The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Weekly Code Enforcement Efforts
COMMENTS:
Code Officers on routine patrol in the 9900 Block of Colins Avenue discovered a unit with an open
door. Closer inspection revealed the door was off its hinges and in a state of disrepair. The unit's
screen door had been removed and was leaning against the wall. The apartment was vacant and
under renovation. Code Officers issued a warning directing the owner to repair the unsightly doors.
Code Officers on patrol in the gated community discovered dirt and rocks on the roadway in front of a
home under construction on Bal Cross Drive. Code Officers issued a code violation warning to the
owner and will reinspect the property to confirm compliance.
Code Officers on patrol in the gated community discovered litter on the property of a second home
under construction on Bal Cross Drive. Rocks and dirt were also seen on the right of way. A code
violation warning was issued to the property owner. A follow-up inspection two days later revealed the
area was free of trash and debris.
Criminal Investigations
COMMENTS:
The Criminal Investigation Division (CID) commenced its background investigation of a candidate for
police reserve. Investigators scheduled the candidate for employment testing and requested
employment records from past and present employers.
The CID continues to close out the remaining cases from 2019 as it investigated new assignments from
2020. Seven 2019 investigations were closed during this reporting period. Two of the cases were
unfounded since the alleged crimes occurred outside of Bal Harbour' s jurisdiction.

Vehicle Burglary
9700 Collins Avenue, Bal Harbour Shops
COMMENTS:
Officers responded to a vehicle burglary that occurred in the parking lot of the Bal Harbour Shops. The
victim told officers he purchased items at Aventura Mall prior to arriving to the Bal Harbour Shops. He
then left the purchased items in his vehicle entered the shops. Upon returning to his vehicle, he
discovered several items missing, including a newly purchased laptop. The vehicle had no signs of
forced entry. The laptop information was entered into the statewide database. This case has been
forwarded to the Criminal Investigations Division for further follow-up.

Fraud
9700 Collins Avenue, Neiman Marcus
COMMENTS:
Officers responded to Neiman Marcus after a subject used fraudulent gift cards to purchase $3,490
worth of merchandise. The subject fought with loss prevention personnel and fled from the scene. The
subject jumped from the second level and into a water fountain below. He was taken into custody shortly
thereafter, arrested, and transported to jail.

9909 Collins Avenue, Sea View Hotel
COMMENTS:
Officers responded to reports of a disturbance occurring in a guest room at the Sea View Hotel. Officers
made contact with both occupants at the scene. Both parties admitted to being intoxicated and involved
in a physical altercation with each other. Neither party wished to pursue criminal charges and declined
medical attention. Sea View staff asked the guests to leave the premises immediately. Both parties
gathered their belongings and departed in separate Uber's.

Theft
9900 Block of Collins Avenue
COMMENTS:
Officers responded to a reported theft of a speed limit sign. Upon arriving in the area, officers observed
a male dragging a speed limit sign into the parking lot of 9910 Collins Avenue. The male was detained
while officers conducted their investigation, the sign was broken at the base, possibly caused by contact
with a vehicle. The male told officers, "he was going to give it back.". The male was issued an arrest
affidavit and released on scene. FDOT was contacted and will install a new sign in the coming weeks.

Missing Person/Runaway
10225 Collins Avenue, Bellini
COMMENTS:
The reporter, mother of missing juvenile, reported her son was missing after leaving his friend's
residence in the Bellini. The juvenile was upset that he had to return home and ran away instead. The
family resides in Bay Harbor Islands; however, the son was last seen leaving his friends residence in the
Bellini. The juvenile is a student at Miami Beach High School. Officers contacted Miami Beach Police
school resource officer who located the juvenile at school the next morning.

Theft
9700 Collins Avenue, Bal Harbour Shops
COMMENTS:
Officers responded to a theft that occurred at the Gucci boutique inside of Neiman Marcus. Two white
males asked to see a ring inside the display. The males left the area when the associate was distracted
by another customer. Officers searched the area and were not able to locate the males. This case has
been forwarded to the Criminal Investigations Division for further follow-up.

Baker Act
500 blk 96 Street
COMMENTS:
Officers received a complaint of a suspicious male causing a disturbance. Officers intercepted the male
on the ramp of the St. Regis hotel. After attempting to make contact with the male, he fled from officers.
The male was eventually detained by officers near the Bal Harbour Shops entrance on 96th Street. A
computer check revealed the male was a missing person from Georgia. He suffers from mental health
disorders and was currently not taking his medication. The male was taken to Aventura hospital for
further treatment and evaluation.
