Gonzalez, Village Manager Date: November 20, 2015 U\� Subject: Bal Harbour Police Department -Pay -by -Phone Parking Update The purpose of this Letter to Council (LTC) is to update you on the status of the Pay -by - Phone Parking system implemented at the North Parking Lot, located under the Haulover Bridge. As you may recall, on January 13, 2015, the Council approved the expenditure of $24,675 to purchase new pay stations machine, and an additional $13,800 in recurring annual maintenance costs. The first year cost of the new parking pay stations would total $38,475. However, in March 2015, the company who was selected to provide the parking machines dissolved, and the contract was terminated prior to the Village receiving the machines and or incurring any costs. In an effort to ensure that the Village received the best parking system possible, the Administration took this opportunity to reevaluate the need of incurring equipment and maintenance costs associated with the traditional parking systems, and explored the implementation of a stand-alone pay by phone parking system. As a result, Passport Parking was selected as the best solution for the Village's parking system needs, and implemented — at no initial cost and a minimal monthly fee of $225. The Pay -by -Phone program went live on August 17, 2015. As of December 17, 2015, the system has processed 10,194 transactions and has generated $46,159.75 in net revenue to date. In total, the Village was able to avoid an initial investment of $38,475, as well as a recurring $13,800 annually on the implementation of a traditional parking system. Moreover, we have already exceeded budgeted parking revenue for this year, and based on historical trends, we are on pace to exceed collected parking revenue since Fiscal Year 2011/2012 ($60,300).
