Weekly Code Enforcement Efforts
COMMENTS:
Code Enforcement Officers (CEO) patrolling the gated community responded to a complaint of
overgrown vegetation at a residence on Camden Drive. Further investigation revealed plants grew
onto a neighbor's property. The homeowner was issued a warning and directed to trim the plants.
CEOs will return to the property to ensure compliance to Village codes.
Code Enforcement Officers patrolling the jetty area discovered five women on the jetty while it was
closed due to surf conditions. CEOs explained the dangers of being on the jetty during rough surf
conditions and escorted them off of the jetty
Code Enforcement Officers responded to a complaint of poorly aligned lights at a condominium
building on the 10100 Block of Collins Avenue. A condo owner complained of lights shining into his
unit. CEOs coordinated a meeting between condo personnel and the condo owner to resolve the
issue and re -align the lights. No enforcement action was needed.
Code Enforcement Officers discovered persons pitching a tent on the beach behind the Ritz Carlton.
CEOs explained Village rules about not using tents on the beach and the visitors promptly took down
the tent. CEOs issued a verbal warning.
Code Enforcement Officers worked with Public Works personnel in response to a contractor who
broke a water pipe while digging at construction sites on Bal Cross Drive and Camden Drive. Initial
investigation by Public Works suggest the contractor may have begun digging before utilities were
properly located and marked. CEOs issued a verbal stop order pending further investigation by Public
Works. Follow-up investigation by Public Works revealed the contractor had followed the necessary
procedures and did not violate Village codes. Public Works is monitoring the situation.
Code Enforcement Officers testified at a Special Master's Hearing regarding three open code
violations. The first case focused on short-term rental violations in the gated community. The Special
Master found the property owner in violation of the Village code and issued a fine of $875, plus an
administrative fee of $100. The second case was a dog -off -leash violation. The Special Master found
the dog owner in violation of the Village code and issued a fine of $100, plus an administrative fee of
$150. The third case which involved cutting a tree down without the homeowner's consent was
withdrawn by the violator prior to the case being called. The violator agreed to pay the issued fine of
$100 instead of presenting his case to the Special Master.
Code Enforcement Officers responded to a complaint of a vehicle for sale on a property on the 10200
Block of Collins Avenue. The car faced Collins Avenue and had its For -Sale sign facing the avenue.
CEOs contacted the vehicle's owner and the car was promptly removed from view. CEOs verbally
warned the owner about Village codes pertaining to signage.

Criminal Investigations
COMMENTS:
The Criminal Investigation Division (CID) continues its investigation of an applicant for police reserve.
The applicant is an expert in banking fraud and cyber fraud investigations. The addition of this
candidate will greatly enhance the CIDs ability to properly investigate fraud related crimes.
Detectives met with prosecutors at the State Attorney's Office for a pre -filing conference related to the
armed robbery arrest in January. Detectives are working with prosecutors to ensure proper charges
are filed and the case is ready for trial.
Detectives met with prosecutors at the State Attorney's Office to secure an arrest warrant for the
suspect involved in a theft by fraud case of over $1001<. The victim, a prominent businessman in South
Florida, discovered his long-time personal assistant was skimming profits from his various accounts.
The investigation has been on -going for several months as forensic accountants reviewed evidentiary
items to confirm the theft occurred. Detectives continue their investigation as the case progresses to
the next level.

Theft
9700 Collins Avenue, Bal Harbour Shops
COMMENTS:
Officers responded to the Gucci store regarding a theft that occurred with the subject possibly still in the
area. According to store associates, the subject entered the store and concealed merchandise under
his shirt then exited the store without paying. Officers promptly canvassed the area, but were unable to
locate a subject matching the description. The incident was captured on store surveillance and has been
forwarded to the Criminal Investigations Division for further follow-up.

Battery on Law Enforcement
9100 Block of Collins Avenue
COMMENTS:
While conducting a traffic stop in the area of Collins Avenue, Surfside Police sent an alert of a theft
occurring at the CVS pharmacy. The suspect fled from the scene in a golf cart. Bal Harbour officers
responded to Surfside's call for assistance and attempted to stop the subject from fleeing. The subject
struck a Bal Harbour officer with the golf cart and continued fleeing from police. Fortunately, the officer
was not seriously injured. A perimeter was quickly established, but the subject was not located.

Traffic Arrest
9300 Block of Collins Avenue
COMMENTS:
While conducting traffic enforcement along the Collins Avenue corridor, officers initiated a traffic stop
on a vehicle that committed a traffic infraction. During the traffic stop, officers discovered the driver did
not have a valid driver's license. The driver was placed under arrest and transported to jail.

DUI Arrest
500 Block of 96 Street
COMMENTS:
While conducting traffic enforcement along the 96th Street corridor, officers observed .a driver unable to
maintain his vehicle in a single lane. Officers initiated a traffic stop and determined the driver was under
the influence. The driver was unable to perform roadside sobriety tests. The driver was placed under
arrest and transported to jail.

Bench Warrant Arrest
9800 Block of Collins Avenue
COMMENTS:
Officers conducted traffic enforcement along Collins Avenue utilizing the mobile LPR system. During
one of the traffic stops, officers discovered the driver had an open and active arrest warrant in Miami -
Dade County. Officers arrested the driver and transported him to jail without incident. The LPR system
continues to be an effective enhancement tool for officers on patrol.

Haulover Park
COMMENTS:
Patrol officers assisted the Miami -Dade Police Department by responding to reports of gun shots at
Haulover Park. Bal Harbour and Miami -Dade officers arrived and canvassed the area. After an extensive
coordinated search of the area, officers were unable to locate any signs of criminal activity
