Subject: Bal Harbour Police Department Weekly Report for the period of
February 14, 2020 through February 20, 2020
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Weekly Code Enforcement Efforts
COMMENTS:
Code Enforcement Officers conducted eight code investigations during this reporting period. The
majority of the investigations focused on complaints of persons walking their dogs on the beach. One
case involved the discovery of unauthorized signs posted along Collins Avenue. (See comments
below.)
Code Enforcement Officers (CEOs) are patrolling the beach area in response to complaints about dogs
on the beach. CEOs spoke with a beachgoer who claimed she has seen persons with dogs on the
beach very early in the mornings (6:30am - 7:30am) and later in the evenings after 6:30pm. Notice was
sent to patrol officers on duty during those times.
Code Enforcement Officers discovered an advertisement sign affixed to a pole at Collins Avenue and
Harbour Way. CEOs removed the sign and contacted persons at the telephone number listed on the
advertisement. The company was warned not to post signs in Bal Harbour and told a future infraction
would result in a Code Violation Notice.
Code Enforcement Officers patrolling the beaches saw a woman with her dog on the beach just after
4:00pm. CEOs met with the woman and informed her about Village ordinances prohibiting dogs on
the beach. CEOs issued a verbal warning and the woman promptly removed the dog from the beach.
On February 19,2020, Code Enforcement Officers visited the beach side building to personally speak
with their staff about the no -dog -on -the -beach ordinance. CEOs left a copy of the ordinance and
noted they made contact with building personnel. CEOs used this opportunity to also conduct a
beach check behind each building. This covered a time span from 11:30 am - 3:30pm. CEOs did not
see anyone walking dogs on the beach during these times.
Criminal Investigations
COMMENTS:
The Criminal Investigations Division (CID) is following -up on a series of thefts of center wheel caps from
Rolls Royce and Bentley vehicles. There were four reports of these incidents during this reporting
period. Detectives attended the Northeast Regional Intelligence meeting at Miami-Dade's Intercoastal
Station and presented the trend to detectives from neighboring agencies. All participating
investigators are on alert to forward any possible leads to Detective Gonzalez. Additionally, officers
visited each of the ocean front properties and notified the security personnel of these thefts.
The CID investigated two separate retail theft cases involving the same subject. Two Bal Harbour
Shops' retailers were targeted on the same day. The modus operandi suggested a single offender may
be targeting retailers at the Shops. Detectives learned the same subject also targeted stores in the

Aventura Mall. Working with fellow investigators, Bal Harbour detectives discovered a subject was
currently in custody for similar crimes. Line-ups confirmed the subject in custody was the same person
who targeted the Bal Harbour Shops. The CID filed additional grand theft charges against the offender
for both cases occurring in Bal Harbour. The CID shared information about the arrest with retailers
participating in the Exchange email distribution list in an effort to limit the subject's ability to target the
mall in the future.
The CID is investigating a case of dating violence, in which the boyfriend battered his girlfriend and
fled from the scene. Follow-up investigation revealed the boyfriend was Baker Acted shortly after the
incident and is currently in a mental health facility. Detectives are awaiting his release to proceed with
the criminal case.

Harding Avenue and 96th Street
COMMENTS:
Officers conducting traffic enforcement in the area of Harding Avenue and 96th Street saw a vehicle
heading the wrong way on the avenue. After initiating a traffic stop, officers discovered the driver was
in an obvious state of impairment. The driver's blood alcohol level was 0.245, over three times the legal
limit. The driver was arrested and transported to jail.

Loitering and Prowling Arrest

COMMENTS:
Officers patrolling the area of the Ritz Carlton responded to a call of a suspicious person by the pool. As
officers escorted the suspect from the property, the suspect fled and concealed himself in the area by
the Quarzo Hotel. Officers located the suspect and charged him with loitering & prowling. The suspect
was transported to jail without further incident.

Dating Violence
10100 Block of Collins Avenue
COMMENTS:
Officers investigated a dating violence case where the boyfriend battered his girlfriend, broke her
phone, and fled the scene. Efforts to locate the boyfriend at his home in Bay Harbour Islands were
unsuccessful. The case was forwarded to the Criminal Investigations Division for follow-up.

Bal Bay Drive
COMMENTS:
Officers responded to a report of a fraud at a residence on Bal Bay Drive. The victim wanted to return sports tickets
purchased online. He found a telephone number online that claimed to be the ticket company's number. When he
called for a refund, the victim was led through several steps that resulted in him being scammed for about $5,000.
The victim was convinced to create an ebay wallet, fund it with cash, and then transfer the cash to the subject's
account. By the time the victim realized he was scammed, he had already transferred over $5000.

COMMENTS:
A previously arrested subject returned to the Bal Harbour Police Department to claim his personal effects that were
impounded for safekeeping at the time of his arrest. While speaking with the subject, officers learned he was
homeless and in need of assistance. After returning his property, officers worked with social services to ensure the
subject had a place to sleep and the services he needed.
