HomeMy Public PortalAbout19550309CCMeeting51 Savannah Beach, Tybee Island, Ga. March 9, 1955 The regular meeting of Town Council was held today at L. P. M. in the Council Room and was attended by Mayor Strong, who presided, Councilmen Brown, Powers, Lovell, Meddin, Town Attorney Solms, Chief McCutchen, Supt. Reed and Manager Lang. The matter of retaining the old Buick Ambulance and having it reconditioned to take care of Civil Defense needs in case of an emergency was discussed. It was stated that the Federal Government would equip the vehicle with telephones.It was decided to hold off on this so as to adcertain what it would cost to recondition this vehicle. Chief McCutchen reported that all the parking meters would be up by April lst. Councilman Powers told Chief McCutchen that it was reported to him that two cars were pulled off of the beach at a charge of $50.00, Chief McCutchen stated that the cars were pulled out near Fort Screven in the early morning and that they were stuck in the mud, it took about four hours to get them out. Supt. Reed reported that the fishing pier is about com- pleted and that work on the new building at the Prison Camp is progressing nicely. The Mayor informed Council that Mr. S. R. Kent had pro- tested against the Town removing a fence from his property, he contending that when he purchased the property from the Fort Screven Development Company the fence was included. Council was informed that when the Town purchased the Fort Screven Reservation from the U. S. Government the fence was included in the sale but when the Town sold the property to the Fort Screven Development Company it retained various items of which the fence was one. The Clerk was instructed to write to Mr. Kent relative to this. Councilman Brown suggested that a concession stand be erected on the fishing pier and also that a water line be plac- ed on the pier. It was decided to hold off at this time. Councilman Lovell wanted to know hat the status of the water situation is at the Dyer property on the Inlet, Mr.'Lang stated that the work was held up as some of the tapping fees had, not been paid. Councilman Lovell instructed Mr. Lang to cut off Mrs. Charlotte Bailey's water at Fort Screven unless she paid her bill at once. Town Attorney Solms suggested that she be put on the docket for non - payment, Mr. Lang was instruct- ed to check on it. In connection with the proposed new 2" water main to be 52 run from the main on Butler Avenue down 8th Place, the work being done by Mrs. Harold Mulherin, this being a private ease- ment, the matter of getting the necessary releases was dis- cussed. It was decided that Mrs. Mulherin furnish the Town with the necessary releases so that the work could proceed. In connection with the proposed new flood gate to be placed on Palm Terrace, it was decided to hold off at this time. Minutes of the meeting held on February 16th were read and adopted. It was moved, seconded and passed that bills for the month of February for General Government amounting to $4,854.93, for the Water Department amounting to $232.85, Groin & Sea -wall amounting to $5.00, be paid. Councilman Brown stated that the Savannah Electric & Power Company should be asked to reduce the cost of street lights, a Committee consisting of himself and Councilman Powers was appointed to handle the matter with the Power Co. An application was presented by Mr. Arthur C. Stephens for permission to operate under a Veterans license, the matter was referred to the Town Attorney. Councilman - Powers stated that apparently a difference in figures as to what the new ambulance would cost has arisen, he understood the price was to be $2,450.00 and $1,000.00 was to be allowed for the carry -all owned by the Town and that the net would be around $$1,400.00 or $1,500.00, but that the last price quoted him for the ambulance was $3,100.00. Council- man Powers was requested to handle the matter again with the seller. The Mayor reported that a Committee consisting of himself, J. Gordon Miller, Jr., James A. Brown and Dr. H. T. Freeman went to Atlanta recently to fill an appointment with Mr. Blasingame, the new Chairman of the State Highway Department, in connection with work to be done on the present Tybee Road, the Mayor stat- ed that they were courteously received and were informed that the matter would be investigated as promptly as possible. The Mayor reported that his Committee had recently con- ferred with Mr. E. C. Bowen of the Southern Bell Tel. & Tel. Co. regarding dial telephones for the Island and that they were in- formed that the matter is still being handled. Mrs. Margaret H. Mulherin petioned fro a resubdivision of Lot 1, except the western 11.67+ of a subdivision of Beach Lot 51, Ward 2, into a new resubdivision consisting of Lots A, B, C, & D of a subdivision of Lot 1, of Beach Lot 51, Ward 2. It was moved, seconded and passed that this be granted. 53 It was moved, seconded and passed that the bid of the Orkin Exterminating Company for 8295.00 to treat the Town Hall Building for termites be accepted. April 13, 1955 The regular meeting of Town Council was held today at 4 P. M. in the Council Room and was attended by Mayor Strong, who presided, Councilmen Meddim, Lovell, Peters, Hosti, Brown, Powers, Town Attorney Solms, Supt. Reed, Chief McCutchen, Mgr. Lang and Mr. E. B. Izlar. Mr. Izlar requested that excessive speeding be curtailed on Izlar Avenue, he stated that the police cars were as bad as the public in this respect. He also reguested that something be done to make lst Avenue between 16th Street and Inlet Avenue so that vehicles could use this section, referred to Councilman Hosti. Mr. Izlar also requested that the nuisance and unhealthy condition caused by the keeping of dogs and goats on the proper- ty of Mr. Mallie Clark adjacent to his be corrected. Mr. Izlar was excused. The Clerk was requested to write Mr. Clark to move the goats and dogs. Supt. Reed called attention to the trash littering the streets stating that he needs help to keep them clean, Council- man Peters suggested that those who throw beer cans and other trash on the streets should -be put on the docket, Councilman Hosts suggested that anyone selling beer put up signs in their stores to put the cans in a trash container, instructions were issued to the Police Department to oorrect the situation. Mr. Reed stated that the new Prison Camp is about 75% completed. Chief McCutchen suggested that the Bar Rooms be required to frost out their windows and keep the doors closed during bus- iness hours, he called attention to Tybee residents driving their Vehicles into Savannah and getting tickets for not having a Savannah City tag, he stated that a number of persons have com- plained about being given these tickets. Councilman, Brown stated that the closing time for the Cocktail Lounges will be 3 A. M., this means lights out and
