The regular meeting of Town Council wes held today at 4 P. M.
in the Council Room and was attended by Mayor Strong, who presided,
Councilmen Peters, Powers, Lovell,,Meddin, Hosti, Brown, Town Att-
orney Solms, Chief McCutchen, Manager Lang, and Supt. Reed.
Chief McCutchen stated that the roof of the Jail needs to
be repaired, rats have gotten into the building and have damaged
five mattresses, they are coming in thru the roof,` also that the
metal ridge caps on the roof need painting, it was decided that
this be done, Councilman Hosti will get the paint. Chief McCutchen
also stated that the new police car will be available during the
month of February.
The minutes of the meeting held on November 10th were read
and adopted.
The Mayor informed Council that the State Highway Department
had agreed to fix the culvert and install a flood gate under the
road, which is part of Route 80, where Horse Pen Creek flows under
it, provided that the Town would furnish the flood gate. The work
would start after the first of the year.
It was moved, seconded and passed that bills- for the month
of November for General Government amounting to $1,340.05, for the
Water Department amounting to $663.29, for the Groin & Seawall
amounting to $667.20, be paid.
Mr. Lang informed Council that the supply of the booklets
Covering the Building Code were exhausted and that a new supply
should be printed bringing the Code up to date. The Mayor appoint-
ed a Building Committee consisting of Councilmen Hosti, Brown and
° Poi *ors.
Councilman Powers stated thet in connection with the proposed
new ambulance,' that the Fire Department should convey title to the
ambulance to the Town that the Town should carry insurance after
the first of the year if it takes over the ambulance.
It was moved, seconded and passed that cigarettes and
etc., be given to the Guards and. Prisoners at the Prison Camp
at Christas time. Councilman Hosti will handle the matter.
Councilman Peters asked what value was placed on the
buildings and land (Lot 13, Ward 1) when it was purchased
from the Tybee Water Works. He was informed that the price was
$12,500.00. Councilman Peters also stated that a Doctor is need-
ed on the Island now since the death of Dr. Barfield and also
that the Town should help if necessary, Councilman Brown stated
that the Town should not pay any money but provide a home, rent
free, Mayor Strong stated that he was against paying out any of
the Town's money. It was dedided to let the Mayor handle the
matter.
The Mayor informed. Council that the fishing pier is now
the property of the To as all of the necessary papers had been
completed and filed.
Council was informed of the bad condition of the curtain
over the stage in the Auditorium, it was moved, seconded and
passed that the curtain be properly repaired. Councilman Hosti
will handle the matter:
It was moved, seconded and passed that street lights be
installed at 17th Tbrraele& the Strand and also 17th Terrace &
Butler Avenue.
It was moved, seconded and passed that the following
Resolution be adopted. See Page 46-A for Resolution.

A R E S O L U T I O N
WHEREAS, DR. WILLIAM E. BARFIELD, a distinguished
citizen of Savannah Beach, Tybee Island, Georgia, departed this
life on Monday, November 29, 1954; and,
WHEREAS, he served our nation well during the years
of World War II as a surgeon with the 101st Airborne Division
for many years including the memorial days of the invasion of
the European Continent and the critical days of the Battle of
the Bulge, all of which instilled in him the true spirit of the
devoted citizen to his country; and,
WHEREAS, after the conclusion of the world conflict
he moved to Savannah Beach, Tybee Island and became a most
faithful citizen of the community carrying on nis profession
in such a manner that he was loved by all citizens and also
contributing to his Municipality and County by his constant
efforts to show the need and necessity of a strong civil de-
fense. He was untiring in his efforts and strong in his faith
toward the responsibility and duties of citizenship and was a
leader in the community in this field and every other civic
enterprise undertaken by the civic groups of the community; and,
WHEREAS, these outstanding and truly valuable character-
istics were a part of his belief and a very strong motivating
factor in every undertaking of the community; and,
WHEREAS, the character of our departed friend and esteemed
citizen is an exemplification of those virtues of friendship, citi-
zenship, and trust which shall always shine in the light of making
this community and whole world greater for mankind.
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and
Councilmen of the Town of Savannah Beach, Tybee Island, in
Council assembled that in the death of Dr. William E. Barfield,
the Town of Savannah Beach has lost one of its most valued and
beloved citizens and a true friend, and that the sympathy of the
Mayor and Councilmen and those of the citizens of the Municipality
be extended to the family of Dr. William E. Barfield;
BE IT FURTHER RESOLVED, that a copy of this resolution
be spread upon the Minutes of Council and that a copy thereof be
sent to his wife and family.
