Subject: Bal Harbour Police Department Arrests Nationally Known Con Man -
"Don Juan the Con Man"
The purpose of this Letter to Council (LTC) is to inform you that after an extensive
investigation, the Bal Harbour Police Department (BHPD) has arrested notorious serial
con man, Simon Gann, AKA "Don Juan the Con Man" for second degree grand theft
(theft over $20,000).
This case began when the victim and a friend met Mr. Gann in in the lobby of the Ritz
Carlton South Beach, during their visit to South Florida for Labor Day Weekend 2015.
On Friday, September 4, 2015, Mr. Gann claimed to be a professional gambler, and
convinced the victim to front him money. The victim pawned a $100,000 Rolex at a
North Miami pawn shop, for which he received $20,000. Mr. Gann gave the victim what
may have been a bad check for $20,000.
The victim, his friend and Mr. Gann went to the Seminole Hard Rock Casino in Broward,
and played black jack. The victim gave Mr. Gann $10,000 to gamble, which he lost.
The victim, on the other hand, won $10,000.
At 3 a.m., the victim, his friend and Mr. Gann went to the St. Regis Bal Harbour Resort,
where they ordered room service. While the victim showered, Mr. Gann took an $850
Louis Vuitton belt, $1,500 Louis Vuitton brown suede loafers, $590 Louis Vuitton green
and yellow shirt, as well as $10,000 from the victim's pants.
Through the thorough investigative work of the BHPD, especially Detective Hector
Gonzalez, Mr. Gann was identified as the subject of this crime, and was arrested at his
monthly meeting with his parole officer.
I want to take this opportunity to commend the BHPD and Detective Gonzalez for their
great work in identifying and arresting this nationally known criminal.
