A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACCEPTING
THE OLANDA STREET IMPROVEMENT PROJECT (CIP NO. 4011.67.908) AS
COMPLETE AND APPROVING ADDITIONAL APPROPRIATION FOR THE OLANDA
STREET IMPROVEMENT PROJECT; AUTHORIZING THE FILING OF THE NOTICE
OF COMPLETION WITH THE LOS ANGELES COUNTY RECORDER'S OFFICE AND
THE RELEASE OF THE 10% RETENTION 35 DAYS AFTER THE RECORDATION;
AND AUTHORIZING THE REDUCTION IN THE PROJECT BUDGET AND A CHANGE
IN BUDGET ALLOCATION.
WHEREAS, the Olanda Street Improvement Project from Atlantic Avenue to
Gibson Avenue (CIP No.4011.67.908) is listed in the approved FY19 Capital
Improvement Program; and
WHEREAS, on May 1, 2018, the City Council approved appropriation for the
Olanda Street Improvement Project (CIP No. 4011.67.908) received a total appropriation
of $357,795.20 for the street improvement and sewer line repair/replacement; and
WHEREAS, Measure R Fund, and Measure R BANs (9054) were approved and
appropriated for this project for the Street Construction and LUA 2017-A Revenue Bonds
for the Sewer Repair/Replacement; and
WHEREAS, on July 17, 2018, Council awarded Olanda Street Improvement
Project from Atlantic Avenue to Gibson Avenue (CIP No.4011.67.908) to All American
Asphalt in the amount of $260,975.94 (Resolution No. 2018.121); and
WHEREAS, Additional appropriation is needed to cover One (1) pending Contract
Change Order. Contract Change Order No. 1 consists of additional bid item quantities for
cross gutters, sidewalks, curbs, driveways approaches, alley intersections and pavement
thickness. These unforeseen items were in extremely poor conditions therefore they
needed to be upgraded to make the location uniform across the project limits. Pursuant
to the Standard Specifications for Public Works Construction, the owner is responsible
for paying quantity increases up to 25% over the Engineer's Estimate at approved bid
prices. The change order amount is estimated to be $104,013.18. Total appropriation
needed to close out the project is $112,000 which includes reasonable unforeseen
contingencies. The final construction cost for this Project is $372,975.94; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the City Council of the City of Lynwood accepts the Olanda Street
Improvement Project from Atlantic Avenue to Gibson Avenue (CIP No.4011.67.908) as
complete in accordance with contract documents and authorizes the Director of Public
Works or his designee to process the recordation of the Notice of Completion.

Section 2. The City Council approves the following additional appropriation for
the Project as follows:

Section 4. This resolution shall take effect immediately upon its adoption.
Section 5. The City Clerk shall certify as to the adoption of this City Council
Resolution.
