Gonzalez, Village Manager DATE: February 14, 2020 C SUBJECT: Traffic Lane and Sidewalk Closure on Collins Avenue The purpose of this Letter to Council (LTC) is advise you of ongoing work on Collins Avenue, which requires a traffic lane closure, as well as a sidewalk closure over the next few months. As you may know, the north entrance to the Bal Harbour Shops is currently under construction, and requires a daily lane closure from 9:30 am to 3:30 pm Monday through Friday, and from 10 am to 3:30 pm on Saturdays. In conjunction, during this construction period a continuous closure of the sidewalk on the west side of Collins Avenue is required. Unfortunately, this action will impact pedestrian access from Balfour Drive to the 9700 Block of Collins Avenue. The sidewalk closure is necessary due to the volume of work required to develop the new co -entrance to the Bal Harbour Shops and future Village Hall site and traffic signalization. In addition to construction activities directly associated with the Bal Harbour Shops expansion, Village utility infrastructure work to install a replacement main water transmission line will also be completed during this period. The new water main will provide service at the new future Village Hall location. The installation of the new water service and connection point at this time, eliminates the need to disrupt this area in the future during the New Village Hall construction. Village staff actively collaborated with the Bal Harbour Shops Project Managers to ensure the diversion of pedestrians was structured to provide the maximum level of safety with minimal impact to pedestrians. The resulting management of traffic plan routes pedestrians from the existing pedestrian walkway on Balfour Drive and Collins Avenue through the Bal Harbour Shops property. In addition, Village staff required that protective screening and adequate lighting were installed along this temporary access route. Moreover, in order to assist pedestrians through the detour, signage has been installed Page 2 of 2 LTC — Traffic and Sidewalk Closure on Collins Ave along the route, and a flagman will be assigned to this location to assist pedestrians. The attached maintenance of Traffic Plan (MOT) details the pedestrian sidewalk detour route. The route was developed in conjunction with the Bal Harbour Shops to provide the safest and most direct route around the construction activities. These closures are required due to the following construction activity affecting the intersection of Balfour Drive and Collins Avenue: • New FDOT storm water catch basin • New traffic signalization foundations and fixture • New underground electrical service • New water main pipe and valve connections for Bal Harbour Village • Sidewalk restoration work prior to completion of the project This work will be completed in approximately four (4) months, and Village Public Works staff will be monitoring activities at the site in order to identify additional measures to reduce the duration of the project. A Bal Harbour Police Officer will be assigned to the site to ensure lane closures are conducted within the prescribed timeframes and only when necessary due to the nature of the work. Additionally, the officer will be facilitating traffic flow and maintaining pedestrian safety. On -duty police officers will also be routinely checking this area throughout their shifts.
