The foregoing application summarizes those requirements and conditions; provides documentation that the responsible party for the backyard chicken coop acknowledges and agrees to comply with said conditions; and establishes a formal review and sign-off of the proposed keeping of chickens to proceed to apply to the Village of Plainfield Building Department for a building permit for the chicken coop structure. The party proposing to keep backyard chickens must submit an Application for Registration with the Village of Plainfield Planning Department. Planning Department staff will review the proposed chicken coop plans to verify that the chicken coop can be located in compliance with the setbacks and other restrictions of the Zoning Code. 2. For renter-occupied units, the property owner must sign the application to demonstrate the property owner’s approval. 3. A building permit is required from the Village of Plainfield Building Department for the chicken coop and associated electrical service. 4. The keeping of chickens is limited to a maximum of eight (8) hens. Keeping of roosters is strictly prohibited. 5. An enclosed, covered chicken coop structure of not less than 16 square feet shall be provided to offer shelter. The structure shall be no less than 30 feet from any adjacent residential structure (other than the home on the subject site). 6. An open (uncovered) and enclosed (fenced) area of not less than 32 square feet is required adjacent to the chicken coop. 7. Hens must be kept in the enclosed, fenced areas at all times. Feed shall be stored in container(s) with tightly fitting lid(s). 10. The applicant shall be responsible for ensuring that the chickens do not produce unreasonable noise. 11. The applicant is advised that a homeowners’ association may regulate the keeping of backyard chickens and may have a its own review process and regulations that can be more strict (but may not be less restrictive) than the Village’s requirements. The Village of Plainfield may require evidence of approval from the homeowners’ association prior to issuing a building permit for the chicken coop and/or issuing the backyard chicken registration. 12. By signing this Application for Registration, the applicant agrees to allow Village staff, including representatives of the Planning Department, Building Department, and/or Code Enforcement Division of the Police Department, to access the property for the purpose of evaluating compliance with the conditions of approval. The Code Enforcement Division will evaluate all complaints and allegations of the keeping of chickens in violation of the registration requirements and conditions of approval outlined above. The applicant’s right to keep chickens will be revoked if, during any calendar year, there are three documented violations of the conditions of approval that are not rectified within the time period specified in the Code Enforcement action.
