The following guests were present: Jim Wisch, Larry Kolb, Brian Bernskoetter, and Madeleine Leroux, News Tribune. 1) Introductions Those present introduced themselves. 2) Approval of the January 23, 2014 Committee meeting minutes Councilman Bray moved and Councilman Branch seconded to approve the January 23, 2014 minutes, motion carried. 3) New Business 1. Building Code Construction Commission (Drew Hilpert/Janice McMillan) Mr. Hilpert explained this would enact an appeals board for the building and fire codes. Staff will have a user group meeting prior to forwarding to the City Council. There was discussion among Committee members, staff and those present regarding the qualification of members and consideration of members outside the City limits, remodeling older buildings issues, the City is scrutinized by the Board of Professional Registration if plans are not stamped approved, and the possibility of fire sprinkler requirements. Chairman Scrivner felt this should be named a Board of Appeals. Minutes/Jefferson City Public Works and Planning Committee February 20 .. 2014 2. Capital Improvement Sales Tax Work Plan (David Bange) 2 Mr. Morasch explained staff requests the Committee approve the CIP work plan in order for staff to focus their efforts on specific projects and thereby complete the projects in a timely and productive manner. He further explained some adjustment in funding years was made due to the need to fund the major airport runway project and the projects related to commitments to the Capital Region expansion. Mr. Bange reviewed the work plan with the Committee. 3. Wastewater Capital Improvement Tax Work Plan (Matt Morasch) Mr. Morasch explained the Wastewater work plan indicated $10 million in bonded projects and approximately $530,00 in cash funded projects. Those projects relate to fulfilling pending EPA commitments as well as projects related to the new Lafayette Interchange which is anticipated to begin later this fall. 4. Street Chemicals and Snow Fighting Update (Britt Smith) Mr. Smith explained the usage for snow/ice removal chemicals from FY2009 to present. There was discussion among Committee members and staff regarding current salt supply, staff reviewing cost of salt in Spring, and costs for hauling snow away during big events. 5. Transit Bus Replacement Schedule (Matt Morasch) Mr. Morasch explained the bus replacement schedule for Transit showing the number, type, age and purchase price. The buses have been purchased with federal funds with the City contributing a 20 percent match. The Federal Transit Authority requires the City to keep the route buses for at least 12 years and the para transit mini buses for at least 5 years before replacement. Councilman Schulte requested maintenance costs broke out on the 29 ft. versus the 35 ft. buses and the para transit buses. 4) Other Topics 1. Planning & Protective Services Monthly Reports Ms. McMillan referred Committee members to the reports included in the packet 5) Citizen Opportunity There was no one present to speak on this item. 6) Adjourn Councilwoman Schulte moved and Councilman Branch seconded to adjourn the meeting at this time (9: 13 a.m.), motion carried. I also included the "model ordinance" from Section 113 of the International Building Code for comparison . You will notice the following differences between the model and the JC draft: ( 1) the JC draft does not include review responsibilities , but obviously it could be added, if desired ; and (2) the draft excludes electrical and 1 plumbing , as the City already has in place functioning boards of e xamination and review for plumbing and electrical codes . If passed , this ordinance will (1) replace the sections in Chapter 8 (Building Code) and Chapter 13 (Fire Code) that cu rrently require appeals to be directed to circuit court. The Commission shall be composed of persons with the following qualifications: 1. I have attached my marked up copy with comments for your consideration . In addition to the draft copy notations, would it be prudent to also authorize this body, or another entity to review the national code s considered prior to adoption by the City. As you know, Columbia is in that process and sprinkled buildings are the contentious items in the future Code. That incorporation into Jefferson City woul d all but kill the r esidentia l market. On another note, the Section 34 for Ex isting Buildings appears to be the most controversial section I deal w ith in the Old Town rehab area. Several professional designers are well versed in its application, and some are not. With that pr emise, if the appellant's design professional is willing to accept the liability for such inte r pretation, that should be an acceptable resolution for many existing conditions. As I interpret the intent of Section 34, as long as the previous construction satisfied the Code in effect at that time, the usage of the building is not changing, and the new construction (renovatio n) does not worsen the safety of the inhabitants and visitors , then exceptions could readily be tendered . The registered professionals seal would minimize the City's liability in such cases . There is an undue hardship on the owner/deve loper to meet the new code requirements when water service is not conveniently availab l e, and additional fire proofing materials exceed the loading capacity of the structural members. A compromise is needed to formulate a safe alternative, as these structures are better occupied than left vacant for further decay and potential hazards, not to mention the economic generator for improved usage . Just a concept w orthy of cons ider ation and further study !!! If appendix B, of the 2009 IBC is incorporated, section B101.2.5 pretty well defines the co n fli ct of interest with the commissioners. If the Board is filled with bonafide professionals and knowledgeable membe rs, it wil l quite often be t he appellants in many cases (be it designers, bankers, owners in LLC's, and constructo rs), so you may want to consider a larger pool of alternates to insure quorums when needed!!! Again , thank you for investigating this needed commission . As you know I am usual ly anti-gov ernment control, but strongly support this well needed method for compromising the barriers presented by the present structure. When speaking to a local lumber yard last month, they stated that that this spring they have a large increase over last year in housing starts. I further asked how many were in the City vs . outside, their reply was over 70% outside the City. I believe with educational efforts, these statistics can be reversed . Perhaps sev eral seminars wou ld be very beneficial to educate the construction community on the Codes, and the rationale behind them. As you may recall last month staff previewed the 2014 work plan to expend the loan funds with the Committee. The work plan included funds for loan closing costs , basin 12 rehabilitation and Basin 5&6 relief sewers. The City 's Waster Division received voter approval in 2010 enabling them to bond up to $35 million of improvements to the sanitary sewer system. With this loan the division will have bonds totaling $25 million . The bond funds are primarily utilized to fund improvements to rehabilitate the system and eliminate potential compliance issues such as capacity and constructed overflows. The City would typically bond these funds through the MDNR revolving loan program, however due to funding availability within that program these bonds will need to be obtained on the conventional market. City staff has worked with its financial advisor, Piper Jaffray, to develop a payment schedule for the bonds to comport with our current approved rate structure (5% rate increases over the next five years). Piper Jaffray provided the attached schedule for the loan process so that the City will have access to the funds in time to meet our construction schedules this summer. The two projects which will utilize the funds that are under some time constraint are the movement of the sewers and their associated upgrades for the Dunklin/Lafayette signal and the Lafayette interchange projects. The City/County signal project is anticipated to start in early June just as the schools recess for the summer and the work associated with the Lafayette interchange will begin shortly thereafter. As demonstrated by the schedule, the first council action would be a resolution at the April 7th Council meeting. That action will then be followed by the first reading of the bond ordinance at the April 21st (first meeting of the new council) and the final council approval at the May 5th meeting, the same day as the opening of the bond proposals earlier in the day. Smith , P .E ~ Subject: Purchase of Two Parking Enforcement Vehicles As the committee may remember, in the current budget we planned for the replacement of 2 of the 3 parking enforcement vehicles used by our parking division, with the intent being to move from a gas vehicle to an electric. As part of that process , we developed specifications and requested bids from suppliers. A tabulation of the bid results is attached . Staff recommends the purchase of the Firefly ER from Good Earth Energy supplied by Werres Corporation (spec sheet attached ). Staff based this recommendation on several factors outlined below. Two bids were received from a supplier in Rolla, MO for a vehicle which does not meet the specification. The areas where the vehicles bid were lacking related to the range of the vehicle , speed, function and most importantly occupant safety. As a result, staff does not recommend accepting these bids . The following outlined some of the deficiencies in the bid: • Rear bumpers not available ; • Range limited to 35 miles per charge ; • Door system design will not permit chalking operation (marking vehicle tires in the time zone); • No heating or air cond itioning system are available ; • No inside rear view mirror; and • Voltage system is undersized for our des ired use in hilling terrain A bid was also received from M&M Golf Cart in Mexico, MO based on an electric version of the G0-4 manufactured by Westward Industries of Winnipeg , Canada . Currently the parking division operates three gas versions of the G0-4 also manufactured by the same company. Staff is uncomfortable recommending the purchase of this vehicle due to several factors. • Approximately five or six years ago, Westwood Industries declared bankruptcy. Since, we have had difficulty finding repair parts for our existing vehicles. As it has been explained to us, the company was purchase approximately 2 years ago and the new owners are in the process of restructuring to rebuild the company. • As of this date the company has not sold any electric version of the G0-4 bid and only has 2 prototype units. Staff has been unable to view and demo the prototypes. • Supply time for the vehicle is estimated to be 6 to 7 months from order. • Prior experience with Westwood Industries leads us to believe that ongoing support and parts availability will be difficult in the future. Finally in our investigation and study of possible replacement vehicles we called agencies from across the country seeking input. Our most valuable input came from the City of Clayton. Clayton has been using the Firefly for a few years. Staff from our parking and central maintenance divisions both traveled to Clayton to look at the vehicle and discuss its strengths and weaknesses with staff that uses and maintains them. All feedback received was extremely positive. It is also worth mentioning that the Firefly is an American made product and is produced in Texas. The request is not surpris ing as art in many forms including statues , fountains , and decorative landscaping grace in the centers of roundabouts throughout the country including Jefferson City with the placement of a raised flower bed in the center of the roundabout at Lafayette and Stadium . However, there are parameters and criteria that should be kept in mind when evaluating such a request. The primarily concern is safety , and this takes several forms. Among these is the need to maintain the appropriate site distances for a driver entering the roundabout. The size of the roundabout and therefore the speed of the circulating traffic dictates the required sightlines. Any object that is placed in the roundabout will have to be placed in such a way that is will not inte rrupt these sightlines. A second issue is question of whether or not the art will be a distraction to the driver. Any art that may cause a distraction should not be placed in the roundabout. Similarly the art should not be interacti ve in a way that would entice people to the ce nter of the roundabout, for t his creates a situation in w hich people would be crossing through the circulating traffic and they themselves could become a distraction once in the center of th e circle. While not directly related to safety another thing to cons ider is the necessary existence of a signage in a roundabout including pedestrian crosswalk signs , street name signs , one way signs , and che vrons. It may be that these signs could block or otherwise obscure the art from view. Th is should be considered because the installation of the art may not be satisfactory to the artist or those installing it if it is obscured by the signage. With the careful consideration of the parameters expressed above art and other landscaping ca n be used , and could be a pleasing addition to centers of roundabouts . Seal coats have been used in the more rural areas on pavement which are structurally in good shape but have pavement cracking present. Th e seal coat will fill these cracks limiting water intrusion and therefore extend the life of a pavement at a much lower cost than a mill and overlay treatment. With approval from the committee, staff intents to bid th is work in the co ming weeks. City staff considers that the roadway is in relatively good condition and recommends that it be evaluated each year during the normal overlay process and reconstructed or overlain at such time the condition warrants. Their main complaint appears to be that large trucks are creating structural and noise issues in their residences due to the roughness of the roadway. They had filled out the form to attend the Transportation and Traffic Commission to request the City designate the street a no-truck route and/or rebuild the street to make it smoother. Because Country Club is an arterial street , the City cannot prohibit trucks on it as they utilize it to access their destinations such as the School , Unilever, Modine, etc. That being said the group would like to see the roadway smoothed. The street division did complete some maintenance of the pavement joints in the last month in an attempt to improve the issue . The residents were still not satisfied with the result and would like to address the Committee about the issue .
