Councilman Lovell made a motion that the new dormitory
at the Convict Camp be built to cost not more than $7,500.00,
it was moved, seconded and passed. Councilman Hosti will handle
the matter.
There being no further business, Council adjourned,
subject to the call of the Mayor.

February 16, 1955
The regular meeting of Town Council was held today at
4 P. M. in the Council Room and was attended by Mayor Strong,
who presided, Councilmen Hosti, Powers, Meddin, Lovell, Town
Attorney Solms, Supt. Reed, Chief McCutchen, Mgr. Lang and
Mr. Mike Goldberg.
Mr. Goldberg reported to Council that he was tearing
down the old building end expected to have the job completed
in several weeks. He ware excused.
Chief McCutchen requested two new tires for the •954
Mercury.
Supt. Reed reported that there were a number of broken
water pipes on the Islend due to the recent freeze, he also
stated that the fishing pier would be completed if the weather
was good, alco that•work-had started on the addition to the
pridon camp.
Mgr. Lang reported that the Chatham Gas Company is
delivering bottled gas on the Island without a license, they
claim that they only deliver but do not solicit from the truck,
he also stated that they had not taken out permits to install
the service, Town Attorney Solms said that if they did not
solicit from the truck that the Town cannot charge a license,
but that they must conform to the Town Ordinances. He stated
that he would write to Mr. Smith of the Chatham Gas Company.
Mgr. Lang reported that some past due water charges
were due on the property known es Scrumpy's, owned by Mr.
T. B. McCarroll, bills have been submitted each month, Mr.
Reed has cut the water off at the property but not at the
main. It was decided to let the matter stand for the time
being.

Minutes of the meeting held on January 12th were read
and adopted.
The Mayor informed Council that to construct the new
building at the prison camp with -the additions would cost.
not over 415,000.00, it was moved, seconded and passed that
the work be authorized.
It was moved, seconded and passed that bills for
General Government for the month of January amounting to

1, 34 67, bills for the Water Department amounting to
344.24, bills for the Groin & Saawall•Account amounting to
w239.35, be paid.
Councilman Lovell informed Council that the water
tower should be painted, he was requested to get estimates.
Councilman Powers reported that the new ambulance had
been ordered and that it should be delivered shortly, the
Town will get an allowance of between $1,000.00 and x;1,400.00
on the old vehicles.
Mayor Strong reported that the Civil Defense Unit wants
a location on the Ieland, it was decided that they could use
a portion of the Fire Station. Councilman Powers was appoint-
ed to handle the matter.
Councilman Hosti stated that the Southern Bell Telegraph
& Telephone Company is ext ending it's lines to other towns and
asked why they did not extend the dial system to Tybee, the
Mayor informed him that he and Councilman Brown had contacted
Mr. E. C. Bowen of the Southern Bell Tel. & Tel. Comapny rel-
ative to this matter and Mr. Bowen advised that he would have
some information in about ten days.
Town Attorney Solms stated that the Duncan Parking
Meter Company had suggested that if they write off part of
the sum that they claim the Town owes them for some of their
parking meters returned to them, will the Town pay the
difference? He advised against this and stated that if they
wanted to, let them file suit unless they were willing to
settle for not over $200.00. No action was taken at this time.
The status of the proposed new road to Tybee was dis-
cussed. Town Attorney Solms will talk to Mr. J. J. Bouhan
rolatite to this.
The Fort Screven Development Comapny requested a reduc-
tion in the assessment on their property effective May 1, 1955.
It was moved, seconded and passed that a reduction of $25,000.00
be authorized.

It was moved, seconded and passed that 1953 and 54
discounts be allowed. B. P. Hosti and T. B. McCarron.
It was moved, seconded and passed that the Clerk be
authorized to allow, in his discretion, discounts on 1954
taxes.

It was moved, seconded and passed that the
following Resolution be adopted.
A RESOLUTION
WHEREAS, JOSEPH F. GRikFIN, SR, a distinguished
friend of Savannah Beach, Tybee Island, Georgia, departed this
life on Saturday February 5, 1955; and,
WHEREAS, he was elected Councilman of Savannah
Beach, Tybee Island, Georgia and took office on April 6, 1940,
serving. until his resignation on May 6, 1941, at which time he
became an Alderman of the City of Savannah; and,
WHEREAS, his services as Councilman of our Munici-
pality were marked with distinction in that he always en-
deavored to further the improvement of the Municipality and
contributed so freely of his time in all of his endeavors.
NOW, THEREFORE BE IT RESOLVED, by the Mayor and
Councilmen's the Town of Savannah Beach, Tybee Island, in
Council assembled that in the death of Joseph F. Griffin, Sr.,
the Town of Savannah Beach has lost one.of its_most valued
friends, and that the sympathy'of the Mayor and Councilmen and
those of the citizens of the Municipality be extended to the
family of Joseph F. Griffin, Sr.;
BE IT FURTHER RESOLVED, that a copy of this resolution
be spread upon. the Minutes of Council and that a copy thereof be
sent to his wife and family.
