OVERTON Chief of Police AvIy Noteworthy Incidents The incidents listed below are included in the listed totals. However, they are of sufficient interest to be noted. Date incident/Arrest Location 10/30/15 Narcotics Misdemeanor Arrest 9800Block of Collins Avenue Narrative / Comments While conducting radar speed enforcement along Collins Avenue, a Bal Harbour police officer initiated a traffic stop. The subsequent investigation revealed the driver was in possession of marijuana and drug paraphernalia. The driver was arrested on the scene but was released after signing a promise to appear for the misdemeanor charges. The evidence was impounded and placed in the Bal Harbour Police evidence locker. Date incident/Arrest Location 10/30/15 Radar Speed Enforcement Collins Avenue Narrative / Comments Bal Harbour officers conducted radar enforcement along Collins Avenue which netted 6 citations and 6 warnings for traffic violations. Date incident/Arrest Location 10/30/15 Visibility Patrol City Wide Narrative / Comments Bal Harbour police units conducted Bicycle and Golf Cart patrols along the Beach path, Collins Avenue and 96 Street from 4 PM to 10 PM. Date incident/Arrest Location 10/30/15 Damaged City Property 10200 Collins Avenue North Municipal Lot) Narrative / Comments A truck driver attempting to maneuver his truck through the North Municipal Lot, inadvertently, drove across the parking curve, causing minor tire scuff marks. A Public Works employee working in the area notified Bal Harbour Police of the incident. OVERTO Chief of Police A° All Date Incident/Arrest Location 10/31/15 1 Unsafe Skateboarders Collins Avenue Narrative / Comments A concerned citizen flagged down a Bal Harbour police officer and advised of a juvenile on a skateboard holding on to vehicles; hitching a ride south on Collins Avenue. This act is also known as "Skitching". Several officers canvassed the area however; the juvenile was not located and no other calls were received. Date incident/Arrest Location 10/31/15 Halloween Detail City Wide Narrative / Comments The Bal Harbour Police Department instituted a strategic plan for Halloween which, directed our resources and maximized overall safety to our community. The department deployed one bicycle patrol officer and two on golf carts. In addition, we assigned officers to the Collins Avenue and the 96 Street corridor. Officers distributed candy and key chain flashlights to children and residents. The plan was an overwhelming success with over 50 citizen contacts and no adverse incidents to report. Date incident/Arrest Location 10/31/15 Credit Card Fraud Arrest / Felony 9700 Collins Avenue Tourneau Narrative / Comments Tourneau employees called the Bal Harbour police department and reported a fraud in progress. The employees provided the subject's description and direction of travel. Several Bal Harbour officers converged on the shops and within minutes they detained the subject who was walking towards the exit. The investigation revealed the subject used a fraudulent credit card to make a purchase in excess of $12,000.00. The property was recovered along with several other stolen credit cards. All property was impounded and placed in the Bal Harbour Police Department evidence locker. OVE ON Chief of Polic ti \f" Date Incident/Arrest Location 11/03/15 Suspicious Person 10200 Collins Avenue (North Lot) Narrative / Comments While conducting a mandatory check of the North Lot, a Bal Harbour officer discovered a male laying underneath the Haulover Bridge. The officer approached the male to inquire if he needed medical attention. He explained to the officer he was homeless and decided to stop and rest under the bridge. The individual was offered a ride to the nearest homeless shelter; however, he declined the assistance from the officer. The male was issued homeless shelter information and immediately left the area. Date incident/Arrest Location 11/02/15 Assist Coast Guard Atlantic Ocean Narrative / Comments The Bal Harbour Marine Patrol responded to a request from the Coast Guard regarding a possible vessel on fire. Upon locating the vessel it was determined that no fire existed and all on board were safe. The concerned caller believed they observed smoke emitting from the vessel when in fact the captain was pressure cleaning and the mist appeared to be smoke. Date incident/Arrest Location 11/04/15 1 Assist Florida Highway Patrol Dolphin Expressway SR 836 Narrative / Comments A Bal Harbour officer on his way in to work witnessed a single vehicle accident on the expressway. The officer remained on the scene in order to provide aid to the driver and traffic control until the arrival of the Florida Highway Patrol. Date Incident/Arrest Location 11/14/15 Suspicious Person 9909 Collins Avenue Beach Access Narrative / Comments The Bal Harbour police department communications center received an anonymous call regarding a person utilizing the outdoor beach shower of the Sea View Hotel. Units located a female who had just left the beach but was not staying at the Sea View. OVERTON Chief of Police �� 5 Date incident/Arrest Location 11/04/15 Theft 9700 Collins Avenue Bal Harbour Shops Narrative / Comments A maintenance worker reported that he left a power drill on the bumper of his vehicle for several minutes. Upon returning to retrieve the item, he discovered that it had been taken by unknown subject(s). An area canvass revealed no cameras in the area and no witnesses to the theft. Date Incident/Arrest Location 10200 Block of Collins Avenue 11/04/15 Hazardous Condition Beach Jett Narrative / Comments While conducting a North Lot and Jetty check, a Bal Harbour officer discovered the light on the navigational beacon was out. Bal Harbour Public Works were notified and the light was repaired in the morning. Date incident/Arrest Location 11/04/15 Found Property 501 96 Street Church by the Sea Narrative / Comments While conducting a security check, a Bal Harbour officer discovered the door to the lawn equipment storage room was left open and with the key in the lock. The room was secured and the key impounded in the Bal Harbour police evidence locker. The officer left a case card and a note for the caretakers. An employee responded in the morning and the key was returned. Date incident/Arrest Location 11/05/15 Suspicious Person 300 Block of 96 Street Narrative / Comments While on routine patrol, a Bal Harbour police officer observed a person sleeping underneath the bus bench adjacent to Saks Fifth Avenue. The individual stated he was homeless and was offered shelter, which he refused. He was provided with the Homeless Assistance Card and he voluntarily left the area. OVERTON Chief of Police 0 Date incident/Arrest Location 11/05/15 Assist Other Agency 10200 Block of Collins Avenue Narrative / Comments A Bal Harbour officer observed a red Dodge Charger speeding northbound on Collins Avenue from 96 Street. As the officer was conducting a traffic stop on the vehicle a call was received in reference to a Hit-N-Run that had just occurred in the Town of Surfside. The description of the subject vehicle matched that of the hit and run vehicle. While at the scene the victim of the accident rode up on his scooter and identified the Charger and the driver of the hit and run. The Surfside Police Department responded and took over the investigation. Completed by: Captain M.
