CITY COUNCIL ADMINISTRATION COMMITTEE MEETING MINUTES February 12, 2013 ATTENDEES- Committee members present - Carrie Tergin, Jim Branch, Larry Henry, Ken Hussey Committee members absent – Rick Mihalevich Other Council members present – Ralph Bray Staff: - Drew Hilpert, Janice McMillan, Gail Strope, Roger Schroeder; Jeremy Cover, Bill Betts; Lisa Scheulen News Tribune- Madeleine Leroux. Public: Kelly Dillon Meeting came to order at 8:05 a.m, the minutes were approved with a motion by Branch and seconded by Hussey. Motion passed 4-0. Resolution to support pay raise for state workers: Presented by Hilpert. Hilpert introduced a Resolution to encourage the state to adopt a real and meaningful salary increase for state workers to the extent it can. Considerable discussion was had about the appropriate method to convey such information to the legislature and the city’s role in matters such as these. At the conclusion of the debate, Henry made a motion to send the Resolution to the Council, which was seconded by Hussy. The motion passed 4-0. Councilwoman Tergin recommended a work session to discuss how the City adopts policies for or lobbyist. Resolution to diligently consider improvements at Fulton State Hospital. Presented by Councilman Hussey, Councilman Hussy presented a Resolution recommending diligent consideration of the proposed improvements to Fulton State Hospital. Discussion was had. Motion was made to move this to the Council by Tergin and seconded by Hussey. Tergin and Hussey voted in favor. Branch and Henry voted against. Motion failed 2-2. JCTV Contract: Presented by Hilpert. Hilpert introduced a contract with Lincoln for operation of JCTV. Hilpert discussed some of the changes including the elimination of the JCTV Steering Committee, the resolution of the issue about who owns the equipment, and the change in time to cancel the contract. Branch made a motion to send this to the council and seconded by Henry. Motion passed 4-0. City Website: Bill Betts presented the staff’s plan to improve the City’s website which involves contracting out for construction of the website. He presented some of the attractions provided by the selected vender and explained the cost would be less than $25,000. In addition, he explained the money would come from cost savings resulting from the new public safety software recently passed by the Council. No vote was required. Personnel Policy Manual Amendment to extend the introduction: Roger Schroeder presented an ordinance to change the introductory period of new police officers. The ordinance would start the 1 year introductory period to begin at time of commissioning as an officer. Having already taken this matter through public safety no vote was required. RFP Timeline for Selection of a Solid Waste Provider Presented by Hilpert. Hilpert introduced a Resolution to establish a timeline to select an RFP for Solid Waste provider. Hussey made a motion to send this to the Council, seconded by Henry. Motion passed 4-0. APPOINTMENTS REVIEW: Presented by Gail Strope. The committee reviewed the recommendations by Mayor Struemph. A motion was made by Branch to approve the following persons for recommendation to the full Council and was seconded by Hussey, passed unanimously. PUBLIC COMMENTS: None. NEW BUSINESS: The next meeting was scheduled for March 5th. SPONSORED BY COUNCILMAN Tergin ORDINANCE NO. AN ORDINANCE DELETING THE JEFFERSON CITY PUBLIC TELEVISION STEERING COMMITTEE. WHEREAS by agreement between the City and Lincoln University the JCTV Steering Committee is to be dissolved; BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Chapter 7 (board and commissions) Article XIV Jefferson City Public Television Steering Committee) is hereby deleted as follows: ARTICLE XIV. JEFFERSON CITY PUBLIC TELEVISION STEERING COMMITTEE Sec. 7-400. Established. There is hereby established an Jefferson City Public Television Steering Committee. Sec. 7-401. Members. A. The Jefferson City Public Television Steering Committee shall consist of six (6) members. B. The mayor shall, with the approval and consent of a majority of the members of the city council, appoint three residents of the city as public members of the steering committee. The term of the public members shall be one year. C. One member shall be appointed by the President of Lincoln University and approved by a majority of the Board of Curators. D. One member shall be elected by the persons or groups providing locally originated programming, hereinafter referred to as the producers’ representative. Each person or group producing at least one program per year which is taped or filmed within Jefferson City and aired on JCTV will be entitled to one vote for the producers’ representative. E. The Mayor, with the advice and consent of the Council, shall appoint one council member to the committee as a voting member who shall be the council liaison. F. The JCTV operation manager, the City Counselor, the station manager as reported to the Federal Communications Commission, and a representative of the cable franchisee, or their designees, shall be ex-officio members of the committee. The City Counselor shall act as ex-officio secretary for the committee. G. Any vacancies in the Jefferson City Public Television Steering Committee shall be filled by appointment and approval in like manner for the unexpired portion of the term. U:\ORDINANCES\ORDINANCES 2013\JCTV COMMITTEE.DOCX The Jefferson City Public Television Steering Committee shall hold a regular business meetings at least once each quarter at such time and place as shall be established by the Committee. The Committee may hold such additional business meetings as it shall, from time to time, deem necessary. Sec. 7-403. Officers. The Jefferson City Public Television Steering Committee shall elect, at its first meeting in each fiscal year and from among its voting members, a chairman, and a vice chairman. Such officers shall be eligible to succeed themselves at the will of the Committee. Rev. 8/31/2013 734 Sec. 7-404. Powers and duties generally. The Jefferson City Public Television Steering Committee shall have the following powers and duties related to Jefferson City’s PEG channel(s): A. Adopt policies and procedures for the operations and programming of JCTV. B. Coordinate, encourage and facilitate programming: 1. Provide a structure in which people can learn, create, and develop ways to use community access cable television (JCTV). 2. Engage in research designed to assess community response to programming on JCTV so as to ascertain areas of need for additional or alternative programming and report to the council on such research. 3. Facilitate and encourage the broadcast of the widest possible range of community events, such as parades, sports, state government events, plays, pageants, festivals, and cultural events. 4. Provide an outlet for the expression of a wide diversity of viewpoints, ideas, and opinions. 5. Provide “hands on” experience for high school and college students and other members of the public in state of the art video production oriented toward real world video production career training. 6. Provide a medium to inform the citizens of matters and upcoming events of public interest. C. Work with State and local government, educational institutions, and private entities to encourage their utilization of JCTV. 1. Facilitate and encourage the use of JCTV by the City of Jefferson promotion of the City, education of our citizens as to the role and function of city government, emergency preparedness and response, and broadcast of public meetings. 2. Encourage other governmental entities to provide coverage of their meetings and events 3. Encourage and facilitate educational programming, including college credit classes, adult education, and elementary and secondary school educational programming 4. Coordinate with Lincoln University to incorporate the resources of JCTV into its curriculum. 5. Provide live feeds and tapes for commercial and public media for major events and coordinate the broadcast of the same. D. Supervise the management and operations of JCTV. 1. Analyze JCTV’s financial needs 2. Create an operating budget for JCTV 3. Provide for the fiscal needs of JCTV. 1. Make recommendations as to appropriations for JCTV by the City of Jefferson and Lincoln Rev. Section 2. This Ordinance shall be in full force and effect from and after the date of its passage and approval.
