A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
COUNTY OF LOS ANGELES, STATE OF CALIFORNIA ADOPTING
THE AMENDED FEES AS SET FORTH IN THE FISCAL YEAR 2018-19
MASTER FEE SCHEDULE FOR SERVICES PROVIDED BY THE CITY
OF LYNWOOD
WHEREAS, the City of Lynwood is a general law city under California law with a
recognized mandate to preserve, protect and enhance the general health and welfare of
its residents; and
WHEREAS, the Government Finance Officers Association (GFOA) states: "A
government should adopt policies that identify the manner in which fees and charges are
set and the extent to which they cover the cost of the service provided"; and
WHEREAS, the Master Fee Schedule allows the public and the City staff to
obtain a better understanding of all fees, rates, and permits charged by the City of
Lynwood; and
WHEREAS, current charges are insufficient to cover all business costs
associated with providing certain services; and
WHEREAS, pursuant to Government Code §66016, the specific fees to be
charged for services must be adopted by the City Council by resolution or ordinance,
after providing notice and holding a public hearing; and
WHEREAS, amendments for the Fiscal Year (FY) 2018-19 Master Fee Schedule
were presented to City Council on February 5, 2019.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY RESOLVE AND DETERMINE AS FOLLOWS:
Section 1. The Lynwood City Council hereby amends the City of Lynwood's FY
2018-19 Master Fee Schedule to remove the following fees:
"Miscellaneous Fees"
Background Check Fee:
Statcwidc Criminal Search Fee $16.80 Each
County Criminal Search Fee $16.80 Each
Social Security Numbcr Validation $12.00 Each
Employment Verification $ 6.00 Each
Education Verification $ '1.80 Each
Credit Report $16.80 Each
State & National Sex Offender
Registry Search $10.80 Each
Workers Compensation Report Fee $16.80 Each
Verification $ 9.60 Each
State Prison Record Scarch $12.00 Each

Section 2. The Lynwood City Council hereby amends the City of Lynwood's FY
2018-19 Master Fee Schedule to impose the following fees:
"Cannabis Cultivation & Manufacturing"
Operation of an Illegal Cannabis Dispensary or Cannabis Business (i.e.
manufacturing, cultivation, delivery, distribution, or testing lab)
1st and Subsequent Offenses $10,000 per occurrence/per day
"Miscellaneous Fees"
Administrative Citation
1st Offense $ 200
2nd Offense within 12 months of the first violation $ 500
3rd and Subsequent Offenses within 12 months of the first violation $1,000
Consumption of Alcohol in a City-Owned Building, Facility, or Park
1St Offense $1,000
2nd Offense within 12 months of the first violation $2,000
3rd and Subsequent Offenses within 12 months of the first violation $5,000
Abandoned, Wrecked, Dismantled, or Inoperable Vehicle
1St Offense $ 500
2nd Offense within 12 months of the first violation $1,000
3rd and Subsequent Offenses within 12 months of the first violation $2,000
Littering
1st Offense $1,000
2nd Offense within 12 months of the first violation $2,000
3rd and Subsequent Offenses within 12 months of the first violation $5,000
Operation of Illegal Massage Parlors
1st Offense $1,000
2nd Offense within 12 months of the first violation $2,000
3rd and Subsequent Offenses within 12 months of the first violation $5,000
"Planning"
Wireless Telecommunication Facility/Transmission Device
Attachment to City-Owned Structure $500 (per month/per device)
"Recreation and Community Services"
Community Center
Lynwood Non-Resident
Gymnasium Rate (per hr/4 hr min) = $66.00
City Park/Yvonne — Ham Park
Commercial
Basketball Courts (Community Center Gym) (4 hr min) = $72.00
Section 3 That any existing fee not specifically enumerated under Section 1 or
Section 2 of this resolution shall remain in effect at the current level and shall be subject
to the provisions of the legislative action that placed it into effect.
Section 4. This resolution shall be effective immediately upon its adoption.
Section 5. The City Clerk shall certify to the adoption of this resolution and
hereafter the same shall be in full force and effect.
