HomeMy Public PortalAbout01-26-2015 COW MinutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on January 26, 2015 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee Bonuchi, Trustee Fay, Trustee Lamb, Trustee Peck. Board absent: Trustee Racich. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Michael Garrigan, Planning Supervisor; Dean Marquez, Building Supervisor; Traci Pleckham, Management Services Director; and John Konopek, Police Chief. There were 2 persons in the audience. Trustee Fay moved to approve the Minutes of the Special Meeting and Committee of the Whole Workshop held on January 12, 2015. Seconded by Trustee Peck. Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS Mayor Collins expressed condolences to the family and friends of Ernie Banks. TRUSTEES COMMENTS Trustee Fay stated that Naperville shows available parking spaces on their website and asked the staff to look into that. PUBLIC COMMENTS No Comments WORKSHOP MEETING #1 ADMINISTRATION, PLANNING, BUILDING, AND MISCELLANEOUS FUNDS FISCAL YEAR 2015-2016 BUDGET PRESENTATION Mrs. Traci Pleckham, Management Services Director, reviewed the 2015-2016 proposed budget for the Administration/Finance Departments, including legislative, Administration/Management services, Community Relations, Facility Management, Human Resources, Information Technology, and Refuse Service. Mrs. Pleckham pointed out that the proposed budget includes incorporating a current part-time GIS position to a full-time position. Mr. Michael Garrigan, Planning Supervisor, reviewed the 2015-2016 proposed budget for the Planning Department. Mr. Garrigan pointed out that while it is not in the proposed budget, Staff identifies a need for a full-time Economic Development Coordinator or as an alternative to hire a planner with part-time duties assigned to economic development. Trustee Fay stated that he would support hiring a full-time Economic Development Coordinator. Trustee Lamb stated that he did not support a full-time Economic Development Coordinator, but would support the alternative. Mr. Dean Marquez, Building Supervisor, reviewed the 2015-2016 proposed budget for the Building Department. Mr. Marquez pointed out that the budget includes incorporating two existing seasonal part-time employees to permanent part-time employees. Mr. Marquez also identified the need for a full-time cross-qualified inspector in lieu of the permanent part-time inspector. Trustee Lamb and Trustee Peck indicated support for a full-time, cross-trained inspector. Administrator Murphy pointed out that the full-time inspector is not included in the proposed budget. Village of Plainfield Meeting Minutes – January 26, 2015 Page 2 Mrs. Traci Pleckham then reviewed the 2015-2016 proposed Miscellaneous Funds including the Motor Fuel Tax Fund, Bond & Interest Fund, Tort Immunity Fund, Audit Fund, Police Pension Fund, DARE Fund, Tax Increment Financing Fund, and Alcohol Enforcement Fund. #2 FINANCIAL POLICIES Administrator Murphy stated that as part of the annual budget process, the financial policies and goals are reviewed and discussed for possible additions or updates. At this time, staff has no recommended changes to this document. Mayor Collins thanked the staff for the presentation and read the reminders. Trustee Fay moved to adjourn.
