Bal Harbour Police Department Weekly Report for the period of
January 24, 2020 through January 30, 2020
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Weekly Code Enforcement Efforts
COMMENTS:
Code Enforcement Officers (CEOs) worked with representatives of a condominium building to
investigate allegations of two short-term rental violations. The condominium staff identified the
apartments posted on an internet rental site and notified the unit owners of the posting. The
investigation revealed the internet postings were made without the owners' consent. The owners
cooperated with the condominium staff and CEOs to ensure the postings were promptly removed and
the condo units' locks re -coded to prevent the units' subletting. CEOs posted a code violation warning
on each property.
Code Enforcement Officers patrolling the gated community noticed a dumpster not properly covered.
CEOs posted a code violation warning on the property and will check to ensure the owners cover the
dumpster.
Code Enforcement Officers patrolling the beach areas discovered four buildings that were storing
beach chairs and equipment on the walking paths. The items were originally placed in these areas
during inclement weather events when the surf was rough and could potentially drag the items out to
sea. CEOs personally contacted the affected building officials and directed them to remove the chairs
and equipment from the walking paths. CEOs returned to the area later in the day and confirmed
compliance. Verbal warnings were issued.
Criminal Investigations
COMMENTS:
The Criminal Investigations Division assisted Patrol operations in preparing for the Super Bowl Host
Committee event scheduled for January 30, 2020, at the Bal Harbour Shops. CID personnel will man
posts at the event and will respond to any investigative need.
Noteworthy Incidents /Arrests
01/24/2020
Fraud
10205 Collins Avenue, Kenilworth
COMMENTS:
Officers responded to the lobby area and met with the victim, he told officers his bank sent him an alert
that a large purchase was made using his account. The victim contacted the store which advised him
the purchase was a computer and the transaction was completed in a central Florida store. The victim
disputed the charges with his bank and the store, each of which are conducting internal investigations.
This case has been forwarded to the Criminal Investigations Division for further follow-up.

9800 Block of Collins Avenue
COMMENTS:
Officers utilizing the mobile LPR system were alerted to a vehicle linked to a fugitive warrant. Officers
initiated a traffic stop and identified the driver as a person wanted in Monroe County. A check with
Miami -Dade Warrants revealed the arrest warrant was active and valid. Bal Harbour officers took the
subject into custody and transported him to jail without incident.

COMMENTS:
A Bal Harbour officer conducting traffic enforcement on the Collins Avenue corridor observed a vehicle
commit a traffic infraction and initiated a stop. A records check revealed the driver had multiple driver's
license suspensions. The driver was arrested and transported to Miami -Dade County Jail.

Surfside - Bal Harbour Shul
COMMENTS:
Bal Harbour officers assisted Town of Surfside Police in response to a suspicious package discovered in
front of the Bal Harbour Shul. Bal Harbour officers diverted traffic and maintained a perimeter while
Surfside officers and Miami -Dade Police Bomb Squad personnel secured the area. The item was not an
explosive and the area re -opened without further incident.

Theft
9703 Collins Avenue, St. Regis
COMMENTS:
Bal Harbour officers were summoned to document a theft that occurred in the early morning hours. The
victim advised officers that he met the female suspect while out with friends in Miami Beach. The female
suspect accompanied him back to his hotel room, when he awoke in the morning, his watch and wallet
were missing. The victim was advised to contact his banking institution and cancel all credit cards. This
case has been forwarded to the Criminal Investigations Division for further follow-up.

Surfside - Harding Ave and 79 Street
COMMENTS:
Bay Harbor Islands Police broadcast an LPR hit for a stolen U -Haul truck traveling eastbound from the
Broad Causeway. A Bal Harbour officer observed the stolen vehicle turning on Harding Avenue into the
Town of Surfside. The officers were able to coordinate a stop of the vehicle and place the driver into
custody without incident. Surfside officers arrested the driver of the stolen vehicle and transported him
to Miami -Dade County Jail.

Power Outage
Bal Harbour Village
COMMENTS:
Bal Harbour officers were on high alert as a result of a major power outage in the Village. Residents in
the gated community and the Bal Harbour Police Department lost power for several hours. FPL
responded to the Village and restored power. There were no reported incidents during the power
outage.

Special Event
9700 Collins Avenue, Bal Harbour Shops
COMMENTS:
A Super Bowl VIP party was hosted inside the Bal Harbour Shops. Bal Harbour officers, along with several
officers from assisting agencies, were posted throughout the Shops to ensure the safety of all in
attendance. Officers were also posted at all entry and exit points to provide vehicular and pedestrian
traffic control.
