The regular meeting of Town Council was held today at 4 PM
in the Council Room and was attended by Mayor Strong, who presided,
Councilmen Meddin, Lovell, Peters, Hosti, Brown, Powers, Town
Attorney Solms, Supt. Reed, Acting Chief Cary, Mgr. Lang and Mrs.
K. A. Huggins, J. A. O'Leary, J. G. Burke, E. J. Solomon and
Stanley Stark.
Mr. O'Leary appeared in connection with a petition present-
ed by a number of property owners and residents protesting against
the sale of a parcel of land 6o' wide and extending westerly from
10th Street from the western side of 5th Avenue to the center line
of Horsepen Creek, by the Tybee Beach Company to John E. Register,
they contend that this parcel of land had been used by the public
for more than twenty -five (25) years and they are protesting against
the sale for private use, Mr. O'Leary stated that the Registers
were now blocking off the area purchased by them. The Committee
was excused. Mr. Solms stated that since Register had purchased
the property the Town has had a d'4 nage problem, but he was of
the opinion that the Town should /get involved in this.
Mr. E. J. Solomon speaking for the Fire Department request-
ed the town to participate in the cost of repairing the old Buick
ambulance, he also stated that to purchase a new ambulance would
cost about $2,800.00 and that if they sold the Buick and the new
machine that they were now using they could rkalize about $800.00
for both, Councilman Hosti suggested that the Town purchase a
new machine,maintain it, and the Fire Department operate it. .No
action was taken.
Supt. Reed reported that shrubbery. growing on private
property at the intersection of some streets constitute traffic
hazards and should be removed. He presented:a list of some of
them. The Clerk was instructed to notify them that these obstruc-
tions be removed by October 20th. He also suggested that stop
signs be placed at 14th Street and Chatham Avenue and 13th Street
and Venetian Drive, he and Chief McCutchen were instructed to
check on all intersections to see where stop signs were necessary,
it was moved, seconded and passed that the Ordinance regulating
stop streets be amended.
Supt. Reed reported that since the recent northeasters the
beach had lowered down to where blue mud was showing in some places,
Councilman Meddin asked what was being done toward repairing the •
jetties, Mr. Reed stated nothing as yet, Councilman Powers sug-
gested that Mr. Larry McDonough of Union Bag, be contacted with
a view of requiring some piling, Councilman Hosti stated that a
jetty should be put in front of the Solms Hotel now.
Councilman Brown stated that a price should be gottOn for a
500' pier - combined with a jetty, the Savannah Beach Chamber of

Commerce was sending out a number of letters to get the property
owners reaction, he also wants Council to consider the project.
Councilman Hosti stated that a new jetty is needed now,
whereupon it was moved, seconded and passed that the necessary
piling and materials be purchased to start construction at once,
as there were several places that a jetty could be placed, it
was decided to order the material now and by the time that it
arrived it will have been decided where to construct it.
Mgr. Lang reported that he had six (6) delinquent flat
rate water takers.
Councilman Lovell asked what had been done regarding the
case against the Wheeler Apartments for umping the water meter,
it was agreed that they will be charged $75.00 which will cover
the water service and whatever expenses were involved. Council-
man Peters agreed to collect the money.
Mayor Strong informed Council that the cost of making
the installation for the use of water in Holiday Park was
$1,217.13, that the Town would do the work and that the Town
was to reimburse the Tybee Beach Company on a basis of $25.00
per unit, installed, until this amount was repaid, but that the
Town would not make any payments after five (5) years from date
of completion of installing water mains. It was moved, seconded
and passed that this be adopted.
The Mayor informed Council that a number of residents
have requested that the 1 :30 P. M. Bus leaving Savannah be chang-
ed to leave at 2 :35 P. M., it was moved, seconded and passed that
J. A. Booker, operator of the Bus line be requested to do this,
Councilman Brown will handle the matter.
It was moved, seconded and passed that an ad ,be placed
in the Georgia Municipal Journal, the cost not to exceed $25.00.
Councilman Powers stated that he had talked with Mr. C. J.
Musante, of the Civil Defense Commission and its possible that
the Town dill be able to get a siren from him.
It was moved, seconded and passed that the discount be
allowed on the 1953 taxes of J. A. Brown.
It was moved, seconded and passed that $50.00 be approY
plated to help defray the cost of entertaining representatives
of the Georgia Chamber of Commerce, who are on a tour thru Ga.
Councilman Brown called attention to the overcrowded
condition of the school bus that takes the children to Savannah,
it was suggested that the 7th & 8th grade classes could use,the
auditorium for school sessions, it was moved, seconded and
passed that the Mayor appoint a committee to call on the Board

of Education relative to this. The Mayor appointed Councilman
Brown, Town Attorney Solms and himself.
Councilman
Brown requested that lights be placed at 7th
Street & Jones Avenue, 13th Street & Venetian Drive, and on Camp-
bell Avenue on Horsepen Hammock.
It was moved, seconded and passed that bills for General
Government for the month of August amounting to 2,080.38
and bills for the Water Department amounting to 963.95 be paid.
Councilman Hosti suggested that a brush groin be built
along the beach front extending from 18th Street out to Pelican
Island to run a distance of approximately 2000' south of 18th
Street. No action was taken.
It was moved, seconded and passed that a refund of $50.00
be made to F. J. McCarthy as this was paid for a stubbing fee and
the area where this property, Lot 1, Block 39, Ft. Screven Ward,
is located a sewerage line cannot be installed.
A letter was read from Mr. C. L. Stewart requesting that
some obstructions on the beach in the area from Tilton Avenue to
1st Street be removed as they are dangerous, he also requested
that public showers be placed at the north and south ends of the
Island. Received as information.
Attention was called to the condition of the large storm
sewer on Inlet Avenue emptying into Tybee Inlet which is in a
bad state of repair.
The minutes of the meeting held on August llth were
read and adopted.

It was moved, seconded and passed that the follow-
ing Resolution be adopted.
A RESOLUTION
WHEREAS, there exists no State Park in the vicinity of
Chatham County, Georgia and more particularly in the vicinity
of Savannah Beach, Tybee Island, Georgia; and,
AREAS, there is a large tract of land consisting of
approximately 3000 feet of frontage on the Atlantic Ocean with
an average depth of approximately 500 feet together with approx-
imately six acres of land nearby, all of which is in the immed-
iate vicinity of Tybee light and which is extremely desirable
and convenient to the public for use as a State Park; and,
WHEREAS, the large number of citizens of Chatham County,
Georgia, as well as a large number of the citizens of the State
of Georgia, who live in this section of the State and also those
who visit from other parts of the State as far away as Rabun
Gap, would be materially benefited by the location and improve-
ment of the foregoing land into a State Park; and,
WHEREAS, these lands could be made very easily into an
extremely attractive and extremely useful park with a minimum of
effort and expenditure of funds for the purpose of recreation,
bathing, fishing, crabbing, boating and everything which is in
harmony with the sea -side.
NOW THEREFORE, BE IT RESOLVED by the Mayor and Councilmen
of Savannah Beach, Tybee Island, Georgia, that the Governor of
the State of Georgia be requested to establish a State Park at
Savannah Beach, Tybee Island, Georgia.
BE IT FURTHER RESOLVED that a copy of this Resolution be
spread upon the minutes of the Council and a copy thereof be sent
to the Honorable Herman E. Talmadge, Governor of the State of
Georgia; and to Honorable A. N. Moye, Director of the Department
of State Parks, with the request that action be taken thereon.
There being no further business, Council adjourned,
subject to the call of the Mayor.
