda for all meetings of the MAYC. 4. Be custodian of MAYC records. ARTICLE III MEETINGS Section 1. Regular Meetings: The MAYC shall meet for a regular meeting, bi-weekly on days set by the membership each school year. After adoption of a 12 -month meeting calendar, the regular meeting may be scheduled for another date in order to not conflict with holidays or significant local or civic events. Meetings shall be held at the hour and place fixed from time to time by motion of the MAYC or at the Hour of 3:OOpm in Legion Hall or McCall Library if no other time or place is so fixed. The Secretary will publish and distribute to the members an agenda on or before the Friday before the meeting. In the event there is no business to transact, the meeting will be cancelled. The absence of an agenda serves in lieu of a notification of cancellation. Section 2. Quorum: At all meetings of the MAYC the presence at the commencement of any meeting in person or via virtual format of a majority of the members thereof who are qualified to vote shall be sufficient to constitute a quorum for the transaction of any business of the MAYC. Rules of Order: The order of business for the MAYC shall be the following, facilitated by the Secretary or his/her/their designee: A. Open -call meeting to order B. Attendance roll call C. Review and approval of minutes of preceding meetings D. Business E. Adjourn ARTICLE V VOTING Section 1. Voting: Each regularly appointed member shall be entitled to one vote on any matter which may come before the MAYC. The vote of a majority of the members present at any meeting attended by a quorum of its members shall be necessary to decide any item. The Chair may bring forward the discussion of and vote on any item before the MAYC. Section 2. Tie Votes Concerning Recommendation to City Council: Upon a vote to recommend approval or disapproval of a proposed action to the governing board, a vote which results in a tie shall automatically require that a recommendation of disapproval to the proposed action be forwarded to the City Council. ARTICLE VI AGENDA Section 1. Agenda In order to facilitate and conduct orderly business, the members of the MAYC resolve: For those persons desirous of coming before this body, a list of particulars shall be submitted to the Administrator/Secretary or his/her/their designee, stating the reason or reasons why they wish to be heard, in order to facilitate this process and give proper notice to all persons who may be affected and therefore giving them an opportunity to be heard. Said list of particulars must be submitted no later than 12:00 noon on the Thursday preceding the next scheduled meeting. Any request presented in this manner will be drawn up and published and/or aired through various media to inform the public of business presented. All requests received will be heard in the same order in which received, i.e., first request received will be heard first, etc. ARTICLE VII COMMMITTEES Section 1. Committees: McCall Area Youth Council Bylaws, Practices and Procedures 2022 Page 4 of 5 Sub -Committees may be established and appointed and given charge and timelines by the Chair to assist the MAYC in performance of its function. Citizens and public officials may also be appointed to serve as non -voting members on the sub -committees. ARTICLE VIII AMENDMENT OF BYLAWS Section 1. Amendments: These Bylaws may be amended at any regular meeting of the MAYC by a two-thirds vote of the members thereof, provided, however, that the amendment must have been submitted in writing at the previous regular meeting of MAYC.
