Savannah Beach, Tybee Island, Ga.
November 10, 1954
The regular meeting of Town Council was held today at 4
P. M. and was attended by Mayor Strong, who presided, Council-
men Hosti, Powers, Lovell, Meddin, Town Attorney Solms, Jr.,
Chief McCutchen, Supt. Reed and Mr. E. C. Bobo.
Mr. Bobo protested against the assessment on the improve-
ments placed against his property, Lots 25, 26, Part 27, Ward 4.
He stated in comparison with similar types of businesses his was
too high, he also requested that the prorated taxes of $222.22
charged against him for the last half of 1953 be cancelled. Mr.
Bobo was excused.
Chief McCutchen reported that all the parking meters had
been taken down, repaired and stored. He also stated that the
Town has been offered a 1955 Mercury for $1200.00 and the Town's
1953 Mercury,. the Town turning in the 53 now and getting the 55
next year. It was moved, seconded and passed that the offer be
accepted. The Chief informed Council that he had a "Judo Class"
for youngsters and requested the use of a room in the Police
Barracks. He. is conducting the class as an individual, it is
not sponsored by the Town. It was agreed to permit the use of
the Police Barracks but the Chief was asked to make a written
request to Council for permission to use the Barracks.
Supt. Reed stated that some of the large pieces of rock
at Fort Pulaski weighs from 2500 to 4000 pounds apiece and that
to move them would require a flat bed truck and a crane which
would cost $18.75 per hour. It was moved, seconded and passed
that the truck and crane be rented. He called- attention to the
month being up on the rental of the air hammer, stating the
Town still needs it.
Councilman Hosti called attention to the bad condition
of the culvert under lst Street in the curve near Palm Terrace.
The culvert is too small and is also broken. Supt. Reed stated
that it should be enlarged and flood gates installed to keep the
tides out, as this is on Route 80 the State Highway Department
will be requested to make the necessary repairs.
It was moved, seconded and passed that bills for the
month of October for General Government amounting to $2,125.05,
for the Water Department, $362.10, Groin and Seawall, $686.60,
be paid.
Mr. Solms requested that two copies of "Georgia Criminal
L w" be purchased for use in Police Court. It was moved, second-
ed and passed that the purchase be authorized.
Councilman Hosti stated that a request had been made for
a street light to be placed in the vicinity of Freddie Anderson's
Service Station, as in this location there is a power line pole,
that is difficult to see at night. It was decided that Mr. Solms
would contact the Savannah Electric & Power Company and request
that they place a light in this section without cost to the Town.
Miss Natalie Wohanka petitioned for a refund of $50.-00
she paid to the Town on. August 16, 1948 as a stubbing fee for
her property at Estill Station, the Town has never extended it's
sewer lines to this area due to the lowness of the land, it was
moved, seconded and passed that the refund be granted.
It was decided that a drive be made to collect some of
the delinquent taxes that are past due.
It was moved, seconded and passed that T. N. #1176, for
1953, for E. C. Bobo amounting to $222.22 covering the last half
of improvements for 1953, be cancelled and also that the 1954
assessments on the improvements on Lots 25, 26,. Part 27, Ward 4,
be reduced from $20,000.00 to $16,500.00 and the discount be allow-
ed provided the taxes are paid by December 1, 1954.
It was moved, seconded and passed that 1947 taxes for $24.44,
in the name of Robert A. & Myrtle G. Stewart be charged off, also
1948 taxes against James A. Brown covering prorated improvements
for the last half of the year, amounting to $299.97, as covered
by T. N. #1024, be charged off.
The minutes of the meeting of October 13th were read and
adopted.
It was moved, seconded and passed that the following
Ordinance be adopted.
O R D I N.A N C E
AN ORDINANCE TO DEFINE THE OFFENSE OF
"DISORDERLY CONDUCT", TO PROVIDE PUNISH*
SENT FOR THE VIOLATION THEREOF, TO REPEAL
ORDINANCES IN CONFLICT HEREWITH, AND FOR,
OTHER PURPOSES.
BE IT ORDAINED by the Mayor and Councilmen of the Town
of Savannah Beach, Tybee Island, Georgia in Council Assembled,
and it is ordained by the ,authority thereof.
SECTION I: Any person, firm or corporation who shall
be found guilty of disorderly conduct within the corporate
limits of the Town of Savannah Beach, Tybee Island, Georgia,
shall be punished therefor as provided.herein.
SECTION II: Disorderly conduct shall consist of any
act or acts which tend to or create a distrubance of the peace
and quiet of the public or community or of any person, class
of persons, or of conduct which tends to cause or provoke a
breach of the peace or corrupt private or public morals, or
which is vile, obscene, degrading or immoral. Any of such
acts of misconduct shall be punishable even though not com-
mitted in public, if the effect thereof might cause or pro-
voke disorder or disturbance to the public or persons offend-
ed or affected thereby.
SECTION III: Disorderly conduct shall comsist of the
additional specific acts:
( ) Appearing on the streets, sidewalks, lanes or in
such portions of houses, stores or homes as to be visible to
the public, and to expose to the public such nudity of the body
as to affect the sensibilities of members of the public.
(b) Drinking intoxicants in automobiles, or other ve-
hicles in open view of the public.
(c) Sleeping on the streets or lanes in parked automo-
biles or, other parked vehi&les while under the ` of intoxicants
or. piates.

(d) Any act of immorality or indecency committed in pub-
(e) Tkzowing bottles, cans, paper or rubbish on streets,
lanes or_ highways.
(f) Spitting on streets or sidewalks.
(g) Cursing, fighting or any loud and boistorous noises
or sounds in public and which cause public commotion and distru-
bance.

(h)- Any act which produces unnecessary stench or
odors on any premises or which creates an unsanitary con-
dition or affects the heaith of the community.
(i) Any person operating a placetbat entices or tends
to debauch the morals of the patrons or guests.
(j) Any person operating a place in which gambling is
permitted, or games of chance are used or played.
(k) Any of the aforementioned acts committed in any
park, square, church, place of amusement, or palce of business
shall likewise be punishable.
SECTION IV: That any person, firm or corporation vio-
lating the terms of said ordinance shall, upon conviction in the
Mayor's Court of the Town of Savannah ,Beach, Tybee Island, Georgia
be punished by a fine not.to exceed One Hundred (100.00) Dollars,
and/or imprisonment not to exceed Thirty. (30) days, either.and/or
both, in the discretion of the Mayor's Court. of the Town of
Savannah Beach, Tybee Island, Georgia.
SECTION V: All ordinances and parts of ordinances in
conflict herewith are hereby repoealed.

Ordinance be adopted.
O R D I N A N C E
AN ORDINANCE TO PUNISH RECKLESS
DRIVING, TO DEFINE THE SAME, PRO-
VIDE A PENALTY THEREFOR, AND FOR
OTHER PURPOSES:

BE IT ORDAINED by the Mayor and Councilmen of the Town of
Savannah Beach, Tybee Island, Georgia, in Council Assembled, and
it is ordained by authority thereof,
SECTION:I: That on and after the passage of said ordinance,
it shall be unlawful for any person, firm, or corporation to oper-
ate or cause to be operated any motor vehicle within the corporate
limits of the Town of Savannah Beach, Tybee Island, Georgia in a
reckless manner.
SECTION II:; For the purposes of said ordinance, the term
"reckless" shall be defined to include the following:
(a) The operation of an automobile at a speed in excess
to that fixed by the municipal authorities of the Mayor and
Councilmen of the Town of Savannah Beach, Tybee Island, Georgia.
(b) The failure to bring said motor vehicle to a full
stop before crossing any boulevard where there is a stop sign.
(c) The failure to observe
or attempt to cross where the red
or to cross on any street in face
brought said automobile to a full
traffic signals and to cross
stop light is on at the time
of a stop s ign before having
and complete stop.
(d) The weaving and driving of an automobile from one
traffic lane into another, except where it is necessary to pass
an automobile in the same direction and where the same can be done
without endangering the safety of other vehicles or pedestrians
in said street at said time.
(e) The failure to observe the rules of the road.
(f) The unnecessary and loud blowing of horns and sirens,
except where it is necessary for the safety and security of the
persons driving said automobile.
(g) Driving on a wrong side of the street.

Backing into a parking space or driving out of a
parking space in a negligent manner where under the circumstances
the lives and property of other persons or vehicles in said street
are endangered.

(1) Crossing a yellow line in the center of the street
where the same is prohibited by traffic regulations or ordinances
of the municipal authorities of the Town of Savannah Beach,
Tybee Island, Geaargia.
(3) Racing or driving fast in a negligent manner on any
street in the Town of Savannah Beach, Tybee Island, Georgia,
even within the speed limits where traffic conditions at said
time require a lower rate of speed.
(k) Driving an automobile in a grossly and negligent man-
ner, or at a speed greater than fixed by municipal ordinances
when passing in a school ro hospital zone, and where such acts
tend to endanger the lives of persons or the security of pro«
pertyst said time and place.
(1) Any driving of any automobile on any of the streets
of the Town of Savannah Beach, Tybee Island, Georgia in a wan-
ton willful, or negligent manner without having said car under
control at a time when traffic, conditions warrant and require
a lower rate of speed and greater precaution to insure the
safety of others lawfully in said street.
(m) Taking away the right -of -way of approaching vehicle.
(m) Driving on a street in a direction other than that
fixed by the municipal ordinances of the Town of Savannah Beach,
Tybee Island, Georgia.
(o) Driving or operating an automobile upon the sidewalks
of the Town of Savannah Beach, Tybee Island, Georgia or through
a park or square except that the same shall not apply to fire
engines, police vehicles or ambulances in the performance of
their duty.
(p) .Driving or operating an automobile upon the streets
of the Town of Savannah Beach, Tybee Island, Georgia without
proper lights or brakes.
SECTION III: That any person, firm, or corporation vio-
lating the terms of said ordinance shall, upon convition in the
Mayor's Court of the Town of Savannah Beach, Tybee Island,
Georgia, be punished by a fine not to exceed One Hundred ($100.
00) Dollars, and /or imprisonment not to exceed thirty (30)
days, either and /or both, in the discretion of the Recorded of
the Mayor's Court of the Town of Savannah Beach, Tybee Island,
Georgia.
SECTION IV; All ordinances and parts of ordinance in con-
flict herewith are hereby repealed.

December 8, 1954
The regular meeting of Town Council wes held today at 4 P. M.
in the Council Room and was attended by Mayor Strong, who presided,
Councilmen Peters, Powers, Lovell,,Meddin, Hosti, Brown, Town Att-
orney Solms, Chief McCutchen, Manager Lang, and Supt. Reed.
Chief McCutchen stated that the roof of the Jail needs to
be repaired, rats have gotten into the building and have damaged
five mattresses, they are coming in thru the roof,` also that the
metal ridge caps on the roof need painting, it was decided that
this be done, Councilman Hosti will get the paint. Chief McCutchen
also stated that the new police car will be available during the
month of February.
The minutes of the meeting held on November 10th were read
and adopted.
The Mayor informed Council that the State Highway Department
had agreed to fix the culvert and install a flood gate under the
road, which is part of Route 80, where Horse Pen Creek flows under
it, provided that the Town would furnish the flood gate. The work
would start after the first of the year.
It was moved, seconded and passed that bills- for the month
of November for General Government amounting to $1,340.05, for the
Water Department amounting to $663.29, for the Groin & Seawall
amounting to $667.20, be paid.
Mr. Lang informed Council that the supply of the booklets
Covering the Building Code were exhausted and that a new supply
should be printed bringing the Code up to date. The Mayor appoint-
ed a Building Committee consisting of Councilmen Hosti, Brown and
° Poi *ors.
Councilman Powers stated thet in connection with the proposed
new ambulance,' that the Fire Department should convey title to the
ambulance to the Town that the Town should carry insurance after
the first of the year if it takes over the ambulance.
