RESOLUTION No. 2018.120
A RESOLUTION OF THE LYNWOOD CITY COUNCIL AUTHORIZING THE MAYOR TO
EXECUTE A TWO (2) YEAR AGREEMENT WITH HUMAN SERVICES ASSOCIATION
FROM JULY 3, 2018 THROUGH JUNE 30, 2020 FOR AN ANNUAL TOTAL
CONTRACT AMOUNT THAT DOES NOT EXCEED $40,000, AS APPROVED TO
FORM BY THE CITY ATTORNEY, AND APPROVING AN ADDITIONAL $10,000 TO
THE SENIOR DIVISION HOME ACCOUNT TO PROVIDE MEAL SERVICES FOR
SENIOR SPECIAL OCASSIONS.
WHEREAS, meeting the nutrition needs of older Americans is a significant means
of maintaining health and wellness in our senior citizen population; and
WHEREAS, the City of Lynwood desires to provide congregate and home-
delivered meals at noon-time, Monday through Friday at the Lynwood Senior Center and
to home-bound, elderly adults; and
WHEREAS, on October 2, 2012, the City Council approved Resolution 2012.189
awarding a contract to Human Services Association (HSA) to provide congregate and
home-delivered meal services; and
WHEREAS, on October 18, 2016, the City Council amended the original
agreement with HSA via Resolution 2016.219; and
WHEREAS, said contract was extended to a month to month basis to allow the
City to continue meal services while the County of Los Angeles Community Senior
Services (CSS) as the Area Agency on Aging for the County completed the bid process
to procure vendors for the implementation of Elderly Nutrition Program (ENP) services;
and
WHEREAS, the County of Los Angeles Community Senior Services (CSS) has
completed the bid process and to achieve cost-savings awarded sole-source contracts to
existing non-profits organization for the implementation of ENP services; and
WHEREAS, the City has historically provided certain said services through a non-
profit agency that has been approved by the CSS to provide Elderly Nutrition Programs with
Federal and State grant funds; and
WHEREAS, the CSS has entered into a sole-source award with HSA to provide ENP
services to cities in the Mid Gateway Region; and
WHEREAS, the City desires to utilize the services of HSA to continue providing meal
services for the City's senior nutrition meals program that would utilize Federal and State
funds to provide said services through the ENP program; and
WHEREAS, the term of the new agreement shall be from July 3, 2018 through
June 30, 2020; and
WHEREAS, the City Council approved additional funds to be included in the
Senior Division budget to provide meal services to seniors for special occasions; and
NOW, THEREFORE, the City of Lynwood does hereby find, order, and resolve as follows:
Section 1. The City Council for the City of Lynwood finds and declares that the
forgoing recitals are true and correct, and incorporates said recitals
fully into this (Resolution/Ordinance) as substantive findings.
Section 2. That the Mayor is authorized to execute a two (2) year agreement
with HSA from July 3, 2018 through June 30, 2020, for an estimated
annual total contract not-to-exceed $40,000; as approved as to form
by the City Attorney.
Section 3. That the City Council authorizes the Finance Department to transfer
existing FY 18/19 Recreation & Community Services Department
funds in the amount of up to $10,000 to account
#1011.60.720.64399.
Section 4. This resolution shall become effective immediately upon its adoption.
