The regular meeting of Town Council Was held today at 4 P. M.
in the Council Room and was attended.by:Mayor Strong, who presid-
ed, Councilmen Meddin, Lovell, Peters, Brown, Hosti, Powers, T. A.
Solms, Supt. Reed, Chief MCCutchen, Mgr. Lang, also Mr. L. C. Burns,
and:Mr. Leonard Plank, Traffic Engineer of the City and County.
Mayor Strong informed Council that the Prison Board is in-
sisting on a permanent dormitory for the prisoners nt the Camp and
he had requested Mr. Burns to appear before the' Board to state his
experience in the construction of this type of building, i\gr-:Burns
stated that the building must be of permanent type construction and
must be:able to haute a Minimum Of thirty (30) prisonertithe_build-
ing would be about 30' x 50' and cost about $7;500-..00, 'and that he
would cooperate with the Town in every way possible. He suggested
a Committee be appointed to inspect some of the buildings that he
had constructed in the County. Mayor Strong appointed the following
Committee: Councilmen Peters, Hosti, Brown and himself: It MBA de-
cided to wait for Supt. Reed to return from his vacation So that he
could go with the Committee.
Mr. Plank stated 'diet he-wanted to get acquainted with the
members of Council since he is new in Savannah and offered to co-
operate with the Town in any matters pertaining to his work.
The question of what to do with stray dogs and cats was dis-
cussed, Town Attorney SolMs suggested- that the CityofSaVannah
abolished its dog catcher and dog pound after having made arrange-
ments with tneHumane Society to take over the work. Town Attorney
Soh:is-Was appointed a Committee to contadt,the Humane Society and
also to handle tie matter to a-conclusion.
The question was discussed,as to the necessity of using
two police cars during the off season months, Chief McCutchen
stated that he was using the 53 car more than the 54.

Councilman Brown stated that Chief McCutehencould buy a
relay set to install in his house for the picking up of Meseages
at-tt cost of about 35.00. It was moved, seconded 'and passed that
it be purchased.
Supt. Reed wanted to know when the laying of the water mains
in the Holiday Park Subdivision was to start, the work' was to start
soon as the material was assembled.
Mgr. Lang stated that tne Jerome Construction Co. has not
paid a water bill of $87.50. Town Attorney Solms stated that he
would collect it.
Mayor Strong informed Council that Mr. B. Taylor Smith of

of Tybee Beach Company, requested that the Town reconsider it's
action at the meeting of- August 11,1954- and convey to him that
portion -of Storer Street that is to be part of tie Holiday Park
Subdivision. It was moved, seconded and passed that the action
of Council at the meeting of August 11, 1954 be rescinded •and
that that portion of Storer Street requested by the Tybee Beach
Company be conveyed to them.
An acknowledgement was received from the Board of Educa-
tion of the Resolution sent to them asking when work wouldibe
started on the new Tybee School, they advised that it was in
seventh place.
It was moved, seconded and passed that bills for the
month of September for General Government amounting to 2,126.19,
bills for the Water Department amounting to $825.36, be paid.
Councilman Powers wanted to know where the Civil Defense
Siren was to be rle ced, it Iles decided that it be placed in Mem-
orial Park. Councilman Powers will handle the matter.
Councilman Powers stated that to move one of the fire
sirens now on top of the Fire Station would cost $2.75 plus a
monthly service charge. He was requested to proceed to have the
work done.
Mayor Strong advised Council that Mr. A. N. Moye, Director
of State Parks, was coming to the Island shortly to check on possi-
ble sites for a State Park. He would make arrangements to meet
with Mr. Moye upon his arrival.
A bid was received from the J. C. Lewis Motor Company for
the purchase of a new ambulance, the Mayor suggested that other
dealers should be asked to submit bids.
The question of what to do about people building and re-
pairing houses and ect., who are doing this without.a Building
Contractors license, they contending that they are working by
the hour, it was decided thet the Police Department check on
these conditions and place the workers on the docket.
The. - Joseph F. Griffin Fuel Supply Company petitioned to
be relieved of the license fee charged them for doing business
on Tybee, it was decided that the license be paid or the Town
would give them no more business.
A letter was received from Rev. F. Bland Tucker, Rector
of Christ Church, extending thanks for the use of the Auditorium
during the summer months for church services.
The minutes of the meeting of September 15th were read
and adopted.

Councilman Brown brought up the matter of discontinuing
charging for half the years taxes where A property owner does
not finish construction on the improvements after the start of
the fiscal year, after some discussion Councilman Brown moved
that the Ordinance be amended to eliminate the prorated charge
for improvements for tile last half of the fiscal year, Council-
man Hosti seconded and those voting "Yes" were Councilmen Brown,
Hosti, Powers --- those voting "No" were Councilmen Meddin and
Lovell --- not voting, Councilman Peters. The motion carried.
