HomeMy Public PortalAbout2019.011 (02-05-19) RESOLUTION NO. 2019.011 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE AMENDMENT OF THE EXISTING AGREEMENT WITH MV CHENG & ASSOCIATES AND AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT WHEREAS, in September 2018, Council authorized staff to extend the agreement with MV Cheng & Associates for twelve (12) months (July 1, 2018 through June 30, 2019) to provide temporary staffing services at an amount not to exceed $111,000; and WHEREAS, the existing agreement with MV Cheng & Associates was established to provide temporary services including audits, reconciliation, and PERS auditing/reporting; and WHEREAS, funding for these services was derived from salary savings of unfilled positions. The Finance Department continues to work with less than a full complement of staff; and WHEREAS, there are currently ten (10) vacancies in the Finance department. Recruiting efforts are ongoing. The City has begun recruiting for vacant key positions within the Finance, including a Principal Accountant, Senior Accountant, Staff Accountant and a Payroll Specialist. It is anticipated that hiring of the Payroll Specialist will be completed within the next few weeks. All other hires will follow within the next few months; and WHEREAS, at present, Finance requires the continuation of staffing services until full time staff is hired; and WHEREAS, based on the actual hours incurred through December 30, 2018, additional monies are needed to cover costs for remaining fiscal year; and WHEREAS, staff is requesting that the City Council authorize the Mayor to amend the agreement to utilize an additional $100,000 in budgeted funds in the Finance Department to cover the agreement. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY RESOLVE AND DETERMINE AS FOLLOWS: Section 1. The City Council authorizes the Mayor to amend the agreement with MV Cheng &Associates in the amount of$100,000, based on the outstanding services provided by the staffing firm and the continued need in the areas of audits, reconciliation, and PERS auditing/reporting services, approved as to form by the City Attorney. Section 2. This resolution shall become effective immediately upon its adoption.
