M. in the Council Room and was attended by Mayor Strong, who presided, Councilmen Hosti, Brown, Lovell, Meddin, Powers, Town Attorney Solms, Supt. Reed, Chief McCutchen, Mgr. J. W. Lang and Mr. L. C. Burns. Chief McCutchen reported that the roof repairs at the Jail had been completed and requested that if the paint w03: furnished that he and his men could paint the outside of the Jail. It was moved, seco faded and passed that the paint be pur- chased. Chief McCutchen reported that the new 1955 Mercury Police Car had been received but that it will not be put into use at this time. Sutp. Reed reported that the repairs on the groin at Tybrisa Pavillion were completed and that now he is working on the fishing pier, he also reported that the area behind:the seawall from 1st Street to Tilton Street had been filled with, rock, he also stated that the water tank should be painted. The question of what to do about the old building at Lovell Station of Mike Goldberg that he was notified to tear down, was brought up, the Mayor asked. the Town Attorney what the Town could do. Town Attorney Solms stated that he-could be ummoned before the Board and be told what the Town will -do if he doesn't remove the building. Town Attorney Solms was instruct- ed to write Mr. .Goldberg to appear before, Council. Councilman Powers called attention to the storn sewer that empties into Horsepen Creek on 12th Street near Finachiarols property, stating that it is starting to wash. Councilman Hosti Wants 15th Street paved, west of Jones Avenue to Chatham, he stated that the sewer line running down the center of 15th Street be replaced before it is paved. Supt. Reed stated that the casing for the pump that was installed by the Lane-Atlantic Company had rotted out and had to be replaced. Councilman Hosti asked if the•emall lake at Holiday Park subdivision has an overflow, Supt. Reed informed him that the water never gets high enough, but that complaints had been made. by residents in that section that water does not drain off, Mayor Strong stated that apparently the old drainage ditch is plugged up. Mr. Burns informed Co men that as it is necessary that 1 47 a new dormitory be constructed for the prisoners that the Town would have to erect a new building, he offered to assist in it's construction, Mayor Strong stated that the dormitory would be built now and that later on the additions could be built for the Warden and Guards. Mr. Burns stated that he wanted no com- pensation for himself that the Town would buy all the materials for the job, he would furnish the prison labor, and would also furnish two steel doors without cost and that the building would cost about 57,100.00, Mayor Strong stated that permission would be requested from the County Commissioners for Mr. Burns to assist in the construction. Mr. Burns was thanked and then excused. The minutes of the meeting held on December 8th were read and adopted. The Mayor informed Council that Dr. Hans Reichel and his family are now residing on the ;.Island and that he is a General Practicing Physician. Councilman Meddin presented bills for General Govern- ment for the month of December amounting to 01,912.16, for the Water Department $293.84 and for the Groin & Seawall account $88.83. It was moved, seconded and passed that they be paid. Councilman Lovell made a motion that the water tower be painted, which was seconded and passed. Cotxiciirnan Powers wanted to know what -Council Intends doing about purchasing a new ambulance. The prtpe now is down 1,400.00 Viet, it is a Mercury and this offer C6.11* t be held very long." It was'moved, seconded and passed that it.b.e pur- chased and paid for after May 1, 1955: Mayor Strong called attention to the delinquenttaxbs and it was decided that Town Attorney Solms would send out a letter to the delinquent tax payers informing them that if these taxes are not paid up shortly the property will be ad- vertised for sale. The Mayor informed Council that Councilman Peters had tendered his resignation to become effective December 31st but that he had prevailed upon him to remain on the Board for a while longer. It was moved, seconded and passed that the 1954 beer and whiskey License of American Legion Post 4154 be transfer - ed to American Legion Post #154 by Oliver Kenneth Gaines. It was moved, seconded and passed that flourescent lights be installed in the Council Room at a cost not to ex- ceed ?70.00. 48 Councilman Lovell made a motion that the new dormitory at the Convict Camp be built to cost not more than $7,500.00, it was moved, seconded and passed. Councilman Hosti will handle the matter. There being no further business, Council adjourned, subject to the call of the Mayor. Savannah Beach, Tybee Island, Ga. February 16, 1955 The regular meeting of Town Council was held today at 4 P. M. in the Council Room and was attended by Mayor Strong, who presided, Councilmen Hosti, Powers, Meddin, Lovell, Town Attorney Solms, Supt. Reed, Chief McCutchen, Mgr. Lang and Mr. Mike Goldberg. Mr. Goldberg reported to Council that he was tearing down the old building end expected to have the job completed in several weeks. He ware excused. Chief McCutchen requested two new tires for the •954 Mercury. Supt. Reed reported that there were a number of broken water pipes on the Islend due to the recent freeze, he also stated that the fishing pier would be completed if the weather was good, alco that•work-had started on the addition to the pridon camp. Mgr. Lang reported that the Chatham Gas Company is delivering bottled gas on the Island without a license, they claim that they only deliver but do not solicit from the truck, he also stated that they had not taken out permits to install the service, Town Attorney Solms said that if they did not solicit from the truck that the Town cannot charge a license, but that they must conform to the Town Ordinances. He stated that he would write to Mr. Smith of the Chatham Gas Company. Mgr. Lang reported that some past due water charges were due on the property known es Scrumpy's, owned by Mr. T. B. McCarroll, bills have been submitted each month, Mr. Reed has cut the water off at the property but not at the main. It was decided to let the matter stand for the time being. 1
