HomeMy Public PortalAbout02/12/05 Special CCM39 MEDINA CITY COUNCIL SPECIAL MEETING MINUTES OF FEBRUARY 12, 2005 The City Council of Medina, Minnesota met in special session on February 12, 2005 at 11:08 a.m. at the Hamel Community Building. Mayor Bruce Workman presided. Members present: Brinkman, Weir, Workman, Cavanaugh, Smith Members absent: Also present: City Administrator Chad Adams, Public Works Director Jim Dillman, City Planner Rose Lorsung, Police Chief Ed Belland, and City Attorney Ron Batty (12:30 to 1:45). 2005 Goal Setting Work Session Adams provided an overview of the work session and discussion points outline. One theme for discussion for the work session event is to consider level of services versus level of resources when addressing goals/objectives. Adams provided a presentation on Intergovernmental Services that included discussion points on council meeting preparation, meeting procedures, Council roles as liaisons, communication with staff and when appropriate, communication with developers, communication with press/citizens, utilization of task forces and committees, cooperation with commissions, and future Council compensation. Discussion was held. Adams provided a presentation on public relations that included discussion points on the City newsletter, newspapers, website, conducting more Open Houses, community events, and cooperation with area cities. Discussion was held. Batty provided handouts and an overview on conflicts of interests, the Gift Law and the open meetings laws. Discussion was held. Belland provided a presentation on the Police Department and Public Safety with discussion points on the Department's short and long-term goals. Discussion was held on the goals, as well as Fire Services. Dillman provided an overview of Public Works (Roads, Water, Sewer, Parks) goals. Discussion was held. Lorsung provided a presentation on Planning and Zoning related goals. Discussion of the goals, staff resources, code enforcement strategy and other items was held. Adams provided a presentation on administration/finance goals. Discussion was held on staff resources, staff retention, long-term financial planning and other items. General discussion was held on setting another annual work session next year, a community survey, internet service in Medina, and other items. Evaluation forms on the work session were distributed.
