The dogs were reportedly loose in the common grounds of an apartment building. Although Village codes do not prohibit loose dogs on private property, CEOs met with the dog owner and encouraged her to leash her dogs while outside. The dog owner was also informed of Village code regarding loose dogs in public places. Code Enforcement Officers investigated a complaint of construction debris left on a balcony of a condominium building on the 10100 Block of Collins Ave. CEOs reminded the contractor of Village codes and posted a written warning on the property. Criminal Investigations COMMENTS: The Criminal Investigation Division continues its investigation into an armed robbery that occurred at the North Parking Lot earlier this month. Detectives arrested the subject involved in the robbery, but the investigation is now focused on building a criminal case through the gathering of physical evidence to corroborate the charges. Detectives are reviewing additional video footage and requesting cellular phone site information to assist in the prosecution. Noteworthy Incidents / Arrests Date Incident Type Location:. 01/17/2020 Assist other Agency/Bay Harbor Islands 9800 blk Bay Harbor Terrace COMMENTS: Bal Harbour officers were requested as emergency backup regarding a Bay Harbor Islands officer that was involved in a motor vehicle accident. Bal Harbour officers arrived on scene and discovered the Bay Harbor Islands officer unconscious and slumped over in his vehicle. Officers rendered aid until Miami - Dade Fire Rescue arrived on scene. The injured officer was treated on scene and transported to the hospital. Bay Harbour Islands PD arrested the driver of the other vehicle for driving under the influence. 3 BAL HARBOUR POLICE DEPARTMENT Raleigh Flowers, Jr. Chief of Police Weekly Summary Report Date Incident Type Location 01/18/2020 Traffic Arrest 10100 blk Collins Avenue COMMENTS: While conducting traffic enforcement along the Collins Avenue corridor, officers initiated a traffic stop. The driver refused to follow police directions and attempted to leave the scene. After multiple commands to pull over, the driver eventually complied but began reaching underneath the driver side seat. Officers removed the driver from the vehicle and discovered he was in possession of narcotics. The driver was arrested and transported to jail without further incident. Date Incident Type Location 01/19/2020 Traffic Incident 10100 blk Collins Avenue COMMENTS: While patrolling the Collins Avenue corridor, a Bal Harbour officer conducted a traffic stop on a vehicle that committed a traffic infraction. During the course of the investigation, officers discovered the driver did not possess a valid driver's license and the vehicle had a seize tag order issued by DHSMV. The tag was seized and the driver was issued multiple traffic infractions. Date Incident Type Location 01/21/2020 Assist other Agency/North Miami 100 blk 96 Street COMMENTS: Bal Harbour officers were alerted by The Miami -Dade Police dispatcher of a vehicle fleeing from North Miami Police in the direction of Bal Harbour. The driver eluded police after committing multiple vehicle burglaries in North Miami. The vehicle continued east and entered the 96 Street beach entrance. Bal Harbour officers responded to the area and observed the subject abandon the vehicle and begin running north on the beach. Officers immediately established a perimeter, isolating the subject on the beach and away from beachside buildings. Officers from neighboring jurisdictions responded and assisted in the apprehension of the fleeing subject. North Miami Police arrested and charged the subject with 11 counts of burglary.
