HomeMy Public PortalAbout02-09-2015 COW MinutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on February 9, 2015 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee Fay, Trustee Lamb, Trustee Peck, and Trustee Bonuchi. Board absent: Trustee Racich. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Randy Jessen, Public Improvements Superintendent; Michael Garrigan, Planning Supervisor; Dean Marquez, Building Supervisor; Traci Pleckham, Management Services Director; and John Konopek, Police Chief. There were 2 persons in the audience. Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop held on January 26, 2015. Seconded by Trustee Peck. Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS Mr. Allen Persons gave an update regarding the efforts of Public Works during the blizzard. TRUSTEES COMMENTS Trustee Peck asked the staff to keep the underperforming subcontractors in mind when the time comes to award future contracts. Trustee Lamb also asked the staff to keep the underperforming subcontractors in mind and stated that the staff needs to have better control. Trustee Fay stated that he received a noise complaint regarding the School of Rock. Chief Konopek stated that the Police Department is currently working with the owner to resolve the issue. PUBLIC COMMENTS Mr. Mark Chmura thanked the Board for the after action report regarding the blizzard and expressed concern regarding snow plowing. WORKSHOP MEETING #1 WAREHOUSE 109 (14903 S. CENTER STREET) Mr. Garrigan stated that the applicant is proposing a Special Use for a recreational/private club at 14903 S. Center Street, Suite 109. The subject site currently contains a health club, several offices, a micro -brewery, and a dog training facility. The proposed club would host a maximum of 20 events per year and hold a maximum of 150 people. The space currently contains a private antique motorcycle collection and antique bar. Trustee Lamb inquired about live music. Mr. Clayton Olsen, applicant, stated that all music will be inside, no music will be outside. Trustee Lamb stated that as long as the events do not impact the neighbors, and the stipulations should address that, there is no need to limit the number of events. Trustee Bonuchi stated that perhaps just the night time events should be limited. Trustee Peck stated that if there is a limit on night time events, there needs to be clear language on the definition of a night time event. Trustee Fay stated that he supports the proposal. Village of Plainfield Meeting Minutes — February 9, 2015 Page 2 #2 POLICE DEPARTMENT FISCAL YEAR 2015-2016 BUDGET PRESENTATION Chief Konopek reviewed the proposed 2015-2016 Police Department Budget which also includes PEMA and the Police Commission. Chief Konopek pointed out that the proposed budget includes a new weather radio program, additional siren maintenance, updates and/or relocation of sirens, and police officer testing. Chief Konopek identified and reviewed additional staffing needs beyond what is included in the draft budget. Trustee Fay encouraged the civilianization of the records department. Traci Pleckham reviewed the General Fund detail for the 2015-2016 proposed Police Department Budget. #3 CAPITAL FUND FISCAL YEAR 2015-2016 BUDGET PRESENTATION Mr. Allen Persons reviewed the proposed Capital Improvements including 127' Street Reconstruction from Heggs Road to Tuttle Estates; Renwick Road Reconstruction; Bicycle and Pedestrian Improvements; Route 30/143rd Street and Wallin Drive Intersection Reconstruction, and 127'h Street and Plainfield -Naperville Road Intersection Reconstruction. Mr. Persons pointed out that he did not review every project and projects such as the 143 d Street extension, roadway resurfacing, and emerald ash borer tree removal and replacement are still incorporated into the proposed budget. Traci Pleckham reviewed the revenues and expenses for the proposed 2015-2016 Capital Improvement budget. Mayor Collins thanked the staff for the presentation and read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 Opposed. The meeting adjourned at 8:11 p.m. Michelle Gibas, Village Clerk
