M. and was attended by Mayor Strong, who presided, Councilmen Lovell, Meddin, Peters, Hosti, Brown, Powers, Town Attorney Solms, Supt. Reed, Chief McCutchen, Mgr. Lang, Judge B. B. Heery, Mr. J. C. DeYoung, Mr. T. B. McCarroll, and Mr. Ben Forgasch. Judge Heery administered the following oath of office to Mayor Strong: GEORGIA CHATHAM COUNTY I, JOHN L. STRONG, do solemnly swear that I will faithfully and honestly perform the duties of Mayor of the Town of Savannah Beach, Tybee Island, to the best of my skill and ability, without favor or affection, so help me God. Judge Heery then administered the following oath to the Six Councilmen: GEORGIA CHATHAM COUNTY WE, JAMES A. BROWN, B. P. HOSTI, WILLIAM S. LOVELL, ALEX MEDDIN, JOHN A. PETERS and ROBERT F. POWERS, do solemn- ly swear that we will faithfully and honestly perform the duties of Councilmen of the Town of Savannah Beach, Tybee Island, to the best of our skill and ability, without favor or affection, so help us God. Heery Judge, City Court of Savannah, Ga. 32 Mayor Strong thanked Judge Heery for administering the oaths after which Judge Heery excused himself. Mr. DeYoung protested against having to pay a license fee of $35.00 to operate an apartment building of three apart- ments, contending that the fee was too high and that it should be reduced, he also requested that a street light be placed on 17th Terrace (Smith Road), also that several vacant lots that are full of weeds be cut. Mr. DeYoung was excused. After some discussion it was decided that consideration be given to reduc- ing apartment house license for 1955, but as the Ordinance has been adopted for the current year, the fee remain as is, it was decided that Mr. DeYoting must pay the 1954 license. Mr. T. B. McCarroll and Mr. Ben Forgasch requested per- mission to open a new game called "Bingo "at 16th St. and asked that they be granted a license, the players would be paid off in merchandise, a wheel would be used for the numbers instead of cards. They were excused. Permission was granted with the proviso that if any criticism from the operation of the game en- sues that it will be stopped. Councilman Peters was asked to no- tify them. Town Attorney Solms presented a map of the "Palm Terrace Subdivision" for approval, Councilman Meddin raised the question of the Town paving the street and asked who is responsibler,for this. Councilman Hosti stated it was shown on the Town maps as a public street before it was sold, Mayor Strong stated that the Town should grade and crown the street and do no more, Councilman Hosti stated that the cost would be about $875.00 that the Town was obligated for this, Mr. McCarroll wants a let- ter from the Town that the Town will maintain it, the Mayor stat- ed that the Town will maintain it. It was moved, seconded and passed that bills for the month of June for General Government amounting to $8,648.04 and bills for the Water Department amounting to $2,057.29 be paid. Supt. Reed called attention to the lack of garbage cans at a number of places, it was decided that the Police Dept. be instructed to make docket cases where necessary. Mr. Lang informed Council that Walter Brown requested a building permit to build a home on Lot A of the southern part of 15, Fort Ward facing on the Automobile Road. Permission was granted. Mr. Lang informed Council that A. P. Solomon, Jr. ques- tioned the charge of $5.00 to make repairs or alterations on a building, Mr. Lang stated that where the cost of the work is over $50.00 then a minimum of 05.00 is made, Councilman Brown suggested that the matter be left to Mr. Lang's discretion. 33 Chief McCutchen thanked Council for sending him to_F B I School, he also stated that the Dual Parking Meters are working alright at present, and also that he will get new prices from the several restaurants for furnishing meals to the prisoners at the Jail. A petition was presented by a number of persons calling attention to the unnecessary speeding on Jones Avenue, especial- ly during the daylight hours, it is hazardous and dangerous, particularly for children, they requested that some} ne be done to stop it. Referred to Police Committee._ A request from Mrs. Lucille Summerlin of��911;.First Ave., was read, that the nuisance caused by dogs roaming the streets day and night andsbarki.g all night, be stopped, Councilman Hosti suggested that a dog catcher be borrowed from Savannah and used for several days to pick up dogs loose on the streets and also dog tags be purchased in the Clerk's office. Councilman Powers called attention to the need of an adequate ambulance, stating that the present one does not serve the purpose, he suggested that the old one could be repaired. Councilman Brown stated that the Fishing Pier on the Beach is in a bad state of repair, he had gotten an estimate to do a complete jo'b of repairing it which amounts to $5,180.00, as it is now the pier is closed to the public due to its un- safe condition, he offered to raise $2,500.00 if the Town would put up the rest. No action was taken. Councilman Brown stated that he would get an estimate on the building of a new pier and groin. Permission was requested to operate a game known as "Chinese Ball Game". Permission denied. Council discussed the closing hour for Cocktail Lounges and it was decided that they would close not later than 3 A. M. and would not open on Sunday until 12:30 P. M. A petition was presented by Mr. A. L. Bradley to erect a sign on Lots 34 & 35, Fort Ward on property owned by him. Petition granted. B. A. Mock & Son petitioned for refund of $75.00 paid by them to the Town for a 1954 Plumbing Contractors license, they having presented a Veterans Certificate which was turned down by the Town. Referred to the Town Attorney. The minutes of the meeting of June 9th were read and adopted. The matter of the building owned by Mike Goldberg on Butler Avenue which is subject to condemnation proceedings was discussed, Councilman Meddin suggested that Mr. Lang and. 34 several Contractors submit estimates of the cost to tear it down and present the figures to Mr. Goldberg. It was moved, seconded and passed that Henry M. Buckley be elected Clerk of Council and Ex- Officio Treasurer at an an- nual salary of $4,410.00, payable monthly; David A. MoCutchen be elected Chief of Police and Ex- Officio Tax Collector at an annual salary of 43,528.00, payable monthly; Thomas M. Reed be elected Supt. of Public Works and the Water Dept. at an annual salary of $4,268.850 payable monthly; J. W. Lang be elected Mgr. of the Water Dept. and Building & Plumbing Inspector at an annual. salary of $3,354.12, payable monthly; that Dr. C. A. Henderson be elected Health Officer, no salary or fees; J. Guy Burke be elected Chief of Fire Dept. at an annual salary of $360.00, payable monthly.
